Four services to be provided by Ministry of Education and Science have become available on Kazakhstan’s e-Government portal. From now on, Kazakhstanis will be able to obtain through eGov the confirmation of status of holder of international “Bolashak” scholarship, get permission for external studies in general secondary education schools, get registered for adoption of a child, and pass a child to foster care.
The service of issuing confirmation of status of holder of international “Bolashak” scholarship is provided for free. Previously, such confirmations were issued by “International Programs Center” JSC. To obtain the confirmation, an applicant had to apply there presenting his/her ID card, filling out the application form, and the confirmation was being prepared for 4 days. When applying to the portal, he/she only has to indicate the venue for confirmation delivery, and within 1 day an electronic confirmation is sent to user’s personal cabinet.
To obtain the permission for external studies in general secondary education school, the applicant shall submit application to local executive agency for external studies; the opinion of medical consultation commission, certificate of parents’ or their substituting persons’ temporary residence abroad; a document confirming the training abroad; copies of student’s progress reports for the latest class, and a copy of birth certificate. The service is provided for free within 15 working days.
Also, the possibility has appeared on the portal to register the persons wishing to adopt children. Previously, to obtain such service, an applicant submitted a copy of ID document, a written consent from close relatives for adoption of a child, statement of the size of total income, statement of marital status, statement of health status, statement of no diseases, statement of no criminal record, a document of title to housing or of the right to use the housing. To obtain such service on the portal, a user shall fill out an e-form in which the data received from multiple governmental databases is used. Agreeing upon with the spouse is performed via personal cabinet on the portal. To application form, the electronic copies of statements of the size of total income and of health status and close relatives’ consent for adoption of a child are attached to the application form. The service result is the conclusion on citizens’ capability/incapability to be prospective adoptive parents.
To use the service of passing a child to foster care, an applicant shall fill out the application form stating the wish to be a foster carer and attach copies of statements of health status and of education background. Agreeing upon with the spouse is performed via personal cabinet on the portal. Following the service delivery, the agreement of passing a child to foster care or the substantiated refusal will be sent to user’s personal cabinet.
More and more services are becoming available in the “Citizens” section’s subsections: “Family” or “Education”. To obtain those new services, one needs to be registered on the portal and to have digital signature.
