It became possible due to implementation of a new service on eGov.kz Portal – “Data acknowledgment by third parties”. Service is implemented in pilot mode inJilstroysberbank Kazakhstan.
Applying for crediting, Jilstroysberbank clients may not submit certificate of residence, abstracts on absence/ availability and on recorded entitlements or encrumbrances on immovable property and also, data on marriage/ divorce. The bank can obtain all these data by itself, if a client agrees.
Ways of acknowledgment vary. It is intended that request acknowledgement should be done via one-time password. If a client is registered in personal cabinet of eGov.kz Portal. In this case, a client can grant permission or refuse to provide data in his/her personal cabinet. One more way is SMS-acknowledgment. A client will receive message, telling that a bank wants to receive certain data and a client can answer “yes” or “no”. Such messages will be sent via m-Gov SMS-gateway. Price for one SMS-message is KZT 7.
According to Ruslan Yensebayev, Chairman of the Board in National Information Technologies JSC, the service implementation became possible due to integration with national databases. This work was done together with Communication, Informatization and Information Committee of the Ministry for Investment and Development of the Republic of Kazakhstan, Ministry for Justice of the Republic of Kazakhstan and Ministry for Internal Affairs of the Republic of Kazakhstan. “I would also like to emphasize the work done by Migration Policy Department of the Ministry for Internal Affairs of the Republic of Kazakhstan and Registry Service and Organization of Legal Services Department of Ministry for Justice of the Republic of Kazakhstan. Due to such integration, there is no need for citizens to get certificates of residence or abstracts on property via e-Gov Portal or Citizen Service Centers. All these data, together with data on civil status and IIN will be available to a bank, if a client agrees” told Yensebayev.
In his turn, Aybatir Jumagulov, the Chairman of the Bord in Jilstroysberbank Kazakhstan JSC told: “Such like bank integration with national databases allows decreasing time on documents submission and also, decrease a chance of mistakes that can be done by bank officers during clients’ personal data input to bank`s system”.
