Over 36 million e-services via e-government infrastructure were delivered in Kazakhstan in 2015. A statement of residence is the most popular service among Kazakhstani citizens; these statements were issued for more than 19 million times since January 1st. Other popular services are abstract on pension accruals and abstract on title for real estate, each abstract was obtained for more than 3.2 times. Besides, more than 3 million abstracts on real estate absence/availability were issued, including 1.8 million of police clearance certificates. In total, more than 117 million e-services were delivered to citizens since e-Gov portal launch.
Over 450 thousand licensing documents and 24 thousand licenses were issued during the year via e-licensing portal. The most frequently issued documents are certificates of specialist with assignment/without assignment of category - over 74 thousand copies, licenses for devices operation with the use of radio-frequency spectrum – over 62 thousand copies, approval of land use designs – over 41 thousand copies.
“In 2015, citizens actively used online-payment capacities. Thus, payments for KZT 10 billion were made via e-Gov payment gateway. This indicator threefold higher than the last year one as in 2014 payments amounted to KZT 3 billion” Saken Sarssenov, Vice-Minister for Investment and Development, told.
Most payments this year were made for traffic fines – over KZT 7.4 billion. Almost KZT 700 million was paid by citizens online for national duties and over KZT 400 million for taxes.
“Pay in one click” service was launched in 2015 on e-Gov portal and mobile app, which provides an opportunity to make payments to the budget without re-entry of payment card data.
E-Gov mobile app was downloaded more than 230 thousand times. Over 1.5 million services were delivered via the app since its launch. The most popular mobile public services are review of technical inspection terms, number in the waiting-list for kindergarten and waiting-list for property from national housing fund.
As part of m-Gov development, 22 new services, including SMS and USSD-services were introduced. Since September, mobile digital signatures (DS) recorded on SIM-cards are issued. At the moment, the service is available for Altel JSC recipients in Astana, Almaty, Karaganda, Pavlodar and Petropavlovsk but in accordance with technical readiness of the service, it will be available for other mobile operators and regions.
Also, according to Saken Sarssenov, 20 new services will soon be available on e-Gov portal among which there will be provision of loan guarantees for entities of private entrepreneurship as part of “Business road map 2020” single program for business support and development, admission of applications and documents from citizens of I and III groups for obtainment of property as part of Regions development plan until 2020, registration of citizens willing to adopt children, assignment of social benefits in cases of social risks, provision of dormitory to universities` students and a variety of other socially important services.
Personal cabinet is created for legal entities, which will provide data on a legal entity, on availability of branches, on participation in other legal entities and data on absence/availability of property. New data and notifications will also be available for individuals` personal cabinet.
“Citizen`s assistant” will also be launched on e-Gov, which will anticipate citizens` needs in different life situations and will offer various services and relevant information.
Besides, an active development of Open Government in Kazakhstan is expected and will include the following components: “Open budget” and “Open Dialog”. Also, further publication of new datasets on “Open Data” portal will take place whereas “Open Legal Acts” will have draft legal acts for public discussions.
