How to search for a job on one`s own  

There are several options for job search that can be used simultaneously:

  • via friends and acquaintances;
  • via websites for job search;
  • via advertisements and communities in social media;
  • via Employment Centers.

Searching for job via friends and acquaintances

When you already have a certain experience, skills and achievements then most certainly you have friends, acquaintances, current or former colleagues who can recommend you or at least provide information on availability of a relevant vacancy. A lot depends on solid recommendation during employment. 

Do not neglect the option even if you do not have experience, for instance, if you are a University graduate or even a student. If you comply with minimal requirements to a vacancy and also have a recommendation from acquaintances then chances of employment increase.     

Searching for job via recruiting websites

This is a standard option for job search. Popular recruiting websites are convenient, efficient and yield the results for both labour market parties, i.e. applicants and employers.    

Basic idea of such like websites is almost identical.  

  1. You need to register and fill in information about yourself which is then transferred into a readable CV for employers;
  2. Majority of HR managers publish vacancy announcements at recruiting websites and usually closely follow responses from applicants. You need to make it a habit to regularly monitor lists of vacancies, read them attentively and response to them using special tools available on a website or if possible, contact a recruiter directly.

Searching for job via advertisements and communities in social media

If you are active in social media, you can publish an advertisement and ask your followers to distribute it, so that it possibly can reach potential employers.  At the same time, note that the way you maintain your account and which content you publish will directly affect the first impression about you as a person and potential employee.  

Also, there are a variety of communities devoted to job search in social media, which can be divided by certain areas and regions. Recent vacancies from various companies as well as advertisements by applicants can be published there. Join the communities and regularly review them.  If you search for a job in a field-specific area then using the option you can find one.  

Visiting Employment Center

If the above options came to nothing, visit an Employment Center to register as a job-seeker. This can be done via an online service: 

Registration of job-seekers

Documents to be submitted at an Employment Center:

– Application.

– National ID.

– Employment record (if available).

– Education certificate (if available).

When being registered as a job-seeker, Employment Center employees will publish your CV on the State Labour Exchange website (enbek.kz) and in case of a relevant vacancy they will provide you with a referral.

In case if you won’t get a job or it doesn’t suit you due to objective reasons then an Employment Center employees will continue searching for other options for you. 

National Project on Entrepreneurship Development for 2021-2025

The national project provides for 10 tasks, 3 of which are aimed at promoting employment: creating conditions for opening and developing their own business, supporting entrepreneurs through the organization of subsidized jobs and developing skills to meet the needs of entrepreneurs. 
As part of the first task, master plans of districts have been formed, entrepreneurship training will be conducted under the Bastau Business project, as well as micro-loans and grants will be provided to young entrepreneurs and citizens from socially vulnerable groups of the population for the implementation of new business ideas.
 The implementation of the second task is carried out with the help of relevant tools designed to increase the motivation of employers through subsidies, and for young professionals – the opportunity to improve their skills, find their vocation or get temporary employment. 
Thus, thanks to the projects "Youth Practice", "First Workplace", "Contract of Generations", various support measures are provided for people under the age of 29 who do not have work experience in their specialty, have recently completed training, or do not have it at all. 
The Silver Age project is being implemented for people of pre-retirement age. 
Also, online training in popular skills is conducted on the skills.enbek platform.kz, where a pool of short-term online courses has been formed, taking into account the professions and skills in demand.

Social jobs

When distributing jobs, note that such jobs involve partial funding on the part of state for more than 12 months with respect to all the relevant deductions.   

Monthly amount of subsidies for salary of the Program participants hired to social jobs, inclusive of taxes, statutory social deductions and compensations for an unused annual leave without payments for ecological increments is 35% from    a fixed amount of salary but no more than a 20 MCI set by the law on the budget for a relevant financial year.

Youth apprenticeship

Youth apprenticeship is arranged for graduates of educational organizations so that they can get an initial experience in a chosen profession (speciality). Amount of salary for individuals sent to youth apprenticeship is 30 MCI per month, which is allocated from the republican budget.

Community service

Community service is arranged by Employment Centers to provide the unemployed with temporary employment.  The service does not require provisional   professional training and is funded within the funds of local budget and employers based on requests.   

The following categories have the right to participate in community service:

  1. unemployed;
  2. students and pupils of senior classes of comprehensive schools in the period of summer holidays;
  3. individuals without work due to downtime.

The First Workplace Project

In order to increase the competitiveness of young people in the labor market and provide them with the necessary labor skills and adaptation at the first workplace, employment centers organize the employment of unemployed youth at the first workplace.

The organization of employment under the "First Workplace" project is carried out for graduates (including university graduates) looking for work for the first time, job seekers, unemployed persons, regardless of registration in the employment center, from among young people not older than twenty-nine years, including the NEET category, who have no work experience.

Employment under the "First Workplace" project of graduates looking for work for the first time is carried out in accordance with the specialty (profession) specified in the diploma of vocational education or close to the profile of education.

According to the "First Workplace" project, the employer, on the basis of an agreement with the employment center, employs the participant for a permanent job for at least 24 months, while the employment center subsidizes the remuneration for 1 year of work.

The amount of the subsidy per month from the local budget is 30 MCI (including taxes, mandatory social contributions, compensation for unused work leave and banking services), excluding payments for environmental allowances.

The project "Contract of generations"

As part of the implementation of additional measures to promote employment for job seekers and unemployed persons, including graduates of educational organizations, employment centers, at the request of employers, organize the employment of participants with the subsequent replacement of an active employee who has reached retirement age.

According to the project "Contract of Generations", the employer, on the basis of an agreement with the employment center, employs a participant for a permanent job for at least 18 months, while the employment center subsidizes wages for 6 months of work. The amount of the subsidy per month from the local budget is 30 MCI (including taxes, mandatory social contributions, compensation for unused work leave and banking services), excluding payments for environmental allowances.

The Silver Age Project

The Silver Age project is organized at enterprises and organizations of all forms of ownership, while employers who regularly make tax and other social contributions, who do not have overdue wage arrears, and who have been operating for more than one year are allowed to participate.

Jobs under the Silver Age project are created outside of permanent jobs and vacancies for permanent jobs. Such jobs cannot be created in heavy work, work with harmful and (or) dangerous working conditions and in professions/occupations belonging to the 9th group of low-skilled workers according to the National Classification of Occupations.

The term of participation in the Silver Age project is no more than
For 12 months and during the period of participation, the employment center subsidizes part of the salary of a person of pre-retirement age at the expense of the budget.

The monthly amount of wage subsidies is 50% of the salary, but not more than 30 (thirty) MCI, including taxes, mandatory social contributions, compensation for unused work leave and banking services, excluding payments for environmental allowances.

After the completion of the participation period, the employer employs persons of pre-retirement age for a permanent workplace until retirement.

In case of refusal to accept a person of pre-retirement age for a permanent job, the employer reimburses to the budget the actual expenses of the state for the payment of the subsidized part of wages to the unemployed.

To participate in the above subsidized jobs, the following documents are required:

  • national ID and passport (certificate of birth for individuals under 16 years old);
  • residence permit or stateless person certificate for foreigners and stateless individuals residing on the territory of the Republic of Kazakhstan;
  • a copy of the work record (if available);
  • copies of the education document (certificate, certificate, diploma), as well as documents confirming the completion of training (certificate, certificate) if available;
  • a copy of the document confirming the availability of technical and professional, post-secondary, higher and postgraduate education (for MP);

In some cases you might be asked to submit a statement of no criminal record. It can be obtained online.

Issuance of statement of no criminal record

What should the disabled know?  

A disabled individual is a person having a health condition affecting body functions caused by diseases, traumas, their consequences, defects that lead to physical dysfunction and necessity for social protection.     

The employment field provides the disabled with the right to select a form of activity, including labour activities, and also the right for professional training and re-training, vocational rehabilitation and employment.

Pursuant to subclause 6) of Article 9 of the Law “On Public Employment”, local executive bodies ensure implementation of the state policy in the field of public employment by fixing up quota of vacancies for the disabled in the amount from 2% to 4% from the number of available jobs, excluding physically demanding jobs, harmful and hazardous jobs.

The quota is fixed by local executive bodies based on the following workforce:

  • from 50 to 100 people: in the amount of 2% from workforce;
  • from 101 to 250 people: in the amount of 3% from workforce;
  • over 251 people: in the amount of 4% from workforce.

However, a quota is not fixed for public associations of the disabled, and also for organizations where number of the disabled is over 20% based on average annual number of employees.

If localities do not have unemployed disabled individuals of working age, who do not have medical contraindications for labour activities then no quota is provided for organizations located in such localities.

The quota does not cover retirement age individuals.

Under the National Project on Entrepreneurship Development for 2021-2025, disabled individuals along with other vulnerable citizens have a priority right to undergo short-term training courses for high-demand specialities, qualifications in demand on the labor market, receive a grant free of charge for the implementation of business ideas in the amount of 400 monthly calculation indices, get a job on subsidized workplaces (social, public workplace, youth practice).

To participate in the National Project , one needs to visit an Employment Center at the place of residence. 

What you should know if you are dismissed or made redundant?

Pursuant to Article 131 of the Labour Code of RK, an employer makes compensatory payments in case of job loss in the amount of average salary per month when terminating an employment agreement at the initiative of employer due to liquidation; terminating an employment agreement at the initiative of employer due to downsizing; terminating an employment agreement at the initiative of employee due to failure of an employer to perform a labour agreement conditions.  

An employer makes compensatory payments in case of job loss in the amount of average salary for two months when terminating an employment agreement at the initiative of employer due to decline in volumes of production, works and services that entail deterioration of an employer`s economic status.  

According to Article 96 of the Labour Code of RK, an employee who hasn’t used paid annual labour leave or used only a part of it, get a compensatory payment for the unused days of paid annual labour leave which is calculated at a rate of average salary of an employee.  

Welfare benefits in case of job loss

Welfare benefit in case of job loss is assigned from the date when a statutory social insurance system participant applied to an Employment Center to be registered as unemployed.

To get a status of unemployed, you should first register as a job-seeker as described in step 1.

Then, within  one working day from the date of registration, an Employment Center assists you in finding a job. Upon expiry of ten calendar days from the date of registration as a job-seeker, an Employment Center forwards your documents to a local authority on the issues of employment for your registration as an unemployed.

If, after this period, the employment center has not selected a suitable job for you, or you have refused the job offered, then the specialist of the employment center within one working day sends electronically via AIS
"Labor Market" to the local employment authority a draft decision on registering you as unemployed.

After that, the first head of the local employment authority signs the decision on registration of the unemployed person by means of an electronic digital signature within one working day in the AIS "Labor Market". The specialist of the employment center issues a notice of registration as an unemployed person or a notice of refusal within two working days from the date of the decision by the local employment authority.

After completion of all the procedures, you can submit a request to an Employment Center for assignment of welfare benefit in case of job loss.

Required documents

  1. National ID.
  2. Excerpt from an employer`s act certifying termination of labour relations due to the following reasons: a company`s liquidation, downsizing, decline in volumes of production, works and services that entail deterioration of an employer`s economic status.
  3. Statement of registration as an unemployed.
  4. Bank account number.

You can submit a request for welfare benefit by visiting “Government for Citizens” Public Corporation or using an online service (if there is data available on registration as an unemployed).

Assignment of payments in case of social risks: job loss

The online service is available to individuals, excluding those who lost a job due to a company`s liquidation, downsizing, decline in volumes of production, works and services that entail deterioration of an employer`s economic status.

Payment amounts

Individually calculated sum at a rate of average salary for 2 years is divided into 24 months and a received amount is multiplied by a coefficient of 0.4.

A welfare benefit in case of job loss is assigned to a statutory social insurance system participant for whom social deductions were made:

  • for 1 month: in case, when social deductions were made from 6 to 12 months;
  • for 2 months: in case, when social deductions were made from 12 to 24 months;
  • for 3 months: in case, when social deductions were made from 24 to 36 months;
  • for 4 months: in case, when social deductions were made from 36 to 48 months;
  • for 5 months: in case, when social deductions were made from 48 to 60 months;
  • for 6 months:in case, when social deductions were made from 60 months or more.
