Issuance of a national ID, passport of the Republic of Kazakhstan
How to get the service at "Government for Citizens" Public Corporation (required documents):
Upon personal visit of a service recipient (on behalf of children and citizens recognized by the court as incapacitated, their legal representatives (parents, guardians, trustees) with provision of documents confirming the authority to represent)
When submitting an electronic application via the PDR RP:
For a passport of a citizen of the Republic of Kazakhstan for children under the age of 16, as well as for identity documents for persons over the age of 16:
- A child's birth certificate or digital document.
- A document certifying the identity of one of the parents (legal representative) or digital document (for identification and confirmation of citizenship of the Republic of Kazakhstan).
- Passport of a citizen of the Republic of Kazakhstan, if it is received before reaching the age of 16.
- A notarized consent from a foreign parent for a child to receive identity documents of a citizen of the Republic of Kazakhstan (in case of a child's birth outside the Republic of Kazakhstan and different citizenship of the parents, one of whom was a citizen of the Republic of Kazakhstan at the time of a child's birth and both parents had permanent residence outside the Republic of Kazakhstan at that time).
Receipt confirming payment of the state fee for a document (persons exempt from payment of the state fee in accordance with Article 622 of the Tax Code should submit supporting documents).
A service provider receives information confirming registration at the place of residence from the PDR RP information system.
When delivering the public service through the PDR RP, a service recipient is photographed in the PDR RP according to the requirements of international standards and without payment.
How to get the service in a government agency (required documents):
Based on a USSR passport of 1974 design or its loss, as well as a birth certificate for persons over 18 years old applying for the issuance of identity documents for the first time:
- An original copy of USSR passport in 1974 design.
- Original copy of a birth certificate.
- Identification statement and issuance of identity documents of a citizen of the Republic of Kazakhstan based on the results of verification to check a citizenship.
- A certificate in the form-13 confirming belonging to the citizenship of the Republic.
When accepting citizenship of the Republic of Kazakhstan:
- A certificate in the form-7 on admission to citizenship of the Republic of Kazakhstan in the established form issued by the internal affairs bodies (upon receipt of documents in connection with admission to citizenship of the Republic of Kazakhstan).
Receipt confirming payment of the state fee for a document (persons exempt from payment of the state fee in accordance with Article 622 of the Tax Code should submit supporting documents).
Two photos (3.5 x 4.5 cm) corresponding to the age of a service recipient at the time of filling-in an application.
Photos are made by photo printing from a negative on dense photo paper, strictly full-face on a light background, with a neutral facial expression and a closed mouth and face should occupy about 75% of the total area of a photo. It is not allowed to use images produced by computer scanning, modeling or photocopying. Headdresses are not allowed when taking a photograph, except for covering the head for religious or medical reasons, in this case the face remains open from the lower border of the chin to the forehead, shadows from the headdress on the face are not allowed. The eyes should be open, clearly visible and not covered with hair. The frame of the glasses should not cover the eyes, reflective and sunglasses are not allowed. Also, it is not allowed to take photographs in uniform.
Result of the service delivery
Issuance of a passport and (or) national ID of a citizen of the Republic of Kazakhstan.
Issuance of the public service delivery result is carried out through:
1. Public Corporation based on an application registration coupon.
2. A service provider in the Public Corporation: when filling-in a form on the basis of a receipt for an identity document that is separated from the form after fill-in.
Upon personal appeal to the Public Corporation of a service recipient or his/her legal representative with provision of documents confirming the authority to represent, or to an attorney under a notarized power of attorney to carry out actions provided for by the authority.
If a service recipient has not applied for the public service delivery result, the Public Corporation ensures the storage of national ID and (or) passport for one year from the date of issue and afterwards transfers it to a service provider for destruction.
