The procedure for admission to military/specialized educational institutions of national security bodies 

 The NSC Academy is recruiting for the following educational programs:

1. Under the higher education program (4 years of study), specialty – counterintelligence.
2. Higher education program with a shortened period of study (2 years of study), specialty – counterintelligence, organization and technology of information security.
3. Additional education program, retraining courses (period of study – not less than 6 months).

The educational institution also offers Master's and Doctoral programmes for current employees of the Committee.

The NSC Academy of the Republic of Kazakhstan or foreign educational organizations have the right to enroll in the Academy:

1. Citizens from the age of seventeen but not older than twenty-one years (not having completed military service) in the year of admission under higher education programs (4 years of study).             Since the age of twenty-four, citizens who have completed military service have been accepted. From the age of twenty-five, members of the armed forces or staff serving in special government bodies are admitted.
2. On educational programs of higher education with reduced term of training (term of training - 2 years) citizens of the Republic of Kazakhstan having higher education, until they reach the age of not less than twenty-two years in the year of receipt of age.
3. Citizens of the Republic of Kazakhstan, not younger than twenty-two years in the year of admission, having higher education, under the program of additional education (period of education - not less than 6 months).

Candidates for admission to the NSB universities before November 1 of the year preceding the year of admission shall submit an application to the NSC bodies at their place of residence or service in any form, indicating the language of testing and education.

  The application is accompanied by:

• Certificate of General Secondary Education with an appendix or a copy of the diploma of technical and vocational education or of post-secondary education with an appendix (copy).
• Higher education diploma (copy), diploma supplement (transcript) (copy).
• Identity card (copy).
• Birth certificate (copy).
• Six photos (without a hat, size 4.5 x 6 cm).
• Autobiography and questionnaire.
• Military certificate or military registration certificate (copy).
• Documents confirming the work activity (copy) for candidates with higher education.

The following requirements shall be established for the candidate being studied:

1. On higher education programmes (duration of training - 4 years):

• Secondary or post-secondary education.
• Candidate's average grade point for grades 10 to 11 should be at least 4 on the traditional grade scale.
• The necessary personal, moral qualities, state of health and physical development.

2. On higher education programs with a shortened period of study (study period - 2 years):

• Availability of higher education;
• The average candidate's grade point for higher education should be at least 2.67 (B-) according to a point and rating system of academic achievements (at least 4 grades according to the traditional scale of grades).

If the candidate has a narrowly focused specialization (including technical or medical profile), specialized knowledge (including knowledge of rare foreign languages), certain experience of practical activity in state bodies, Armed Forces, other armies and military formations of the Republic of Kazakhstan, law enforcement bodies in actual directions of operative and service activity, and if he has a degree, experience in science and/or technology, teaching or sporting achievement, it is allowed to reduce the average score on the received higher education to 1.0 (D-) according to the scoring and rating system of academic achievements (at least 3 points on the traditional scale of grades);

the necessary personal, moral and professional qualities, health status and physical development.

3. Additional education programs (period of study – not less than 6 months):

• Availability of higher education.
• The average candidate's grade point for higher education should be at least 2.67 (B-) according to a point and rating system of academic achievements (at least 4 grades according to the traditional scale of grades).

If the candidate has a narrowly focused specialization (including technical or medical profile), specialized knowledge (including knowledge of rare foreign languages), certain experience of practical activity in state bodies, Armed Forces, other armies and military formations of the Republic of Kazakhstan, law enforcement bodies in actual directions of operative and service activity, and if he has a degree, experience in science and/or technology, teaching or sporting achievement, it is allowed to reduce the average score on the received higher education to 1.0 (D-) according to the scoring and rating system of academic achievements (at least 3 points on the traditional scale of grades).

At least 6 months of practical experience.

The necessary personal, moral and professional qualities, health status and physical development.

Candidates for study must undergo a medical and psychophysiological examination by a military medical committee and a polygraph examination to determine their suitability for service. A special background check is also carried out on the candidate and his close relatives. 

The following persons cannot be enrolled in the study:

1. Recognized by the law of the Republic of Kazakhstan as incapable or limited in capacity, in accordance with the conclusion of the Military Medical Commission, having a disease that prevents the performance of official duties.
2. A person who refuses to accept the restrictions imposed by law on the employee's stay at work and the anti-corruption restrictions imposed by the Law of the Republic of Kazakhstan "On Combating Corruption".
3. Who, within three years prior to entering the service, was subject to disciplinary liability for the commission of a corruption offence, which was subject to an administrative penalty in court for an intentional offence, and to an administrative penalty in court for a corruption offence, and a conviction for a criminal offence for three years prior to entry into service, or who, within three years prior to taking up employment, is exempt from criminal liability for a criminal offence under article 35, paragraph 3), 4), 9), 10) and 12), or article 36 of the Code of Criminal Procedure.
4. Committed a corruption offence, dimissed from work (service) for committing a corruption offence, as well as dismissed for negative reasons from public service, from other special state bodies, law enforcement bodies, courts and justice bodies.
5. Who has not passed special verification and (or) knowingly reported false information about himself or his close relatives (parents, children, adoptive parents, adopted, full-blooded and half-blooded brothers and sisters, grandparents, grandchildren) or about the spouse and her (his) close relatives.
6. Close relatives (parents, children, adoptive parents, adopted, full-blooded and half-brothers and sisters, grandparents, grandchildren) of whom either his wife (husband) or her (his) close relatives have committed grave and especially grave crimes.
7. Failed psychophysiological or polygraph examination to determine suitability for service.

The body has the right not to explain to the candidate the established reason for refusal to hire a candidate.

If the candidate successfully passes a special check, he/she passes the first stage of the competitive selection at the place of study.

The second stage of the competitive selection process is held on the basis of the NSC Academy. Separate exam complexes are held for candidates of each educational program.

Criteria for assessing the physical fitness of candidates for NSC higher education institutions

      1. For those who enter the NSC Academy of higher education after graduating from secondary education

      2. For employees (servicemen) entering the NSC Academy on higher education programs

      3. For the persons entering NSC Academy on educational programs of higher education with the reduced term of training (term of training - 2 years)
