At the 14th International Conference of International Social Security Association (ISSA) held in Astana in the period September 2 to 4, Kazakhstan’s e-Government projects are exhibited. The development thereof was told about by Vice Minister of Investments and Development Saken Sarsenov in his speech.
S.Sarsenov mentioned that the basic objective is currently the implementation of the idea of customer-centered and proactive government which idea was pronounced by Head of State Nursultan Nazarbayev. Thus, the proactive government’s main principle is the service package delivery to a citizen without request: for instance, registration of child birth, assignment of childcare allowance and putting in the waiting list for kindergarten will be performed automatically.
Another important stage in developing the e-services infrastructure is the creation of Mobile Government. Currently, the mobile app is available for iOS and Android platforms on smartphones and tablets, with 50 e-services possible to be obtained through it. And before the year end, about 20 services will be launched, among them social ones. In the nearest future, according to Vice Minister, digital signature on SIM cards will be available to citizens, which would make the public services obtainment procedure still easier.
“Taking into account international best practices and the existing domestic experience in developing Citizen Service Centers and e-Government, the work on creation of “Government to Citizens” National Corporation is in progress, which would enable increasing the number of single-window public services from 191 that are already provided in CSCs, to 522”, S.Sarsenov added.
