What one should know about lockdown during coronavirus Printable version

Coronaviruses is a vast set of viruses distributed both among animals and people.  

Coronavirus 2019 (COVID-19) is a virus that sparked an outbreak of new coronaviral pneumonia and was first detected in Wuhan, China. The coronavirus is not tolerant to an external environment, dies at the temperature of 56 C and higher as well as not tolerant to disinfectants and alcohol-containing substances.        

Incubation period (from the moment of contagion until detection of disease signs) is 2 to 14 days, more often it is 2 to 7 days.

When detecting the symptoms of acute respiratory infection or suspecting a new coronavirus pneumonia, one need to visit a medical organization, while in case of an acute form it is required to call for an ambulance and while waiting for it one should exercise preventive measures (restrict contact with people, observe cough etiquette, wear a face mask and do not perform self-treatment).    

In the material we will tell about the recommendations by Ministry of Healthcare that were developed to prevent a possible contamination and curb distribution of the coronavirus on the territory of the Republic of Kazakhstan.    

Activities in respect of individuals staying on the territory of the RoK

Anti-epidemic activities are carried out in respect of individuals arriving to the Republic of Kazakhstan, and also individuals arriving from EEU countries and Republic of Uzbekistan through checkpoints on the national border of the Republic of Kazakhstan on railway transport and highways.The individuals will be placed for isolation to quarantine in-patient facilities for the purpose of laboratory examination for COVID-19 up to 2 days (except government delegations of the Republic of Kazakhstan; members of official delegations from foreign countries and international organizations that visit the Republic of Kazakhstan at the invitation of Ministry of Foreign Affairs of the Republic of Kazakhstan; employees of diplomatic missions, consular organizations and representative offices of international organizations accredited in the Republic of Kazakhstan and members of their families; crews of air companies and members of engine crews).

Those individuals arriving by foreign flights, who provide a certificate on COVID-19 examination with a negative result of laboratoryexamination based on PCR method issued no later than 5 days from the date of crossing the national border of the Republic of Kazakhstan are to be isolated at home (domestic lockdown) for 14 days. In case if there are no conditions for domestic isolation, it is recommended to isolate in a quarantine in-patient facility. However, the individuals won`t be able to isolate in a quarantine in-patient facility within 2 days due to undergoing laboratory examinations for   COVID-19.

When obtaining the results of the laboratory examination for COVID-19, individuals with positive results are sent to a quarantine in-patient facility, while those with negative COVID-19 results are isolated at home (domestic lockdown) for 12 days.  In case if there are no conditions for isolation at home than isolation is recommended in places assigned by local executive bodies.  

Employees of diplomatic missions, consular organizations and representative offices of international organizations accredited in the Republic of Kazakhstan and members of their families arriving to the Republic of Kazakhstan are subject to a laboratory examination for COVID-19 and isolation at home (domestic lockdown) for 14 days.

Crews of air companies and members of engine crews are subject to medical supervision at the place of residence (stay) via calls (video calls if possible).    

Individuals arriving from EEU countries and Republic of Uzbekistan through checkpoints on the national border of the Republic of Kazakhstan on railway transport and highways are subject to laboratory examination for COVID-19 and isolation at home (domestic lockdown) for 12 days.

Individuals related to transportation activities on railway, marine transport and drivers carrying out international transportation of freights, and also transit drivers are subject to laboratory examination for COVID-19 at the places of border crossing.

Individuals working on a rotational basis and demobilized from “TengizShevroil” LLP entities   at the place of arrival are subject to isolation at a quarantine in-patient facility to undergo laboratory examinations for COVID-19 within 2 days and afterwards, individuals with positive results are sent to a quarantine in-patient facility,  while those with negative COVID-19 results are isolated at home (domestic lockdown) for 12 days. In case if there are no conditions for isolation at home than isolation is recommended in places assigned by local executive bodies. 

Chief medical officer of a relevant territory has a right to decide on isolation of passengers arriving from foreign countries with regard to an epidemiological situation in region and the world.     

Requirements to living conditions for domestic lockdown

Lockdown at home is possible upon observance of the following requirements/conditions:

  1. Separate flat (separate room with lavatory), where those who were exposed to the virus can be isolated from neighbours (other family members). 
  2. Those who were exposed to the virus and other members of family/household should have access to individual protection means (face masks, gloves) and be able to observe the preventive measures (regularly wash hands with soap, perform wet cleaning, ventilate rooms). 
  3. There are no people in the household, who are subject to complications after COVID-19 (people older than 65, children up to 5 years old, pregnant women, people with compromised immune systems or those who have chronic diseases of heart, lungs or kidneys).
  4. There is access available to a landline phone or mobile communication.
  5. Availability of signed acknowledgment of mandatory observance of domestic lockdown conditions.  
  6. If agree to undertake the liabilities, an individual should sign an acknowledgment. 

If the stated requirements cannot be met, a lockdown is carried out in an in-patient facility.

How a person should behave when staying at a domestic lockdown

  • Do not leave home.
  • Stay in a separate closed room with good ventilation. Leave a room for the required procedures only and for a short period of time. Moreover, when leaving a room, mouth and nose should be hidden by a mask.   
  • Cover your mouth and nose when sneezing and coughing, also it is recommended to use disposable tissues or use your bended elbow to prevent the virus distribution. Afterwards, wash your hands using water and soap or disinfect them using an alcohol-based antiseptic. 
  • Wash hands using water and soap or disinfect them using an alcohol-based antiseptic before and after cooking, before meal and after visiting a lavatory. In case if there is a visible dirt on the hands than washing of hands using water and soap is more preferable than use of antiseptic. It is recommended to use disposable tissues to wipe the hands.   
  • If possible, use a separate lavatory.
  • In case of rise in temperature or respiratory symptoms or any other medical problem, calls to the coronavirus call center or ambulance, notify on the lockdown and provide the reason for calling.   

Instruction for members of household under lockdown

It is recommended to decrease the number of household members who can visit a quarantine room and preference should be given to 1 healthy person not suffering from chronic diseases.

  • Exclude visits of other individuals.
  • All household members should wash hands regularly.
  • When entering a quarantine room it is required to wear a face mask covering mouth and nose. If a face mask became damp or dirty, it should be immediately replaced by a new face mask.    When taking a mask off, one should use a relevant technique, i.e. do not touch the front part.  
  • Use disposable gloves during any contact with an isolated person as well as surfaces, cloths, bed linen and utensils located in a quarantine room. 
  • Clean and disinfect surfaces in a room of an isolated person on a daily basis. 
  • All dirty clothes of an isolated person should be kept in a separate bag in his/her room until the moment of washing. Washing should be done with standard detergents. 
  • Refrain from shared use of items with an isolated person.

Instruction for all family members during lockdown:

  • Measure temperature no less than twice a day for everyone.
  • Ventilate rooms no less than twice a day.
  • Perform wet cleaning on a daily basis.
  • Regularly wash hands using soap and use alcohol-based antiseptic. It is recommended to use disposable tissues to wipe hands.
  • Each family member should use separate utensils and personal hygiene means.
  • Exclude visits of other individuals.
  • Cover your mouth and nose when sneezing and coughing, also it is recommended to use disposable tissues or use your bended elbow to prevent the virus distribution. Afterwards, wash your hands using water and soap or disinfect them using an alcohol-based antiseptic.
  • In case if any family/household member has a rise in temperature or ailment symptoms, call to the coronavirus call center or ambulance, notify on the lockdown and provide the reason for calling.
