Today in Astana, the press conference was held where the new capabilities of the e-Government public discussion service. The draft public services standards are refined before discussion, with compulsory focus on users’ comments and suggestions.
This was told in detail at the meeting with journalists by Director of Public Administration System Development Department in Ministry of Economy & Budget Planning Ainur Kudaibergenova, Deputy Chairman of Committee for Control over Public Services Automation & CSC Coordination under Ministry of Transport & Communications Ablaikhan Ospanov, and Deputy Chairman of the Board of National Information Technologies JSC Timur Baizhumanov.
A. Ospanov noted that a substantial thing is the discussion on the procedure for delivery of this or that public service with citizens, i.e. with those who will obtain these services. The Law of the Republic of Kazakhstan “On Public Services” adopted on April 15, 2013 has ensured execution of this condition and determined a new approach to improving the quality of public services delivery. In the Law’s clause 15, it is indicated that on the e-Government portal, public discussion of draft public services’ standards is held, which are posted after being included in the register.
To do so, Ministry of Economy & Budget Planning developed the Register of Public Services which was approved of on September 18, 2013 with Government Resolution. According to A. Kudaibergenova, it includes 647 public services in multiple areas of human life and activities.
All the standards for register-included public services can be found on the e-Government portal within the public discussion service. It is in the “Citizens and Government” section. Deputy Chairman of the Board of NIT JSC T. Baizhumanov told the press conference attendees how to use this service.
Users may post their comments and suggestions within a month upon publication of the document. Following the discussion, the report will be composed which will also be posted on www.egov.kz portal. Only upon being refined with due regard to public discussion results, a public service standard shall be approved of by Government of the Republic of Kazakhstan.
So, the public discussion service enables maximum transparency of public services delivery process and gives each citizen an opportunity of taking direct part in legal framework creation activities.
At the press conference, it was also noted that since the date of approval of the new Register of Public Services, over 5000 users have accessed the discussion section on the egov portal.
