State targeted social assistance is a monetary payment provided to a person or family having a monthly per capita income below the poverty threshold established in regions, cities of republican significance, and the capital, in accordance with Clause 4 of Article 120 of the Code in the form of unconditional or conditional monetary assistance.

Types of targeted social assistance

Depending on the social status of a family or an individual, assistance is divided into two types: unconditional and conditional.

Unconditional monetary assistance is a type of targeted social assistance provided in the form of monthly cash payments to low–income individuals (families) with limited opportunities to participate in employment promotion measures.

Conditional monetary assistance is a type of targeted social assistance provided in the form of monthly cash payments to lonesome and (or) low–income able-bodied persons living alone, as well as low-income families with an able-bodied member(s), including individuals who are payers of a single bundled payment, provided that they participate in measures to promote employment and (or), if necessary, social adaptation.

Unconditional monetary assistance is provided to:

1) Lonesome or low-income individuals living alone with limited opportunities to participate in employment promotion measures due to:

  • reaching retirement age;
  • disability of the first or second group;
  • disease because of which a temporary incapacity period of more than two months can be established.

2) Low-income families having no able-bodied members or the only able-bodied member who takes care of:

  • a child under the age of three;
  • a disabled child;
  • a person with a disability of the first or second group;
  • an elderly;
  • person in need of care and assistance.

Unconditional monetary assistance is assigned for a quarter from the month of application submission and is paid monthly. 

Conditional monetary assistance is provided to lonesome or low-income able-bodied persons living alone, as well as low-income families with an able-bodied member, including individuals-payers of a single bundled payment.

Certain benefits are provided to able-bodied members, such as help with finding a job, getting an education or setting up a business. Conditional monetary assistance is assigned for a quarter from the month of application submission and is paid monthly.

An additional payment in the amount of 1.5 monthly calculation index for each child aged from one to six years inclusive is paid on a monthly basis to the assigned amount under the TSA. Its amount in 2024 is KZT 5.538 (3,692* 1.5 MCI).

Who gets the targeted social assistance?

Targeted social assistance in the RK can be obtained by categories of persons with an average per capita income not exceeding the poverty line:

  • citizens of the Republic of Kazakhstan;
  • kandas;
  • refugees;
  • foreigners;
  • stateless persons permanently residing in the Republic of Kazakhstan with a per capita income not exceeding the poverty threshold.

Per capita income is the percentage of total family monthly income per family member.

Poverty threshold is the minimum amount of income per person which is set at 70% from the subsistence minimum.

In turn, the subsistence minimum is calculated by the agencies of the National Statistics Bureau of the Republic of Kazakhstan on a quarterly basis for each region separately.

Who is not entitled for targeted social assistance?

Pursuant to the Social Code of the Republic of Kazakhstan as of April 20, 2023 No. 224-VII, the following categories are not entitled to get targeted social assistance:

  • families whose per capita income exceeds poverty threshold established in regions, cities of republican significance, the capital;
  • if an applicant refused to undergo the financial situation examination by a district commission;
  • statement of district commission on the absence of need issued based on the results of financial situation examination of a person (family);
  • refusal of an able–bodied family member, except for persons specified in Clause 4 of Article 122 of the Code, to participate in employment promotion measures (within six months from the date of refusal);
  • termination of a previously concluded social contract and (or) non–fulfillment of obligations provided for in the social contract due to a recipient's fault (within six months preceding the repeated application for assignment of targeted social assistance);
  • provision of deliberately false information and (or) unreliable documents for assignment of targeted social assistance (within six months from the date of application submission).

Amount of targeted social assistance

The amount of targeted social assistance is calculated as the difference between the per capita income of a family and the amount of poverty threshold established in regions, cities of republican significance and the capital.

Per capita income is the percentage of total family monthly income per family member.

The poverty threshold is set at 70% from the regional subsistence minimum.

All types of income obtained in the Republic of Kazakhstan and outside the country are considered when calculating a joint income of a family for calculation period, including:

  • income obtained as salaries, welfare payments;
  • income in the form of alimony for children and individuals indicated in the Code of the Republic of Kazakhstan as of December 26, 2011 “On Marriage (Matrimony) and Family”;
  • income from private subsidiary farm (homestead property, including livestock and poultry management, gardening and horticulture);
  • income from entrepreneurial activities;
  • income from lease and sell of immovable property and vehicles;
  • income from securities;
  • income obtained as a gift or resulted from inheritance of immovable property, vehicles and other property;
  • income from utilization of loan (micro loan);
  • income in the form of gratuitously received money;
  • income in the form of remuneration for cash deposits; - income in the form of money transfers;
  • income in the form of winnings in physical and (or) in monetary terms received at contests, competitions (olympiads), festivals, lotteries, giveaways, including deposits and debt securities;
  • monthly state allowance for large families with 4 or more children;
  • income received from participation in active employment promotion measures, except for a one-time relocation payment (for each family member) to participants in voluntary resettlement under the Rules for voluntary resettlement of individuals to increase labour mobility;
  • income received from renting out real estate or vehicles is confirmed by providing a copy of property lease agreement;
  • income received from the sale of immovable and (or) movable property specified by a person (family) is confirmed by a copy of purchase and sale agreement.

What is the procedure for per capita income calculation?

The total income of a person (family) applying for targeted social assistance is determined based on a submitted application and (or) information obtained from the Digital Family Card and (or) from organizations.

Local executive bodies of a district (city of regional significance), taking into account the peculiarities of a region, have the right to determine the livestock, poultry and land (land share) as not income-generating.

The Rules for calculation of total income of a person (family) applying for targeted social assistance are developed and approved by the authorized government agency.

The total income of a family includes all types of income, except housing/targeted social assistance, as well as state support measures under participation in active employment promotion measures received in physical or in monetary terms over a specified period of time. Local administrations (akimats), taking into account the peculiarities of a region, have the right to determine the livestock, poultry and land plot as not income-generating.

The per capita income is calculated by dividing the total income received in the quarter preceding the quarter of applying for targeted social assistance by the number of family members and by three months.
