April 14, 2015Kazakhstan e-Government portal is 9 years old. On April 12, 2006 the www.egov.kz web portal was first launched.
For nine years’ existence, the portal has passed through four stages in its generation and evolution and is now successfully proving to be efficient. Year after year, the number of available services and of portal users grows. Thus, as of today, the number of the registered portal users has amounted to about 3.5 million, while in April last year this number was 2 million.
Among the available portal services, there are socially important services to citizens, services to businesses, payments and helpful services, as well as licenses and authorization documents. To date, over 700 e-Government services have been automated.
In the year-end 2014, 20 more services became accessible to Kazakhstan citizens. Thanks to launch thereof, citizens can obtain information on status of their pension savings inclusive of investment income, receive conformation references for issuance of targeted social assistance. The procedure for banks to obtain data on citizens formalizing loans and collateralized property will be simplified. Also, the portal users will be able to apply for being enrolled in civil service candidate pool and for studying in Academy of Public Administration.
Last year, big work was done to develop Mobile Government. Curently, a new mobile app, eGov.kz is accessible to users of iOS and Android operating systems, through which app over 50 most popular services may be delivered. For citizens who use early model mobile phones, SMS services were implemented. For instance, one can find out the validity term of technical inspection of a car or the position in waiting list for housing by sending SMS to the short number 414.
Kazakhstan citizens’ trust in the portal and in e-services is proved by the growth in number of services delivered. For 9 years, citizens have obtained over 90 million services via the portal, while in the year-end 2014 this indicator amounted to 84 million. Among most popular services are obtainment of abstract of residential address, abstract of title to real estate, abstract of no criminal record and abstract of pension deductions.
Kazakhstan e-Government was rated high at international level. In 2014, in the UN e-Government development rating, Kazakhstan was ranked the 28th, rising by 10 positions as compared to 2012.
Thanks to high positions in the rating, as well as taking into account the achievements in e-Government development, Kazakhstan was appointed to host Global e-Government Forum last year attended by representatives from over 80 countries of the world.
