On April 12, 15 years ago, started its operation as mechanism for interaction between government agencies and citizens in digital space. Today, about 12 million Kazakhstani citizens, and this is about 62 % of population, get online pubic services.

Ровно 15 лет назад, 12 апреля 2006 года начал свою работу как механизм взаимодействия органов госуправления с населением страны в цифровом пространстве. На сегодняшний день 62% населения, а это около 12 миллионов казахстанцев, пользуются электронными госуслугами.

Programming in secondary education


The creation of a digital society will require a renewal of the education system in accordance with international best practices. Emphasis will be placed on the development of creative and critical thinking, as well as on the use of modern educational technologies in the learning process


In accordance with the "Digital Kazakhstan" State Program approved by the Government of the Republic of Kazakhstan on December 12, 2017 No. 827, a target indicator was provided to increase the level of digital literacy of the population by 2022 to 83%


Digital literacy is a person's knowledge and ability to use information and communication technologies in everyday and professional activities. According to the Statistics Committee of the Ministry of National Economy of the Republic of Kazakhstan (statistical form H-020 "Household survey questionnaire on the use of information and communication technologies") the level of digital literacy in Kazakhstan is currently 79,6 % (Find out more)

Training within the framework of digital literacy improvement is carried out on the basis of the National Institute for Development in the field of information and communication technologies (Find out more)

Public services automation

services are delivered by Ministry of Education and Science of the RoK

  • Creating national platform of open education
  • Within the implementation of “Provision of broadband access to the Internet in rural localities via fiber-optic communication line” project by public-private partnership, in 2019 it is planned to provide broadband access to 741 schools (by 2020 to 540 schools)
  • Launching e-Diploma service (establishing database of diplomas (NED) and creating web-resource to check diplomas online based on block chain)
  • Launching Online Enrollment service. Automation of public services will enable to perform online enrollment of children to educational organizations on all levels
  • Launching OPEN SCHOOL service to create online maps of all educational organizations with provision of information on availability of place in them as well as on material and technical facilities and so on
  • Establishing a new form of education (distance learning) in higher educational establishments through application of information technologies
  • Performance review. Further training of teachers/professors via webinars and distance learning
  • Implementing programming lessons in primary grades
  • Updating “Computer Science” subject in schools
  • Integrating ICT into humanities in universities
