The Open Data portal is the publication of publicly available government data in machine-readable form, for the possibility of creating services and applications on their basis. In addition, open data can be used in socio-economic and scientific research conducted by journalists and analysts.

Open data sets are published on the portal. In addition, an application programming interface (API) is available on the portal, through which data can be accessed through requests.

Based on the open data, mobile applications and services have been developed and placed for downloading due to the increase in the amount of data, as well as the conduct of events such as competitions and hackathons.

1. According to the Law "On Informatization" a government agency is obliged to approve the list of open data in coordination with the authorized body and place data on the Open Data portal in machine-readable format according to the approved list.
2. According to the Law "On Access to Information", the authorized body has the right to request open data on the results of a public opinion poll, and information owners have the right to post open data on the portal on their own initiative.

The Open RLA portal is a single platform for discussion of draft bills, draft standards of public services and permits. Everyone can express their opinion and take part in the development of the RLA. The Open RLA allow each citizen to get acquainted with the project before he goes to the government agency and higher authorities for approval.

On the portal there is a public discussion of not only the standards of public services under the Law "On State Services", but also with the adoption of the Law "On Access to Information", it became possible to discuss drafts of all regulatory legal acts and conceptions of bills.

The "Open Dialogue" portal is a platform for establishing effective feedback between government agencies and society.

The purpose of the portal is to provide citizens with the opportunity to interact with the government through portal tools.

This component includes:

● blog - the platform of the heads of GAs;

● Internet conference;

● the "Polls" system;

The procedure for submitting and reviewing applications in the blog platform of the heads of government agencies is prescribed in the law. According to paragraph 5 of Article 11 of the Law "On Access to Information", requests for a blog platform are equated to a written request. The request does not require signing, subject to the presence of an account on the EGP and connection of the subscriber number to it.

Also, the component includes Internet conferences with the participation of members of the Local Executive Bodies and Central Government Agencies, which are regularly held since 2008 on the "electronic government" web portal.

The main purpose of conducting Surveys among the population is to obtain feedback by ensuring the collection of user opinions through published surveys.

Open Dialogue enables citizens:

• to send requests to the chief executive officers of government agencies;
• to participate in public discussion of the activities of government agencies from anywhere in the country;
• to take part in polls conducted by government agencies, social polls, polls of electronic and mobile government;

The Open Budgets portal (https://budget.egov.kz/) facilitates representation of citizens about the concept of "budget" in the state and to promote the development of an active civil position through public control over the spending of budget funds.

On the portal of open budgets, pursuant to paragraph 3, Article 17 of the Law "On Access to Information", the placement and public discussion of draft budget programs and reports on the implementation of budget programs is conducted, as well as budget reporting, consolidated financial statements, information on the results of state audit are posted.

The Assessment of the Effectiveness of GA portal - provides an opportunity for citizens:

• to get acquainted with the system of assesment of government agencies;
• to see the results of the evaluation of each government agency in general and in the context of the evaluation blocks;
• to view the rating of government agencies according to the results of the assessment;
• to familiarize with the reports on the implementation of the strategic plans of CGA and the reports on the implementation of the programs for the development of LEB territories;
• to participate in a public discussion of the activities of government agencies.
