Awards and order of the Republic of Kazakhstan Printable version

State award always was and is an important element of encouragement and show gratitude sign from society and government altogether for individual person. There are about 20 types of awards based in Kazakhstan including different awards, medals and honorary degrees. If you think that your colleague, friend, relative or other person familiar to you deserve state award, one can learn from this article how can the person get one or another award and what is the order of award recommendation.
State awards of the Republic of Kazakhstan and to whom are they bestowed?
Citizens of the Republic of Kazakhstan, foreigners and persons without citizenship who have served to the Republic of Kazakhstan, in recognition of their services, for the fruitful state, community, creativity, labor and military feats are bestowed by state awards. The awarding is performed by the President of RK.
Type of award is determined by the awarding character and degree of the person recommended for award.
Candidatures for awarding the order of the perfection “Altyn Kyran” are nominated by the President. Award recommendation of other state awards is submitted to President by RK Parliament, RK Government, ministries, agencies, administrations, creative unions and other organizations.
Candidatures for awarding can be considered and adopted by work collectives.
Award recommendation for foreign citizenships is nominated by the Minister of Foreign Affairs, other ministries and state committees, other central executive bodies of RK on the usual terms.
Besides mothers of many children awards, heroic exploit cases and extreme circumstances, recommendation of citizens for regular award is nominated not earlier than in 5 years after last awarding. The same person can not be awarded twice for one and the same medal, exception to this rule applies where there are awards of different degrees and perfection of honors.
Awarding by state orders of RK for bravery, courage and heroism extended while protection of interests, can be nominated even posthumously.
Persons, awarded by any of RK orders are called chevaliers of this order.
Order of award recommendations
For each person, recommended to awards one make a commendation list of established sample. A commendation list includes data, characterizing the personality of awarded person, total length of work in the department and in this collective, his certain awards, data of work quality; for persons, concerned on factory, main work results, and also award by which he/she can be nominated.
Commendation list is signed by the organization leader. Commendation list of chief executive officer is signed by the directory of higher body.
Commendation lists are attached by seals of those organizations, by leaders of which they were signed.
Commendation list of established sample is filled for the mother of many children, nominated for appropriate award. Commendations lists are filled for: working mothers- at the place of work; for employees, working out of work collective and for not working mothers – by administrations and are certified by their signatures and seals. Commendation list is filled on the base of mother and children personal documents and for children unaccounted for or died there are references or other submitted documents of relevant bodies. References confirming the presence of children are valid during one year. Commendation list is filled in one example to which two photos of represented persons are attached: awarding a rank “Khalyk Kalharmany” in size 4x5 cm; awarding honorary degree – photos in size 3x4 indicating last name and initials on the back side. Improperly designed commendation materials are not accepted for consideration. In case of candidature recommendation by work collective for awarding, commendation list and collective petition on awarding are directed to appropriate executive bodies or ministries, agencies, government committees, military departments or other bodies which consider entered materials and prepare recommendations.
Recommendations in the name of President are extended on:
- Employees of organizations regardless of proprietary forms, local state bodies, representatives of regional public associations- by Akims of regions, Astana and Almata cities. 2) Employees of central state bodies, bodies of immediate subordinate and reporting to the President of RK, republican creative unions and public associations – leaders of these organizations. 3) Chief executive officer of central state bodies, bodies of immediate subordinate and reporting to the President of RK, Akims and maslikhat secretaries of the region, Astana and Almaty cities – by Parliament and Government of RK.
Recommendations on each suggested for awarding is prepared separately. Procedure of bankruptcy petition on awarding for military personnel and employees of Defence Ministry, Internal Affairs Ministry, National Security Committee, Republican guard, President security service, and also civil contingent of these bodies is determined by their directory. Suggestions on awarding of RK citizens, working abroad and also foreign citizens and persons without citizenship living in a foreign land are recommended by the Ministry of Foreign Affairs of RK or by other ministries, governmental committees, other central executive bodies, on agreement with the Ministry of international Affairs of the republic.
Award recommendation of foreign citizens living on the territory of the republic are performed on general terms.
For the preliminary consideration and preparation of award proposals the commission on state awards is created under the President of RK. The results of petition consideration on awards by Commission are reported to the body, recommended a candidature verbally. Complaints and appeals of citizens to the decision of Commission on awarding or awarding refusal are not considered.
Privileges and status of awarded persons
The note on citizens awarding bestowed for perfection of honors, Order “Otan” or Order “First President of the Republic of Kazakhstan” is made in the Book of Glory of RK established by a government.
Mother of many children awarded by the order “Altyn Alka” or got before the rank “Mother- heroine” are provided first of all a living quarters. For payment of living expenses together with family members one pay a special public welfare payment.
Mother of many children awarded by the order “Kumysalka” fringe benefits can be stated at the expense of local budgets.
According to RK law special benefits are paid to the following persons:
- Order chevaliers of three classes of the Order of Glory, persons awarded the honorary title “Kazakhstannyn garyshker-ushykty” are appointed for the benefit in size of 130 MCI
-Order chevaliers of three classes of Labor Glory- 9 MCI
- Mother of many children awarded by the order “Altyn Alka”, “Kumysalka” or got before the rank “Mother- heroine” awarded by Orders “Mother Glory” I and II classes- 6 MCI
In case of loss
Persons honored by state awards of RK must keep them save. In case of loss of state awards and its documents, awarded persons keep their rights for awards. Duplication of the order “Altyn Kyran” Golden star, orders, medals and award pin are not issued instead of lost.
In exceptional cases they may be issued by the decision of Commission on state awards under the President only in cases of loss as a result of fires, earthquakes and other natural disasters, when the awarded person was unable to prevent their loss.
Duplication of documents on awarding in the case of their loss may be issued by the decision of Commission on state awards at the petition of the local executive bodies.
Orders, medals, award pins to honorary titles of awarded RK of dead citizens and awarded posthumously, and also the documents on their awarding will be inherited by their relatives as a memory. With consent of heirs of deceased his awards and documents on awarding can be passed to museums for storage and exhibition.
If the deceased does not have any heirs his awards and awarding documents are returned to the President of RK.
According to the article 39-1 of RK Law, citizens of RK, foreign citizens of RK and persons without citizenship, honored by state awards have the right to export these awards abroad the republic if available the awarding documents.
Is it possible to deprive a state award?
Deprivation of state awards is made by the President in the case t of conviction of awarded person at the instance of the Court based on the code. Deprivation of state awards entails their return and documents to the President of Kazakhstan.
Citizens convicted illegally and rehabilitated completely are reversed for the rights on awards by the decision of the court.
It is not allowed to establish and produce orders, medals, award pins and its documents and Certificate of Merit with any similarities in appearance with state awards. Purchase, sale, exchange or other order refundable transfer, medals or award pins to the honorary degree of the RK, and other illegal committing in relation to state awards entail liability under the law.

Established in 1995. The order is made from silver, form- eight-pointed star on the base of round, the distance between opposite tops of the star – 45 mm. Established in 1993. The badge of the order is made of vermeil by one-piece stamping method . The badge represents eight- pointed star, ends are formed by three dihedral rays, the middle one of which is a little bigger than the others, between the ends of the star there is a small dihedral ray. The central rundle is in the shape of geometric pattern: in the center – rectangular rhomb, from edges of which two dihedral rays come off, from the corners of the rhomb- triangular dihedral figures.

By order "Dostyk" are awarded citizens for fruitful work on maintenance of mutual agreement in society, services in peace and friendship strengthening and cooperation between nations. |

In addition to all of listed awards there is also a departmental awards. Award recommendation of departmental awards are considered on the occasion of the public, professional and other holidays and anniversaries, career length. Departmental awards are classified according to the department:
