Marriage is one of the most important and memorable stages in a person’s life. In addition to the preparations for the wedding, the future spouses have questions about how to arrange marriage registration, what documents to prepare, where to go and what the result will be. The answers to these questions are collected in this material.

Submission dates

An application for marriage (matrimony) is submitted to a registering authority, a foreign institution of the Republic of Kazakhstan fifteen calendar days prior to state registration of marriage (matrimony).


 State registration of marriage (matrimony) is carried out by a registering authority, a foreign institution of the Republic of Kazakhstan on the fifteenth calendar day, which is calculated from the next working day after submitting a joint application for marriage (matrimony).


 If the date falls on a non-working day, then a working day following it is considered to be the date of marriage.

The table shows the difference between regular (offline) and online application for registration of marriage. Now we will focus on each item in more detail.
According to the Code “On Marriage (Matrimony) and Family”, marriage is an equal union between a man and a woman, entered into with the free and full consent of the parties in accordance with the law of the Republic of Kazakhstan, with the aim of creating a family, giving rise to property and personal non-property rights and obligations between spouses.

Conditions for registration of marriage

The full consent of the man and woman entering into marriage, and their reaching the marriageable age, i.e. 18 years old.

No marriage is allowed between:

  1. persons of the same sex (gender);
  2. persons, one of whom is already in another marriage;
  3. close relatives;
  4. adoptive parents and adopted children;
  5. persons, at least one of whom is declared incompetent due to mental illness or dementia by a court decision, which entered into legal force.

Where to apply

According to the Code, the state registration of a marriage is made by the registration authorities on the basis of a joint written application.

Future spouses must come to the registering authority together.

The registering authority is a local executive body that carries out state registration of acts of civil status, in common people called CRO or a civil registry office.

Also, if a couple is getting married for the first time and they do not have children, they can submit an electronic application for marriage registration using the online service available on the e-Gov portal. To do this, both applicants should have a digital signature and be registered on the portal. This option is convenient when, for instance, the spouses-to-be are not in the same city or for some other reason they cannot come to the Civil Registry Office together.

Marriage Registration Certificate

Marriage certificate is issued in electronic format for each of the persons entering into marriage on the day of the state registration of marriage at the place of its registration.

At the request of the spouses, a certificate of marriage can be issued on paper.

Note that the exact time of issuance of the certificate and the condition for carrying out this procedure in a solemn atmosphere are discussed in advance at the time of application.

Marriage registration of citizens of Kazakhstan with foreigners

Registration of a marriage between a citizen of Kazakhstan and a foreigner is carried out according to the general rules established by the Civil Registry Office or in a diplomatic mission, a consular institution of a foreign state of which the person wishing to marry is a citizen.

To get the online service, you need to get a digital signature and be registered on the portal. You can learn more about this from the article called "First time on the portal".

It should be reminded that only those who get married for the first time and do not have children can register a marriage online.

Log in to the portal and go to the online services page, which is located in the "Marital status" subsection of the "Family" section and familiarize with the public service delivery procedure.

By clicking "Order Service Online" button, you will be redirected to the page with an electronic application. On the page, you need to double-check and fill-in personal information, indicate IIN of a spouse-to-be, specify a Civil Registry Office, indicate who will pay the state duty and sign an application using digital signature.

Payment of the state duty is made through online transfer from any bank card. The state duty amount is 1 MCI. To make a payment, you should specify the tax authority and KNP 910 (General established procedure).

After you fill-in an application, it will be sent to a spouse-to-be for confirmation. He/she needs to log in to the portal, find an application in the eGov personal Account, fill it in, make a payment of the state duty if it was not paid earlier, and sign an application using digital signature.

An application is available for confirmation within 48 hours, and then it is canceled.

The public service delivery result will be a notification on acceptance of application, date and place of marriage registration or have the status "Registration denied".

If an application is successfully accepted, the spouses-to-be need to visit a registering authority on the specified date and time and present identity cards and a printed electronic receipt.
