How to get online service (on e-Licensing Portal www.elicense.kz)
- Click "Order Service Online" button on this page, then e-Licensing portal page will open in a new window.
- Sign in or register on the e-Licensing Portal.
- In the service datasheet, familiarize with the package of documents and click "Order Service Online" button or select the necessary subtypes of activity and click "Next" button.
- Specify the necessary data, fill in an application and sign it using digital signature
- You can track the status of a submitted application in your personal account in the "My Applications" section. You can find out about obtaining a permit in the "My permits" section, on receipt of the notification in the "My notifications" section.
How to get the service at a government agency (required documents):
Upon vehicle registration:
- An application.
- For individuals: an ID document or a digital document from the Digital Documents service (for identification).
- For legal entities: a certificate of state registration (re-registration) of a legal entity or a digital document from the Digital Documents service
- A document confirming the payment of duties and fees to the budget.
- A document confirming the fulfillment of extended obligations by manufacturers (importers) during the initial registration of vehicles in accordance with Article 386 of the Environmental Code of the Republic of Kazakhstan.
- Documents confirming the ownership of a vehicle, namely:
- contracts, transactions, certificates, documents on the right to inherit property drawn up in accordance with the requirements of civil legislation;
- a writ of execution with an attachment of a certified copy of the court decision, resolution, and notification of a bailiff on the actions of a government agency subject to execution;
- documents confirming undergoing of customs clearance (customs declaration, customs receipt voucher, except for cases of import from the countries of the Eurasian Economic Union (hereinafter - EEU), obligation to re–export in cases of temporary import).
- Upon initial registration of vehicles:
- a copy of a manufacturer's document confirming the engine rated power;
- a copy of conformity certificate or conformity declaration (in accordance with the Decision of the Board of the Eurasian Economic Commission as of January 16, 2018 No. 6 "On approval of the list of products for which submission of a customs declaration is accompanied by submission of a document on evaluation of conformity (information on the document on conformity assessment) with the requirements of the technical regulations of the Customs Union "On the Safety of Machinery and Equipment" (TR CU 010/2011)"
Upon de-registration of vehicles (except for recycling, culling, write-off, relocation of a vehicle outside the service area, as well as in case of actions preceding the transaction on a vehicle alienation)
- An application.
- For individuals: an ID document or a digital document from the Digital Documents service (for identification).
- For legal entities: a certificate of state registration (re-registration) of a legal entity or a digital document from the Digital Documents service.
- Documents confirming the ownership of a vehicle, namely:
- contracts, transactions, certificates, documents on the right to inherit property drawn up in accordance with the requirements of civil legislation;
- a writ of execution with an attachment of a certified copy of the court decision, resolution, and notification of a bailiff on the actions of a government agency subject to execution.
Upon re-registration of vehicles
In case of a change in ownership or the emergence, termination of joint ownership or change in the composition of joint owners of vehicles or change in the place of residence (legal address) of a vehicle owner; at the will of a vehicle owner or change in surname, name, patronymic (if any) of a person on whom a vehicle is registered:
- An application.
- For individuals: an ID document or a digital document from the Digital Documents service (for identification).
- For legal entities: a certificate of state registration (re-registration) of a legal entity or a digital document from the Digital Documents service.
- A document confirming the payment of duties and fees to the budget.
- Documents confirming the ownership of a vehicle, namely:
- contracts, transactions, certificates, documents on the right to inherit property drawn up in accordance with the requirements of civil legislation;
- a writ of execution with an attachment of a certified copy of the court decision, resolution, and notification of a bailiff on the actions of a government agency subject to execution.
Upon change of the machine type due to re-equipment or replacement of numbered vehicle units, installation of special equipment and other similar changes
- An application.
- For individuals: an ID document or a digital document from the Digital Documents service (for identification).
- For legal entities: a certificate of state registration (re-registration) of a legal entity or a digital document from the Digital Documents service.
- A document confirming the payment of duties and fees to the budget.
- Documents confirming the ownership of a vehicle, namely:
- contracts, transactions, certificates, documents on the right to inherit property drawn up in accordance with the requirements of civil legislation;
- a writ of execution with an attachment of a certified copy of the court decision, resolution, and notification of a bailiff on the actions of a government agency subject to execution.
Upon receipt of a duplicate registration document and/or a new license plate
- An application.
- For individuals: an ID document or a digital document from the Digital Documents service (for identification).
- For legal entities: a certificate of state registration (re-registration) of a legal entity or a digital document from the Digital Documents service.
- A document confirming the payment of duties and fees to the budget.
When vehicles subject to disposal (culling, write-off) are removed from the registration record
for individuals:
- An application.
- Registration document, license plate.
for legal entities:
- An application.
- Registration document, license plate.
- An electronic copy of decommissioning certificate (in the absence of registration documents or license plates for the vehicles subject to disposal, in an application one needs to indicate the circumstances, place and time of documents or license plate loss).
