A housing benefit from the state is provided to families and citizens of Kazakhstan whose income is not high and who spend its considerable part to pay for utility services.

What is a housing benefit

Housing benefit is a payment provided to low-income families (citizens) from a local budget to reimburse the difference between expenses for maintenance of an accommodation (part of it) that is in private ownership or was obtained out of the state housing fund or leased by a local executive body in a private housing fund and a maximum permissible level of expenses of a low-income family (citizens) for the purposes determined by local representative bodies under the procedure established by the Law of the Republic of Kazakhstan “On Housing Relations”. 

Thus, the state decides on providing a housing benefit to low-income families (citizens) to pay for:

  • expenses related to managing of a condominium object and maintaining communal property of a condominium object, including complete overhaul of communal property of a condominium object;
  • utility services and communication services in case of rise in payment for telephone connected to telecommunications network;
  • expenses on accommodation out of the state housing fund and accommodation leased by a local executive body in a private housing fund.

        Housing benefit can be provided to low-income families (citizens) permanently registered and residing in an accommodation that is in private ownership and is a sole accommodation on the territory of the Republic of Kazakhstan, and also to those who lease (sublease) an accommodation out of the state housing fund and accommodation leased by a local executive body in a private housing fund.

Maximum permissible level of expenses per family is established by a local maslikhat and can vary between 5 to 20 percent from of average monthly joint income of a family per quarter.

Which types of income are considered when distributing housing benefits

All types of income obtained in the Republic of Kazakhstan and outside the country are considered when calculating a joint income of a family for calculation period:

1) income obtained as salaries, social payments;

2) income in the form of alimony for children and individuals indicated in the Code of the Republic of Kazakhstan as of December 26, 2011 “On Marriage and Family”;

3) income from private subsidiary farm (homestead property, including livestock and poultry management, gardening and horticulture);

4) income from entrepreneurial activities;

5) income from lease and sell of immovable property and vehicles;

6) income from securities;

7) income obtained as a gift or resulted from inheritance of immovable property, vehicles and other property;

8) income in the form of money obtained on a on a non-repayable basis;

9) income in the form of commission (interest) for monetary contributions and deposits;

10) income in the form of winnings in physical and (or) monetary terms obtained on the competitions, contests, festivals, lotteries, including income obtained from contributions and debt securities.  Income of all the family members is calculated for a quarter preceding submission of application for a housing benefit.

Which municipal services can be reimbursed

An extent and procedure of housing benefit provision are determined by local representative bodies of cities of republican significance, capital and cities of regional significance based on the rules for provision of housing benefits.

Thus, the list of municipal services is determined by maslikhat in each region. 

How a housing benefit is calculated

Housing benefit is provided to low-income families (citizens) out of budget funds based on provided accounts on monthly expenses for management of a condominium object and maintenance of communal property of a condominium object, including complete overhaul of communal property of a condominium object as well as estimate of costs and communal services receipts.

An example of facilitated calculation of housing benefit:

      1. A family`s income amounts to KZT 200.000 and maximum permissible level of expenses in Astana is 5%.

     2. Sum of expenses for the below areas amounts to KZT 20.000, while 5% from a family income is KZT 10.000.

utility services and communication services in case of rise in payment for telephone connected to telecommunications network;

expenses on accommodation out of the state housing fund and accommodation leased by a local executive body in a private housing fund.

 

     3. KZT 20000 – KZT 10000 = KZT 10000 (housing benefit)

        This is the sum which the family will get as a reimbursement.

How to get a housing benefit online

Application for obtainment of a housing benefit is submitted via the online service.  " Assignment of a housing benefit"  

  • an electronic application signed with a service recipient`s digital signature;
  • electronic copies of documents certifying a family`s income;
  • an electronic copy of statement of employment or certificate of registration as an unemployed;
  • an electronic copy of data on alimony for children and other dependents;
  • an electronic copy of bank account;
  • an electronic copy of statement on the amounts of monthly contributions for maintenance of a residential house (building);
  • an electronic copy of receipt for communal services;
  • an electronic copy of receipt for delivered telecommunications services or copy of contract for delivery of communication services;
  • an electronic copy of statement certifying the amount of loan fee for accommodation leased by a local representative body in a private housing fund.

            A housing benefit is transferred to accounts opened by recipients in second-tier banks.

How to get a housing benefit via CSC 

To get a notification on obtainment of housing benefit, one needs to visit a CSC branch https://egov.kz/cms/en/services/utility_sector/pass672_mir, submit an application and provide the following documents:

  • an application;
  • an ID document (original copy is provided for identification of a service recipient);
  • documents certifying a family`s income (except for data obtained from relevant state information systems);
  • statement of employment or certificate of registration as an unemployed (except for data obtained from relevant state information systems);
  • data on alimony for children and other dependents;
  • a bank account;
  • statement on the amounts of monthly contributions for maintenance of a residential house (building);
  • receipts for communal services;
  • receipt for delivered telecommunications services or copy of contract for delivery of communication services;
  • statement certifying the amount of loan fee for accommodation leased by a local representative body in a private housing fund.

Service delivery term

Public service delivery term is 8 (eight) working days. A housing benefit is transferred to accounts opened by recipients in second-tier banks.
