In the modern world, where the number of products on the market is growing every year, the demand for information about them is changing at the same time. Their consumers want to know what this or that product made of, its composition, whether it contains any dangerous substances or allergens and much more.

Marking - text, trademarks, symbol and pictures bearing information for the consumer and printed on products, documents, memos, labels, packaging.

In Kazakhstan, as in the whole world, the number of counterfeit (fake) products is increasing. Buyers deliberately, or not realizing that become victims of manufacturers of fakes. In order to save money, people buy an inexpensive copy, but often it happens that sellers deceive them by giving a fake for the original, thereby offering inflated prices or selling goods with a small "discount". First and foremost, it is in the interests of buyers - not to become another victim of a fake, and secondly, it is also in the interests of producers of original products.

At the end of 2017, the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken" jointly with the Committee of State Revenues of the Ministry of Finance of the Republic of Kazakhstan launched a system for marking fur products in pilot mode. All information about the manufacturer, quality, brand and country, from where they brought the fur coat, you can find out by clicking just one button.

In order to get all the necessary information about fur products, you need to download the Marking KZ application on a smartphone that is available on both iOS and Android. Using the QR scanner, you scan a brand with a unique number and get the available information. Also, you can use the website on the link, where you just need to enter the number of the control mark. 

Marking of fur products is aimed at supporting healthy competition, protecting the market from illegal products - for entrepreneurs, reducing the volume of the shadow economy and increasing tax revenues to the budget - for the state, and will allow the consumer to obtain detailed information about the purchased product and insure against counterfeiting.

The list of goods subject to marking with control (identification) signs was approved by the Decision of the Council of the Eurasian Economic Commission No. 70 of November 23, 2015 . This list includes the following products:

The clothing is not marked, where the fur performs the function of finishing (collar, lapels, cuffs, welts of pockets), as well as gloves, mittens and hats made of natural fur.

The cost of the mark is 400 tenge. Entrepreneurs with the remains of fur products must also make their marking within 90 calendar days from the date of the project launch. Importers - within 30 calendar days from the date of release of goods for free circulation. An entrepreneur may exhibit fur products for sale only after marking them with control signs, including the resale of fur products from wholesalers to final sellers. On citizens importing fur coats for personal use, this rule does not apply.

A step-by-step algorithm for the entrepreneur's actions when marking fur products is indicated below:

 

Control (identification) sign

CiM is a strict reporting form with security elements and a radio frequency tag (RFID tag), which is designed to account for each item of goods.

The presence of CiM on goods has the following objectives: 

  • Strict reporting for each CiM;
  • CiM is applied to each item of the product to be marked;
  • The codes on the CiM are unique and stored in strict correlation with the product and chip code of the RFID tag, which prevents intruders from foreseeing or forging the code;
  • The authenticity of the CiM can be checked by any user of the system.

Basic requirements for entrepreneurs in accordance with approved documents at the level of the Council of the Eurasian Economic Commission

  1. In order to obtain a CiM, importers/producers must transmit the following information to the information marking system:
  • number of the taxpayer – organization – customer of the control (identification) mark;
  • 10-digit code of the goods according to the unified Commodity Nomenclature for Foreign Economic Activity of the EAEU;
  • registration number of the declaration for goods (for importing organizations);
  • identifier of the control (identification) mark (№ CIM);
  • Global Trade Item Number (GTIN);
  • radio frequency tag identifier (Tag Identifier) (TID);
  • Serialized Global Trade Item Number (SGTIN).
  • name of product;
  • reference to the regulatory documents that establish the requirements for the quality of the goods (for a product issued under such regulatory documents);
  • name of the manufacturer of the goods, GLN (if available);
  • variety of goods (the name of the material from which the goods are manufactured, and other distinguishing features of the goods (color, size, model, etc.));
  • country of origin of the goods;
  • unit of measurement of quantity of goods.

Transfer the list of approved information to the IS of marking for cross-border trade, commission trade, marking of goods leftovers, retail trade, etc.

The procedure for marking goods when imported into the territory of the Republic of Kazakhstan from third countries

  1. Passage of customs procedures (filing, registration of a declaration and conditional release of goods). The conditional release period can not exceed 30 calendar days - for this period it is necessary to perform all marking procedures.
  2. Order for the receipt of personalized CiM based on the information from the declaration.
  3. Receiving ready-made CiMs and applying them to goods.
  4. Correction of the declaration for goods (entry in 31st line of ordinal numbers of the CiM, applied to the imported goods). 

Description of goods for each GTIN

1. To place an order for the personalization and sale of the CiM, you must transfer the Global Trade Item Number (GTIN) to the information system.

2. In case there is no GTIN on the goods, it is necessary to join the regional Association for Automatic Identification - GS1 Kazakhstan to obtain codes. Membership in the Association entitles you to receive the following types of codes according to the standards of the worldwide Association GS1:

  • unique international number Global Company Prefix (GCP);
  • international electronic identification number EAN/UCC Global Location Number (GLN);
  • Global Trade Item Number (GTIN).

The term for granting the GTIN must not exceed 2 working days from the date of filing an application for membership in the GS1 Kazakhstan Association in electronic form.

3. When GTIN is received, it is necessary to describe the goods in the information resource GS1 Kazakhstan for all mandatory fields (product name, color, brand, country of origin, etc.).

4. In the presence of GTIN on goods, this number is entered in the information marking system and the missing information on the description of the goods is filled in. 

Marking of fur products

The marking of goods by control (identification) marks is made in accordance with the method and procedure for their application directly at the warehouses of the importer or producer.

Ways to apply CiM to goods:

a) sewn, when the control (identification) mark on a textile basis is machine-stitched directly into the structural seam of the product, completely leaving the graphical information contained visible on this mark. In this case, the application of the control (identification) mark is carried out when manufacturing the goods by sewing such a mark in the seam from the inside of the goods using a special field for sewing;

b) glued, when the control (identification) mark on a self-adhesive basis is glued to the structural element of the product (sewn marking label). In this case, the application of the control (identification) mark is carried out if the product has a marking label sewn by the manufacturer and contains a free field of sufficient size for placing the indicated sign on it without deformation. The application of the control (identification) mark is carried out by separating the protective coating from the adhesive layer of such a mark and attaching this sign to the free field of the marking label;

c) attachable (hinged), when the control (identification) mark on a plastic base with a disposable sealing element is inseparably attached to the loop hole or loop-fastener of the product front side, and in case of their absence - a sewn hanger or sewn hinge of the hanger holder in the form of a metal chain, plate of metal and other materials. The application of the control (identification) mark is carried out by passing a flexible element of the seal of the control (identification) mark to the loop hole or the fastener loop of the product, the sewn hanger or the sewn hinge of the hanger holder and to the locking device of the sealing element that excludes its disconnection without destruction.
