National Information Technologies JSC conducted monitoring of central government agencies` and local executive bodies` Internet resources efficiency in 2015.
The research goal was as follows: evaluation of the current level of websites’ efficiency and accessibility of the required information to citizens, as well as preparation of recommendations on the resources` development.
Specialists assessed web resources of 12 central government agencies, 36 committees under central government agencies and 16 local executive bodies in regions and Astana and Almaty cities. In accordance with assessment method for information technologies application efficiency approved with Order by Acting Minister for Investments and Development of the Republic of Kazakhstan No.135 as of February 18, 2015, the web resources are to be assessed under basic criteria whose general weight value makes 25 points.
According to the monitoring results, the web resources of Ministry for Investment and Development of the Republic of Kazakhstan and Ministry for Energy of the Republic of Kazakhstan are leading among central government agencies. Among their benefits are user-friendliness and functional navigation system which attracts users` attention to the most important sections and enables easy orientation in a large volume of information materials. The second position goes to Internet resource of the National Bank of the Republic of Kazakhstan and the third one - to Ministry for Culture and Sports of the Republic of Kazakhstan.
Among local executive bodies, the web resource of South Kazakhstan Akimat was recognized as the best. The website has clear structure of menu sections, good content and up-to-date information. The second position is given to the web resource of Karaganda region Akimat and the third one - to website of Almaty city.
Basic recommendations were made for majority of the assessed resources by the end of the monitoring. Thus, there is necessity for publication of up-to-date data, arrangement of data on structure, provision of complete contact details etc.
