Today, pursuant to the Social Code of the Republic of Kazakhstan, university graduates are provided with the below employment promotion measures.

Youth apprenticeship

To assist graduates in obtaining initial work experience in their profession (specialty), labor mobility centers (career centers) organize an employment promotion measure, which is youth apprenticeship for the period of up to 12 months.

According to the Decree of the Government of the Republic of Kazakhstan as of June 15, 2023 No. 476 "On approval of the list of subsidized jobs, requirements for persons employed in subsidized jobs, amount and terms of salary subsidizing", unemployed graduates who graduated from educational institutions within the last 5 years and no older than 35 years can participate in the youth apprenticeship.

Jobs for youth apprenticeship are created at enterprises and organizations of all forms of ownership. Thus, the jobs should correspond to a profession (specialty) received by a graduate in an educational organization.  

Monthly salary should amount to 30 monthly calculation indices, including taxes, mandatory pension contributions and other social contributions.

To participate in the youth apprenticeship, a graduate should apply to a career center at the place of residence with an application. Copies of the following documents are attached to an application:

  1. An ID document or an electronic document from the Digital Documents service (for identification).
  2. Employment record (if available).
  3. A document confirming availability of technical and professional/post-secondary/higher and postgraduate education.  

“First Workplace” project

With aim to increase the competitiveness of young people in the labor market and provide them with the necessary labor skills and adaptation at the first workplace, labor mobility centers (career centers) arrange employment of unemployed youth to their first workplaces.

Employment under the "First Workplace" project is provided to the unemployed, first-time job seekers from among young people under 35 years old who do not have work experience.

Jobs under the "First Workplace" project for graduates of educational institutions are created according to their profession (specialty) or related profession (specialty).

Under the "First Workplace" project, an employer hires a participant for a period of no more than 18 months based on an agreement with the labor mobility center.

The subsidy amount per month from the local budget is 30 monthly calculation indices (including taxes, mandatory social contributions, compensation for unused labour leave and banking services), excluding payments for environmental allowances.

To participate in the "First Workplace" project, a graduate should apply to a career center at the place of residence with an application. Copies of the following documents are attached to an application:

  1. An ID document or an electronic document from the Digital Documents service (for identification);
  2. Academic certificates (if available).

“Generation Contract" project

Under implementation of additional measures to promote employment for job seekers and unemployed persons, including graduates of educational organizations, labor mobility centers (career centers), at the request of employers, arrange employment for unemployed graduates of educational institutions in their profession (specialty) or related profession with subsequent replacement of a current employee who has reached retirement age.

Under the "Generation Contract" project, an employer hires a participant for a period of at least 6 months based on an agreement with the labor mobility center.

The subsidy amount per month from the local budget is 30 monthly calculation indices (including taxes, mandatory social contributions, compensation for unused labour leave and banking services), excluding payments for environmental allowances.

To participate in the "Generation Contract" project, a graduate should apply to a career center at the place of residence with an application. Copies of the following documents are attached to an application:

  1. An ID document or an electronic document from the Digital Documents service (for identification);
  2. Academic certificates (if available).

To participate in youth apprenticeship, "First Workplace" and "Generation Contract" projects, one can apply online via e-Government portal (www.egov .kz) and Electronic Labor Exchange (www.enbek.kz).
