The third direction of the State Program provides for the implementation of the following tasks:
- assistance in providing employment;
- increasing the mobility of labor resources;
- development of a unified digital platform for employment.
Under this direction the State program participants are provided with the following options:
- employment to the vacancies existing in the database;
- temporary jobs employment;
- voluntary resettlement.
CREATING SOCIAL JOBS
A social workplace is created by the employer upon agreement with the employment center for employment of the unemployed with subsidy of their wages.
The social jobs are organized at the enterprises and organizations of all forms of ownership, as well as at home, while the following are admitted to participate: the employers who regularly make tax and other social contributions, who have no overdue wage arrears and who have been functioning for more than one year.
Work at the social jobs is of temporary nature. The duration of the citizens' participation in the social jobs is no more than twelve months.
To participate in the social jobs, the unemployed submit an application to the employment centers, with the following documents attached:
1) a copy of the identity document;
2) a copy of the work record book (if any);
3) a copy of the education certificate (if any).
ORGANIZATION OF YOUTH PRACTICE
The youth practical training is designed specifically for the unemployed, from among the graduates of educational organizations implementing educational programs of technical and professional, post-secondary, higher and postgraduate education on the trade (specialty), who completed their studies within the previous three years, and they are not older than twenty-nine years.
The youth practical training is of temporary nature. The duration of the youth practical training is for no more than six months.
To participate in the youth practical training, the unemployed submit an application to the employment centers with the following documents:
1) a copy of the identity document;
2) a copy of the work record book (if any);
3) a copy of a document confirming the technical and professional, post-secondary, higher and postgraduate education.
ORGANIZATION OF PUBLIC WORKS
Public works are organized by the employment centers to provide the unemployed with temporary employment. Public works do not require preliminary occupational training of the employee and have a socially useful orientation.
The following persons have the right to participate in the public works:
1) the unemployed;
2) students and higher grade students of general education schools in their free time, at the job places that do not harm the health and do not interfere with the learning process;
3) persons who are not provided with the work due to the downtime.
Persons wishing to participate in the public works submit an application with the following documents attached:
- work record book (if any);
- education documents (secondary school certificate, vocational training certificate, diploma), documents confirming the completion of training (certificate), if any.
A student or high school student from the age of sixteen to eighteen, who wishes to participate in the public works, must attach to the application:
A written consent of one of the parents or legal representatives;
A written consent of the educational institution to participate in the public works except for the study process.
EMPLOYMENT TO THE FIRST WORKPLACE ("FIRST WORKPLACE"PROJECT)
As part of the implementation of additional measures to promote employment in accordance with the Law, in order to increase the competitiveness of young people in the labor market and provide them with the required labor skills and adaptation at the first workplace, the employment centers organize the employment of the participants of the State program to the first workplace (the "First workplace" project).
The organization of employment under the project "First work place" is carried out for graduates looking for work for the first time, job seekers, unemployed persons, regardless of registration at the employment center, from among young people not older than twenty-nine years old, including the NEET category, having no work experience.
According to the project "First workplace" an employer on the basis of the contract with the employment center employs a participant of the program "Yenbek" for a permanent job for at least twenty-four months, the employment center subsidizes wages for the first year of work.
For employment to the first job, the applicants submit an application to the employment centers, with the following documents attached:
1) a copy of the identity document;
2) a copy of the work record book (if any);
3) a copy of the education certificate (if any).
EMPLOYMENT WITH THE FOLLOWING REPLACEMENT OF THE EXISTING EMPLOYEE WHO HAS REACHED THE RETIREMENT AGE ("CONTRACT OF GENERATIONS" PROJECT)
As part of the implementation of additional measures to promote employment in accordance with the Law for job seekers and unemployed persons, regardless of their registration at the employment center, at the request of employers, the employment centers organize the employment of participants in the State program with the subsequent replacement of the existing employee who has reached the retirement age ("Contract of Generations " project).
According to the project "Contract of generations" the employer under an employment contract with the Center employs a participant of the program " Yenbek " for a permanent job for a period of at least eighteen months, and the employment center subsidizes the wages for the six months of work.
For employment under the "Contract of Generations" project, the applicants submit an application to the employment centers with the following documents attached:
1) a copy of the identity document;
2) a copy of the work record book (if any);
3) a copy of the education certificate (if any).
INCREASING THE MOBILITY OF LABOR RESOURCES
Voluntary resettlement of the state program participants is carried out:
1) from labor resource surplus regions (departure regions) to the labor-resource deficit regions (resettlement regions);
2) within the same region - from rural areas with low economic potential to the cities of regional (district) significance, with the possibility of allocating housing from the state housing fund and the employment to a permanent job.
The government has identified 6 regions for receiving internally resettlement persons (Akmola, East Kazakhstan, Karaganda, Kostanay , Pavlodar, North Kazakhstan regions) and 8 departure regions (Turkestan, Zhambyl, Almaty, Kyzylorda, Mangistau regions, the cities of Almaty, Shymkent and Astana ).
The state program participants for voluntary relocation to a new place of residence shall be the citizens of the Republic of Kazakhstan, repatriates and their family members.
The state support for the state program members includes a provision of subsidies:
- For relocation (25 MCI - for resettled people within one region or 35 MCI - for resettled people to the resettlement regions);
- cost reimbursement of housing rent and utilities payment monthly for 12 months (15-20 MCI - for those who moved to the rural areas or 20-30 MCI - for those who moved to the urban areas).
Persons wishing to participate in the State Program, who plan their resettlement from the departure regions, apply to the employment centers at their place of residence.
The required documents for participation in the State Program:
- application for participation;
- a copy of the identity document of the citizen of the Republic of Kazakhstan, identity document of the repatriated Kazakh;
- information on the composition of the applicant's family in the form approved by order of the Minister of Health and Social Development of the Republic of Kazakhstan dated May 5, 2015 No. 319;
- a copy of the work record book (if any) or a certificate from the place of work;
- for repatriated Kazakh, a copy of the commission's decision on the inclusion (consent) or rejection to the regional quota for receiving repatriated Kazakhs and the decision of the authorized body in the forms approved by order of the Acting Minister of Health and Social Development of the Republic of Kazakhstan dated January 15, 2016 No. 20.
