Presentation of the new e-service of the registration of the movable property pledge for Kazakhstani banks was held in Almaty. In the meeting participated representatives from the second tier banks and of the developer company.
The service is demanded among businessmen and ordinary citizens. For example if a person wants to procure a loan he needs to present the bank pledge (fixed assets, not subjected to registration: construction materials, shifting stock, equipment, etc). In case of positive decision about the loan granting a client needs to present the agreement to the authorized agency for registration.
Meanwhile automated process of this service obtainment excludes the necessity to visit the Real estate center for registration.
The procedure is significantly simplified: pledger needs only to visit the bank and with the help of operator submit online application, attaching scanned copy and payment receipt. Then pledge agreement is also executed online and after signature it will be sent to the Real estate centers. Applicant will only need to take to the bank his ID card and digital signature.
Applicant accepts electronic certificate of movable property pledge registration during one day. The document is saved in the personal account of the “electronic government” www.egov.kz user and he may print it out if necessary.
Today the service is available in Asia Credit Bank. This became possible owing to the integration of the gateway of electronic government with electronic system of the bank.
Active interaction of egov.kz with the second tier banks today has two directions: during the payment for online services and confirmation of personal accounts of applicants. After making amends in enactments of RK owing to the use of e-government services a considerable number of banking services will be also optimized.
Participants of the presentation were acquainted with the advantages of service obtainment online. After this event the advancement of the service in all the banks. Automation of the process and simplification of the procedures pave the way for the lessening of red tape issues and rising decision making efficiency excluding fraud from the clients of the bank.
Electronic government web-portal www.egov.kz provides 220 state and 20 commercial services. Over 30% of them are paid online and offline. All PSCs in Kazakhstan are equipped with the card readers for payment by payment cards so that they can pay for the service just right there. Starting from the launch of the payment gateway of the e-government there were done over 40 million online transactions for the sum over 504 million and 339 million out of them are paid in 2013.
