For 3 years, about 300 authorization documents have been automated in Kazakhstan. Thus, in 2012, 81 permits and in 2013, 214 more were automated.

This work was a part of cardinal measures for improvement of conditions for business activities in Kazakhstan. Before the year-end, approximately 140 permits are to be automated. The automation’s objectives were: preclusion of direct contact between applicants and the staffs in charge of issuance of permits, preclusion of corruption in accepting documents, specifying the queue for processing and in making decision on issuance of permits.

 The number of documents to be submitted for obtainment of permits has reduced for the past 2 years by 47%, which amounts to 850 documents. Thus, for instance, the time for issuance of certificate of specialist with assignment of category was previously 90 calendar days since the date of submission of a package of documents.  When applying on the portal, this period has reduced for 22 working days. Previously, an applicant had to submit more than 9 documents, while currently, on the  http://elicense.kz/ he/she only needs to fill in an e-request and a data form, certifying this with his/her digital signature”, the Director for Government Agencies’ Workstations Development in National Information technologies JSC Baglan Bekbauov told the journalists. 

It should be reminded that in 2008, the Head of State instructed to lower administrative load on businesses and simplify the authorization system. As part of the administrative reform, the inventory of authorization documents, the unification and simplification thereof were fulfilled, resulting in launching the e-Licensing Project. In 2012, the decision was made on 100% issuance of licenses electronically only and on migration of all permits to digital format.

During the entire period of e-Licensing existence, around 110 000 licenses were issued in digital format, as well as 273 000 permits.
