The state provides social support for military personnel in connection with military service in conditions of increased workload, as well as in adverse climatic conditions. Our country is trying to provide necessary assistance, both to the servicemen themselves and to their family members. In Kazakhstan, there are certain benefits for military personnel, in accordance with regulatory documents. We will describe these benefits in more detail in this article.
Housing for military personnel
For the purposes of this Law, family members of employees of the special state bodies or military personnel include:
- a child (children) of both parents or one of the spouses (step child);
- a child (children) of both parents or one of the spouses (step child) over eighteen years old who became disabled before (s) he (they) attains the age of eighteen years.
They are provided with housing for the period of military service at the expense of the state.
The provision of housing for military personnel is carried out in the manner prescribed by the Law of the Republic of Kazakhstan "On Housing Relations".
Medical care for military personnel
Medical support for military personnel in military medical institutions (organizations, subdivisions) is carried out at the expense of budgetary funds.
In the absence at the place of military service or place of residence of military medical institutions (organizations, units) or the corresponding departments therein, specialists or special equipment for medical reasons, medical assistance to military personnel is provided by health subjects:
1) within the guaranteed state benefit package in accordance with the Code of the Republic of Kazakhstan "On people's health and the health care system";
2) in the system of compulsory social health insurance in accordance with the Law of the Republic of Kazakhstan "On compulsory social health insurance".
Payment for the healthcare subjects services for the provision of medical care to military personnel specified in subparagraphs 1) and 2) of part one of this paragraph is carried out by the social health insurance fund.
Reimbursement of costs of the social health insurance fund for paying for the services of health care entities to provide medical care to military personnel within the guaranteed state benefit package and in the system of compulsory social health insurance is carried out at the expense of budget funds provided for by the authorized body in the health sector.
Servicemen who have received wounds, contusions, injuries, trauma or illnesses while performing military service duties are sent for sanatorium-resort treatment at the expense of the Armed Forces, in the structure of which they undergo military service.
Conscripts of selective military service and cadets of military educational institutions, if there are medical indications, are provided at the expense of the state with sanatorium and resort treatment.
Social security of military personnel
All categories of military personnel for the performance of military service duties are provided with a monetary allowance established on the basis of a unified system of remuneration for employees of the bodies of the Republic of Kazakhstan, supported by the state budget, approved by the Government of the Republic of Kazakhstan in agreement with the President of the Republic of Kazakhstan.
Monetary allowance includes pay (official salary and military rank salary), allowances for special conditions of military service and other allowances provided for by current legislation.
The official salaries of contract servicemen are determined taking into account the length of service.
The sizes of official salaries and salaries for military ranks of servicemen under the contract are established not lower than the sizes of official salaries of civil servants in the relevant positions and the amount of additional payments for the corresponding special ranks and class ranks.
In the absence of a soldier without good reason in military service, the monetary allowance for the days of absence is not paid to him.
The procedure for the payment of monetary allowances, benefits and other payments is established by the authorized bodies.
When performing combat missions for the search, transportation, disposal and destruction of explosive objects and other explosive devices, servicemen are paid compensation in the amount of one monthly calculation index per day in the manner determined by the authorized body.
Servicemen serving in positions related to the operation, storage of radioactive materials, sources of ionizing radiation, ultrahigh frequencies and (or) rocket fuel components, as well as temporarily involved in the specified work and work to eliminate the consequences of accidents at facilities related to operation, storage radioactive materials, sources of ionizing radiation, ultra-high frequencies and (or) rocket fuel components, additional leave is provided for up to twelve days per year in proportion to the actual hours worked.
Servicemen under a contract to pay utility costs, with the exception of those living in closed and isolated military camps, at border posts and commandant's offices, are paid monetary compensation in the manner determined by the first heads of the authorized bodies, in the amount established by the law on the republican budget for the corresponding financial year.
Military personnel are provided at the expense of the state with clothing property according to the standards approved by the first heads of the authorized state bodies in agreement with the central authorized body for budget planning, and in the manner determined by the first head of the authorized body.
Servicemen are provided with food according to the norms established by the first heads of the authorized state bodies of the Republic of Kazakhstan, in agreement with the central authorized body for budget planning, in the following cases:
- carrying out combat duty;
- serving as a guard;
- wearing a daily dress;
- participation in field trips (trips to the sea);
- the implementation of measures in case of storm readiness at the base;
- keeping watch at lighthouses;
- performance of underwater tasks (work);
- performing parachute jumps;
- following in the composition of a military echelon, guarding and escorting military cargo to the place of reception and back;
- being on inpatient treatment in military medical institutions (organizations);
- placement in the guardhouse;
- participation in a peacekeeping operation, as well as when traveling to the zone (area) of a peacekeeping operation and back.
Aircraft personnel are provided with food during their military service.
The engineering and technical staff admitted to servicing aviation equipment and providing flights is provided with food for the period of preparation and performance of flights.
Servicemen of the Armed Forces in military units of constant combat readiness in the officer positions in the platoon (group, crew) and company (battery, separate platoon, rank 4 ship) subunits, as well as in the positions of private and non-commissioned officers are provided with food (lunch) at the expense of the state on working days established by the regulations of office hours.
Military personnel have the right to travel at the expense of the state on railway, air, water and road transport when moving through service, leaving military service, when going to hospital treatment and back, as well as to transport up to ten tons of their own property when moving through service and dismissal from military service.
Servicemen in cases stipulated by the Law of the Republic of Kazakhstan "On military service and the servicemen status" are reimbursed for other costs of travel by transport on the territory of the Republic of Kazakhstan and for postage.
In case of service movement of the servicemen under a contract associated with moving from one settlement to another at a distance of more than 100 kilometers (including as part of a military unit or subunit), they are paid a lifting allowance in the amount of two months' salary for the serviceman himself and half of the monthly salary for each family member who moved with him.
