
If you own an old vehicle, which is out of service and nobody would buy it for fair amount of money, you can use a national program for disposal of old vehicles, which provides money compensation or discount to acquire a new vehicle of Kazakhstani manufacturers.
Thus, the national program supports a domestic automobile industry and helps to renew a country`s vehicle fleet by removing old ones.
In this material we will describe conditions of the national program, how to use it and for which amount of compensation you can account for.
Which transport can be disposed
Old light vehicles as well as passenger and cargo vehicles are accepted for disposal. There are no restrictions related to age, model or designation for vehicles that are to be disposed.
Light vehicles
M1 category: vehicles used for transportation of passengers, which have a driver`s seat and no more than 8 passenger seats.
Passenger transport
M2 category: vehicles used for transportation of passengers, which have a driver`s seat and more than 8 passenger seats gross vehicle weight rating of which does not exceed 5 tons.
M3 category: vehicles used for transportation of passengers, which have a driver`s seat and more than 8 passenger seats gross vehicle weight rating of which exceeds 5 tons.
Cargo vehicles
N1 category: vehicles used for transportation of cargos that have gross vehicle weight rating no more than 3.5 tons.
N2 category: vehicles used for transportation of cargos that have gross vehicle weight rating more than 3.5 tons but no more than 12 tons.
N3 category: vehicles used for transportation of cargos that have gross vehicle weight rating more than 12 tons.
Prior to vehicle disposal, you need to de-register it at Specialized Citizen Service Center.
How to perform a vehicle de-registration
You can de-register a vehicle in a specialized department of “Government for Citizens” Public Corporation (Specialized CSC). To do this, you need to submit the following documents:
- National ID;
- Vehicle registration (de-registration) certificate;
- Technical document;
- Receipt on payment of fee for actual period of ownership;
- Certificate of vehicle registration and national registration plate (to be submitted to Specialized CSC).
If no technical documents are available, you should submit a written explanatory note on the circumstances of their loss.
De-registration is only performed after execution of requests verifying lack of any restrictions for de-registration. After de-registration you obtain a certificate.
How to obtain compensation
If for disposal of your vehicle you chose money compensation than depending from a vehicle condition you can obtain two types of money compensation.
You can obtain money compensation in the amount of KZT 48 000 for vehicle which at least has bodywork and engine.
You can obtain money compensation in the amount of KZT 150 000 for vehicle which has all of the following details in proper places:
- Bodywork (underframe)
- Radiator
- Hood
- Boot lid
- Engine with attachable equipment
- Transmission gearbox
- Battery
- Standard amount of articulated joints
- Wheels (standard amount)
- Transfer gearbox (if provided by manufacturing factory)
- Minor details of exhaust gases release system
- Wheel covers (mud guards, standard amount)
- Doors (standard amount)
- Axle assembly with reduction gearbox (if provided by manufacturing factory)
- Containers for liquid fuel, pressurized gas and operating fluids
Required documents
Individuals should provide the following documents:
- Application on acceptance of out-of-service vehicle for subsequent disposal;
- Copy of ID document (copy of passport, if an applicant is non-resident of the RoK);
- Original copy of abstract from bank certifying availability of bank account;
- Original copy of vehicle registration (de-registration) act for disposal;
- In case if out-of-service vehicle is submitted by an owner`s representative than an original copy of power of attorney should be provided executed pursuant to the requirements of the RoK legislation (variant No.1, variant No.2, variant No.3).
Legal entities should provide the following documents:
- Application on acceptance of out-of-service vehicle for subsequent disposal;
- Copy and original copy of ID document;
- Company details;
- Original copy of vehicle registration (de-registration) act for disposal;
- Abstract on public registration of legal entity (issued no later than 10 days from the date of application submission);
- Original copy of power of attorney to the name of representative signed by chairman and chief accountant and executed pursuant to the requirements of the RoK legislation;
- Copy of document certifying position and authorities of chairman (decision of founders (founder) on assignment of legal entity`s chairman) affixed with seal of legal entity;
- Consent (order, decision, permit) of an authorized agency in the field of public property to dispose of property and obtainment of compensation (for national legal entities it should be national organizations.
Package of documents and vehicle should be delivered to assemble station of EPR operator addresses of which can be found on the website: auto.recycle.kz/money.
There is no point to deliver a vehicle to assemble station without a complete package of documents.
If vehicle condition complies with requirements, a contract is concluded and certain sum is transferred to current account.
Signing a contract, owner is deprived of all rights for vehicle and it is impossible to return it.
How to obtain discount certificate
Instead of out-of-service vehicle you can obtain a discount certificate to buy a new ecologically friendly vehicle of Kazakhstani production.
Discount certificate amount varies from KZT 315 000 to KZT 750 000 depending from category of vehicle subject to disposal.
You can obtain KZT 315 000 for:
M1 category light vehicle, which has the below-mentioned details in proper places:
- Bodywork (underframe)
- Boot lid
- Doors
- Steering system
- Wheel covers (mud guards)
- Engine with attachable equipment
- Engine cooling radiator (if provided by manufacturing factory)
- Wheels
- Transmission gearbox
- Battery
You can obtain KZT 550 000 for:
- М2, N1, N2 categories vehicles, which have the below-mentioned details in proper places:
- Bodywork
- Underframe
- Doors
- Wheels
- Engine with attachable equipment
- Engine cooling radiator (if provided by manufacturing factory)
- Other air or liquid cooling systems (if provided by manufacturing factory)
- Battery
- Transmission gearbox
- Transfer gearbox, axle assembly with reduction gearbox, semi knock-down details, running gear suspension, cardan shafts (if provided by manufacturing factory)
- Steering system
- Minor details of exhaust gases release system (if available)
You can obtain KZT 750 000 for:
- М3, N3 categories vehicles, which have the below-mentioned details in proper places:
- Cabin
- Underframe
- Doors
- Engine with attachable equipment
- Engine cooling radiator (if provided by manufacturing factory)
- Other air or liquid cooling systems (if provided by manufacturing factory)
- Battery
- Transmission gearbox
- Steering system
- Transfer gearbox, axle assembly with reduction gearbox, semi knock-down details, running gear suspension, cardan shafts (if provided by manufacturing factory)
- Minor details of exhaust gases release system (if available)
- Hydraulic equipment such as pumps (compressors), containers, cylinders, distribution valve (if provided by manufacturing factory)
The program does not restrict utilization of certificate for any certain vehicle category. Discount certificate can be used for acquisition of any category and model of ecologically friendly vehicle produced in Kazakhstan.
Also, the program enables summing up two certificates upon acquisition of one vehicle and re-registering a certificate to another individual but no more than two times.
Certificate validity term from the moment of its registration is 12 months.
Required documents

- Original copy of power of attorney executed pursuant to the requirements of the RoK legislation (in case if out-of-service vehicle is submitted by an owner`s representative (Word, PDF).

- Copy and original copy of ID document;
- Company details;
- Original copy of vehicle registration (de-registration) act for disposal;
