Just try to imagе a society close in your perspective to the ideal one. Sound, with good job, good level of life, favorable living environment – the list can be continued endlessly and according to personal priorities be completed with necessary additional aspects.
But essential part of that society is the state itself. State takes care of the citizens. State provides opportunities for the best way of fulfillment of each citizen. State that guarantees integrity and compliance with law. State oriented to needs and demands of citizens. State with easy, apprehensible and available interaction – a state for people.
Development of information communicational technologies in Kazakhstan may guarantee the implementation of as minimum two last statements. The concept of “electronic government” has been developed for comfort, clear without obstacles communication between the state and the people.
“Electronic government” was created for more effective, transparent and accessible work of government agencies.
The basis for the creation of the e-Government portal is the Decree of the President of the Republic of Kazakhstan dated November 10, 2004 No. 1471 "On the State program for the formation of e-government in the Republic of Kazakhstan for 2005-2007".
National Information Technologies JSC takes direct part in management and supportin of e-Government. The e-Government portal has been functioning since 2006.
Formerly each state agency had been acting separately and had weak contacts with the rest and at the same time citizens had to rush different instances to obtain necessary certificates and references, verifications and other loads of documents. All this made the process of obtainment of only one service unbearable with endless visits to numerous agencies. Today it is all over owing to the projects of the “electronic government”.
Electronic government is the integrated mechanism of interaction between the state and citizens, state agencies with each other, ensuring consistency with the help of informational technologies. This mechanism reduced queues to state agencies and simplified acceptance of certificates, references, permits and many other documents and services.
In other words “electronic government” it is when for obtainment of license you need only Individual identification number (IIN) (other necessary data is taken by automatic requests), it is when you can pay for utility services and fines online, it is when for getting a certificate at «State-owned corporation «Government for citizens» NJSC you may only need your ID card, it is when you may independently register your business and get the certificate at the “electronic government” web-portal within 10-15 minutes.
Development of the electronic government in the Republic of Kazakhstan
The idea of creation of the electronic government belongs to the President of the country and was announced almost 14 years ago. During this period passed four global stages of establishment and development of the electronic government. Each stage assisted in interaction processes between each Kazakhstani citizen with the state.
The first stage – informational. At that particular time was launched electronic government web-portal filled with information. It provided information about state agencies, their work and services which they deliver to citizens. In addition regulatory legal acts were also posted for information.
At this stage each Kazakhstani citizen could get necessary information – the list of necessary documents, the sizes of state duties, contact information of state agency. Starting from the first state reduced necessity in visits to different institutions owing to provided information in full volume.
The second stage is interactive. It was marked with the start of electronic services provision. The users of the web-portal had got an opportunity to send requests to different state agencies just staying at home without any losses of time. Introduction of interactive services at the electronic government web-portal seriously saved time for the paperwork. At this stage were launched informational systems, state data bases, electronic licensing and gateway of the electronic government.
The third stage of the electronic government development is a transactional one. At this stage citizens got an opportunity to pay for state taxes and fees, fines and utility services. If earlier citizens needed to go to banks not the services can be paid and obtained online.
For entrepreneurs transactional stage presented a truly valuable gift – Government procurement. The benefits are obvious - increased transparency and openness of competitions, tenders.
The fourth stage of the electronic government is transformational, it is the current stage of the development. The main aim now is provision of services to citizens with maximum efficiency. For the achievement of this target interactive and transaction services were combined within complex services which are demanded by the citizens of Kazakhstan. From the beginning of the year citizens may register legal entity within just 15 minutes, accept ID card, passport or driver’s license. Significance of socially important services will be highlighted, that is why all of them have been transformed into electronic format.
Achievement of the electronic government
For 9 years from the moment of creation, electronic government of the Republic of Kazakhstan met the establishment and development stages and it was positively estimated and highly appreciated by the international community, the evidences are high positions in international and republican rankings, nominations in contest.The level of Kazakhstani e-government development is rated as “emerging leaders” and is considered as one of the most successful.

On May 13 2013 in Genève have just been announced the results of the international competition WSIS Project Prizes 2013within the frames of the. Kazakhstan’s e-licensing system (www.elicense.kz) was named the best project in “e-Business” category. In total, over 280 projects from 64 countries worldwide participated in the contest. Success story has been posted on the official web-site of the International Telecommunication Union. |
![]() World economic forum (WEF) has published the report in April 2013. According the report Network readiness the index of Kazakhstan has taken the 43d place among 155 countries. Comparing with 2012 and 55th position in the ranking the state depicts strong and sustainable performance with a rise in numerous parameters and this result is the best Within the Commonwealth of Independent States. Network readiness index determines the level of Information and communication technologies (ICT) in the state and includes 54 criteria reflecting the contribution of ICT to the economy and also readiness to use the technologies. In 2013 an outstanding rise of Kazakhstan was due to the number of Internet users, quantity of mobile communications subscribers, mobile cellular tariffs and others. |
Every two years the Department for economic and social issues of the United Nations makes researches for the evaluation of the level of e-government development in the world (192 countries). In 2012 electronic government of Kazakhstan has reached 38th place in this ranking. Moreover the index of online-services had grown up for 10 positions and telecommunication infrastructure – for 14. According to the e-participation index which determines the ability of the government to communicate with citizens Kazakhstan was ranked the second, sharing this position with Singapore. |

By the end of 2012 on the X anniversary ceremony of the National internet award Award.kz-2012 electronic government web-portal took the first place in “Government agencies and public authorities” nomination and also was recognized as the best among bilingual sites. Such attention was attracted by the redesign of “electronic government” portal in October which has changed not only the visual part but also the structure of information, logic of placement. |
Every two years, the United Nations Department of Economic and Social Affairs conducts studies to assess the level of e-government development in the world (190 countries). In 2016, the electronic government of the Republic of Kazakhstan took 33rd place in this rating. At the same time, the telecommunications infrastructure index moved 1 position up. |
At the annual World Government Summit held in Dubai, the Egov mobile application was awarded the First World Govtechineers Race-2017 prize as the best and most advanced mobile government application. |
At the WSIS Prizes-2017 (World Summit on the Information Society contest), three projects from the Republic of Kazakhstan were announced champions: e-Government, Open Government, and Integrated Call Center 1414. |

In 2019, the eGov portal received an award in the category "Best State Online Project" at the forum dedicated to the 25th anniversary of Kaznet, which was held in Almaty. The most famous representatives of the telecom industry, Internet media, cybersports, Kazakhstani influencers took part in the forum. |
