A permit is a document (one-time or seasonal) issued to an individual for visiting fixed hunting grounds and (or) fishing reservoirs and (or) sites for the purpose of obtaining objects of the animal world.

Subjects hunting and fishery have the right to withdrawal of objects of fauna within range of receipt of permission for the use of wildlife and other natural and legal persons - after obtaining the permit from the subjects of hunting and fishing farms or contract with them on the hunt.

Permits for conducting Amateur (sports) hunting for individuals on their oral and written application.

Individuals have the right to hunt, subject to obtaining a permit to use the animal world or a permit.

Hunting is prohibited:

1) without a hunter's certificate;

2) with firearms without permission of internal Affairs bodies for the right to store and use them;

3) with hunting birds of prey without their registration in accordance with the legislation of the Republic of Kazakhstan;

4) instruments of extraction, the use of which is not provided for by the rules of hunting;

5) for commercial purposes without a contract with a hunting entity;

6) in the reserve Fund of hunting grounds, unless otherwise established by the authorized body;

7) on the lands of localities, as well as adjacent territories at a distance that does not ensure the safety of hunting firearms in accordance with the rules of hunting;

8) on the lands of industry, transport, communications, defense without the permission of the authorized body;

9) on animals in distress and helplessness (fleeing from a storm, flood, fire, when crossing reservoirs, in ice, exhausted from lack of food, waterfowl holed up in sagebrush);

10) for Amateur (sports) purposes with the use of aircraft, cars, motor vehicles, snowmobiles, small vessels with the engine running, night vision devices, laser designators, lighting and sound devices;

11) in a state of alcoholic or narcotic intoxication or other type of intoxication;

12) on land occupied by agricultural crops until the end of harvest;

13) on specially protected natural territories, except for the territory where certain types of nature use are allowed in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

14) with the use of firearms on river beaver, otter, mink, muskrat;

15) with the destruction and damage of animal homes, except for the excavation of burrows for the rescue of hunting dogs;

16) with the destruction of the dam built by the river beaver;

17) with the use of pneumatic, throwing weapons (except for the use of bows and crossbows for research and preventive work related to immobilization and injection of objects of the animal world);

18) with the use of cartridges with bullets of armor-piercing, incendiary or explosive action with a displaced center of gravity;

19) with the use of self-made rifled insert barrels (inserts) in smoothbore hunting rifles);

20) with the burning of wastelands, surface vegetation, uprooting and destruction of other vegetation;

21) with the use of crossbows, squeezers, grapples, gags, undercuts; the device of traps, hunting pits; by setting large traps without noticeable identification marks for a person, tents, overhangs, hooks, spades, bird glue; Smoking, driving on smooth ice, crust, deep snow and viscous salt marshes, mown reeds; using traps for the production of brown bear, hoofed animals and birds; hunting with a cauldron, horseshoe;

22) with the use of nets; pouring out of burrows (except for catching animals for their introduction, reintroduction, hybridization or keeping in captivity in agreement with the Department of the authorized body);

23) with the use of explosive devices, pesticides and other chemical preparations, except for the use of pesticides and other chemical preparations in the extermination of field rodents, as well as in cases of epizootic rabies and other animal diseases;

24) in excess of the number of animals specified in the permit for the use of the animal world or the permit;

25) other types of animals that are not specified in the permission to use the animal world or the permit;

26) without a permit of the subject of hunting economy;

27) with the use of hunting birds of prey imported from other countries, on species of animals that are objects of hunting;

28) without decoy or stuffed animals during the spring hunting for a Drake of a duck;

29) unaccompanied by a gamekeeper or state inspector for the protection, reproduction and use of the animal world on ungulates and brown bear;

30) for Amateur (sports) purposes on a Groundhog with the use of rifled weapons with a caliber of five point six, millimeters for a side (ring) ignition cartridge;

31) in dormant areas and reproduction areas.

Permits for the use of animals (hereinafter-permits) are issued for the following types of special use of animals:

1) hunting;

2) fishing (commercial, Amateur (sports), research fishing, reclamation fishing, fishing for reproductive purposes);

3) use of animals for scientific, cultural and educational, educational, aesthetic purposes, as well as for the prevention of epizootics;

4) use of animal species for reproductive purposes.

3. Permits are issued in accordance with approved limits and within established withdrawal quotas, with the exception of:

1) scientific and research fishing in reservoirs where the state of the animal world has not been assessed before;

2) reclamation fishing carried out as an anti-marine measure.

4. For the purposes of these Rules, the authorized body in the field of protection, reproduction and use of wildlife is the Ministry of agriculture of the Republic of Kazakhstan (hereinafter – the authorized body).

The Department in the field of protection, reproduction and use of animals is the Committee of forestry and wildlife of the Ministry of agriculture of the Republic of Kazakhstan (hereinafter – the Department).

5. Permits, with the exception of research fishing in fisheries reservoirs located on the territory of two or more regions, are issued by local Executive bodies within the established limits and quotas for the removal of animals.

Permission for the purpose of scientific and research fishing in fisheries reservoirs located in two or more regions is issued by the Department.

6. To obtain permission for scientific research fishing must have the certificate of accreditation of the subject as a subject of scientific and (or) scientific-technical activities in the order defined by the government of the Republic of Kazakhstan from June 8, 2011 № 645 "On approval of Rules of accreditation of subjects scientific and (or) scientific-technical activities".

7. The application, depending on the type of use of the animal world, is submitted via the e-government web portal (hereinafter referred to as the portal) in electronic form.

8. The following documents are attached to the application:

1) an electronic copy of the payment document on payment for the use of the animal world, except in cases of payment via the payment gateway of the " electronic government»;

2) an electronic copy of the list of persons participating in the seizure of objects of the animal world, except for hunting, signed by the applicant.

9. Depending on the type of use of the animal world, in addition to the documents specified in paragraph 9 of these Rules, the following documents are additionally attached to the application:

1) on hunting (at the initial address):

if the removal of objects of the animal world is carried out with the participation of foreigners – an electronic copy of the contract of the subject of hunting with foreigners for the organization of hunting;

2) for research fishing:

an electronic copy of the research justification approved by the academic Council of the main scientific organization and the research program;

an electronic copy of the calculations justifying the estimated amount of withdrawal of objects of the animal world;

an electronic copy of the report on the results of using previously issued permissions (in the case of issued permissions);

3) fishing for reproductive purposes:

electronic copy of the biological justification approved by the scientific Council of the main scientific organization, except for cases of fishing for the purpose of fulfilling the state order for reproduction of fish resources;

4) the use of animals for scientific, cultural, educational, aesthetic purposes, as well as for the prevention of epizootics:

an electronic copy of the extract from the scientific and thematic plan approved by the scientific Council of the main scientific organization, and the program of research works, except for epizootic monitoring;

electronic copy of the annual work plan of the state veterinary organization authorized body in the field of veterinary medicine for epizootic monitoring of animal diseases in the Republic of Kazakhstan;

an electronic copy of the substantiating materials for the removal of objects of the animal world (biological justification with a positive conclusion of the state environmental expertise);

5) for the use of animal species for reproductive purposes:

an electronic copy of the substantiating materials for the removal of objects of the animal world (biological justification with a positive conclusion of the state environmental expertise).

9. Amateur (sports) fishing in the reserve Fund of fisheries reservoirs and (or) areas with the withdrawal of up to five kilograms per angler per departure is carried out without any permits.

10. Registration authority or the local Executive body is made on the portal within one working day (if application is made after 18.00 or on Saturday, the computation of time for the applicant to start on the next working day) of receipt.

11. The Agency or local Executive bodies consider the application and the documents attached to it within three working days from the date of receipt of the application and issue permits or send a reasoned refusal through the portal in electronic form.

The Department or local Executive bodies check the completeness of the submitted documents within two working days from the moment of receipt of the applicant's documents. If the fact of incompleteness of the submitted documents is established, the Agency or local Executive bodies shall send a reasoned refusal to further consider the application within the specified time period.
