Passport of a citizen of the Republic of Kazakhstan is issued to citizens, at their request, regardless of their age and certifies the identity of a citizen of the Republic of Kazakhstan on the territory of the country and beyond. The passport is issued for a period of 10 years. 

The national ID of a citizen of the Republic of Kazakhstan is issued to citizens from the age of 16 and is valid on the territory of the country. All the citizens of the Republic of Kazakhstan permanently residing on its territory should have the national ID. The national ID is issued for 10 years.

In order to get an identity card and a passport you need to apply to the NJSC State Corporation "Government for Citizens" (PSC) at the place of residence or the place of temporary stay. Responsibility for late treatment for obtaining an identity card

To issue a passport for children under 16 or a national ID upon reaching the age of 16, one of the parents (legal representative) should present a child's birth certificate, a parent's identity document and a receipt for payment of the state fee for a national ID in the amount of 0.2 MCI, for a passport in the amount of 8 MCI

To confirm the citizenship of a child, an authorized employee checks the identity documents of both parents (legal representatives) in the database of the documented population, as well as information about the birth of a child in the RP DRP through integration interaction with the "Civil Registry Office" information system to confirm the fact of birth in the territory of the Republic of Kazakhstan.

The list of documents for registration:

  • birth certificate;
  • national ID of one of the parents (presence is mandatory);
  • receipt confirming payment of the state fee for a national ID in the amount of 0.2 MCI , for a passport in the amount of 8 MCI;
  • passport (if available).

The list of documents for issuing a passport for children under 16:

  • birth certificate;
  • identity card of one of the parents;
  • receipt for payment of state duty for a passport in the amount of 8 MCI.

At registration of documents the presence of the child is obligatory.

Also, it is necessary to know that with different citizenship of parents, a notarized application-consent from the foreigner's parent will be required for the receipt by the child of documents proving the identity of the citizen of the Republic of Kazakhstan (in the case of the birth of a child outside the Republic of Kazakhstan and various citizenship of parents, one of which at the time of the birth of the child was a citizen of the Republic of Kazakhstan and both parents at that time had a permanent place of residence outside the Republic of Kazakhstan);

Is there a liability for an overdue passport?

A passport of a citizen of the Republic of Kazakhstan is issued to citizens at their request.

Thus, to change an overdue passport or not - the citizen decides, the administrative legislation does not provide for the responsibility for an overdue passport. However, upon receipt of a new identity card, both in connection with the expiration of the term and the change in the setting data, an invalid passport must be handed in to NJSC State Corporation "Government for Citizens" (PSC), if it is available.

In connection with the change in nationality, citizens of the Republic of Kazakhstan present the following documents necessary for obtaining an identity card and passport:

  • written statement indicating the desired nationality;
  • birth certificate;
  • forcibly relocated to the territory of the republic during the repressions - a certificate of rehabilitation;
  • identity card, passport if available, subject to replacement;
  • a receipt for payment of the state fee for an identity card in the amount of 0.2 MCI, for the passport – 8 MCI.

A record of the nationality in the passport and identity card is made in accordance with the nationality of the parents. With different nationalities of parents, a citizen of the Republic of Kazakhstan voluntarily chooses a nationality of his father or mother;

In the future, according to the application, the nationality changes only to the nationality of the other parent.

As an exception, it is permitted to change the entry on nationality in passports, identity cards of citizens of the Republic of Kazakhstan, forcibly relocated during the period of repression to the territory of the Republic of Kazakhstan. A change in nationality is made on the basis of certificates of rehabilitation issued in accordance with the Law of the Republic of Kazakhstan of April 14, 1993 "On the rehabilitation of victims of mass political repression."

Disputes about changing the entry on nationality in the passports and identity cards of citizens are resolved in accordance with the legislation of the Republic of Kazakhstan in a judicial procedure.

At the same time, when issuing an identity card in connection with a change in nationality, a citizen is issued a certificate of change in the nationality record, which is submitted to the civil registration offices (CRO) at the place of permanent residence to make changes in the nationality information in the corresponding civil status records.

In the exchange of identity documents, citizens of the Republic of Kazakhstan may file a written application in connection with the desire not to specify their nationality.
