The State program of support and development of business "Road map of business 2025" (Program) is aimed at achieving the goals of the messages of the President of the Republic of Kazakhstan “Kazakhstan-2050 Strategy: a new political course consisting of the state” dated December 14, 2012 and “The Kazakhstan Way” -2050 ": A common goal, common interests, common future" dated January 17, 2014.
The Program is developed to implement the National plan of measures on realization of the Address of the Head of State to the people of Kazakhstan on October 05, 2018 "Growth of the well-being of the people of Kazakhstan: increasing income and quality of life", approved by decree of the President of the Republic of Kazakhstan from October 12, 2018 No. 772 "About measures on realization of President's address to the people of Kazakhstan of 5 October 2018.
The Program realizing the instruments of the state support in the form of subsidizing the part of rate of interest on loans/agreements of financial leasing and loans guarantee.
Apart from that the Program provides for the issue of public grants and training of entrepreneurs, aiming at support and development of small and medium business in the Republic of Kazakhstan.
The goals of the Program are to ensure sustainable and balanced growth of regional entrepreneurship, as well as to maintain existing and create new permanent jobs.
The Program provides for 4 directions:
- Support of new business-initiatives of entrepreneurs in industry-based monotowns, small towns and rural settlements.
- Industry-based support of entrepreneurs operating in priority sectors of economy.
- Reducing currency risks of entrepreneurs.
- Non-financial measures of entrepreneurs support.
1. Support of new business-initiatives of entrepreneurs in industry-based monotowns, small towns and rural settlements
The state support within the first direction of the Program implementation consists in the following:
- subsidizing part of the interest rate on loans/financial leasing agreements of banks/development Bank/leasing companies;
- subsidizing a part of the mark-up on goods and a part of the rent payment that make up the income of Islamic banks;
- partial guarantee on Bank/development Bank loans.

2. Industry-based support of entrepreneurs operating in priority sectors of economy
Within the second direction of the Program realized are the projects of entrepreneurs in the priority sectors of economy.
The second direction of the Program provides for the following measures of financial support to entrepreneurs:
1) subsidizing the interest rate on loans/financial leasing agreements of banks/development Bank/leasing companies;
2) subsidizing a part of the mark-up on goods and a part of the rent payment that make up the income of Islamic banks;
3) subsidizing the interest rate on loans issued within the framework of providing long-term tenge liquidity to solve the problem of affordable lending in the manufacturing industry and services, as well as processing in the agro-industrial complex;
4) subsidizing the coupon rate on bonds issued by business entities;
5) partial guarantee on Bank/development Bank loans;
6) partial guarantee on loans issued by banks in the framework of providing long-term tenge liquidity to solve the problem of affordable lending in the manufacturing industry and services, as well as processing in the agro-industrial complex;
7) provision of state grants;
8) development of production (industrial) infrastructure;
9) the creation of industrial zones.
3. Reducing currency risks of entrepreneurs
The third direction of the Program provides for providing entrepreneurs with the following financial support measures:
1) subsidizing the interest rate on loans/financial leasing agreements of banks/development Bank/leasing companies;
2) subsidizing the part of the mark-up on goods and the part of the rent payment that make up the income of Islamic banks.
Participants in the third direction of the Program can be entrepreneurs operating in priority sectors of the economy, according to application 2 to the Program, and having foreign currency revenue no less than 10% of total revenue for previous six months prior to entrepreneur's submitting application to the financial Agency.

4. Non-financial measures of entrepreneurs support
The fourth direction provides for the state non-financial support to private entrepreneurship and individuals with entrepreneurship initiative.
The state non-financial support consists in the following:
- Clarification of the state support measures with regards to the component "Business-Nasikhat";
- Clarification of the conditions of doing business in countries-member of the Eurasian economic union;
- Clarification of the state support measures of agro-industrial complex entities;
- Teaching the basics of entrepreneurship;
- Upgrading qualifications of specialists and top-managers of companies;
- Providing the service support to current entrepreneurship;
- Consulting on the issues of obtaining permits and technical conditions;
- Engaging outside consultants on the issues of implementing new methods of management, production technologies, raising productivity and energy efficiency of enterprises;
- Technological development of enterprises;
- Establishing business contacts with foreign partners.
Implementation of the non-financial measures of support to entrepreneurship is carried out within the framework of the entrepreneurship support infrastructure following these principles: servicing the private entrepreneurship entities by means of "single counter", eliminating overlapping, simplifying and optimizing requirements and regulations, automating standard procedures and regulations.
The following is included in the entrepreneurship support infrastructure:

Major terms of the instrument of subsidizing
Within the first direction:
Maximum amount of loan/leasing deal subject to subsidizing with no industry limitations should not exceed 750,0 million tenge per one entrepreneur.
Subsidies are provided only for loans/financial leasing agreements with a nominal interest rate that does not exceed the base interest rate set by the National Bank of the Republic of Kazakhstan and increased by 5 (five) percentage points, of which 50% of the nominal rate will be subsidized by the state, and the difference is paid by the entrepreneur.
Subsidizing the interest rate on development Bank loans is carried out with a nominal interest rate of no more than 13%, of which 6% is paid by a private business entity, and the difference is subsidized by the state.
The subsidy period for loans / financial leasing agreements aimed at investments is 5 (five) years without the right to extend the subsidy period. The term of subsidizing loans aimed at replenishing working capital is 3 (three) years without the right to prolong the period of subsidizing.
Within the second direction:
Maximum amount of loan subject to subsidizing should not exceed 2,5 billion tenge per one entrepreneur.
In priority sectors of the economy, the program provides subsidies only for loans/financial leasing agreements with a nominal interest rate that does not exceed the base interest rate set by the National Bank of the Republic of Kazakhstan and increased by 5 (five) percentage points, of which 40% of the nominal rate is compensated by the state, and the difference is paid by the entrepreneur.
Subsidizing the interest rate on development Bank loans is carried out with a nominal interest rate of no more than 13%, of which 6% is paid by a private business entity, and the difference is subsidized by the state.
Subsidizing the remuneration rate under development Bank financial leasing agreements is carried out with a nominal remuneration rate of no more than 13%, of which 5% is compensated by the state, and the difference is paid by the entrepreneur.
The subsidy period for loans / financial leasing agreements aimed at investments is 5 (five) years without the right to extend the subsidy period. The term of subsidizing loans aimed at replenishing working capital is 3 (three) years without the right to prolong the period of subsidizing.
Within the third direction:
The maximum loan amount to be subsidized cannot exceed 2.5 billion tenge for a single entrepreneur.
Subsidies are provided for Bank loans with a nominal interest rate that does not exceed the base interest rate set by the National Bank of the Republic of Kazakhstan and increased by 5 (five) percentage points, of which 30% of the nominal rate is compensated by the state, and the difference is paid by the entrepreneur.
The interest rate is subsidized for foreign currency loans of the Bank with a nominal interest rate of no more than 12%, of which up to 5 % is compensated by the state, and the difference is paid by the entrepreneur.
Subsidies are also provided under financial leasing agreements of leasing companies/banks/development banks with a nominal remuneration rate that does not exceed the basic remuneration rate set by the National Bank of the Republic of Kazakhstan and increased by 5 (five) percentage points, of which 40% of the nominal rate is compensated by the state, and the difference is paid by the entrepreneur.
Subsidizing the interest rate on development Bank loans can be carried out on loans with a nominal interest rate of no more than 13%, of which 5 % is compensated by the state, and the difference is paid by the entrepreneur.
Subsidizing the remuneration rate can be carried out on foreign currency loans of the development Bank, for which the development Bank reduces the remuneration rate to 11%, of which 4% is compensated by the state, and the difference is paid by the entrepreneur.
The subsidy period for loans / financial leasing agreements aimed at investments is 5 (five) years without the right to extend the subsidy period. The term of subsidizing loans aimed at replenishing working capital is 3 (three) years without the right to prolong the period of subsidizing.
Loans terms
- Guarantee is provided only for new loans issued to implement new projects as well as for projects being implemented and aimed at investment, modernization and expansion of production, including refinancing.
- Guaranteeing is carried out as part of the first and second directions:
First direction: the following may participate in guaranteeing:
1) entrepreneurs, beginning entrepreneurs, realizing and (or) planning to realize their own and effective projects in rural settlements, small towns and industry-based monotowns with no limitations as to industry;
2) young beginning entrepreneurs, realizing and (or) planning to realize their own and effective projects in all the regions with no limitations as to industry and with no account as to place of entrepreneur's registration.
Second direction: Entrepreneurs, realizing and (or) planning to realize the following projects may participate in guaranteeing - in priority sectors of economy.
Beginning entrepreneur is an entrepreneur with the period of its state registration as an individual entrepreneur or entity less than 3 (three) years as on the moment of applying for a bank loan.
Maximum guarantee amount - up to 85% of loan amount;
Guarantee period - no more than the loan term.
Cost of guarantee - free of charge (no commission) for entrepreneurs;
Time of project review by the Fund - 5 working days;
Loan purpose: investments; purchase of new and/or modernization of fixed assets; working capital financing, refinancing.
Maximum loan amount- up to 60 million tenge.
EXPRESS-GUARANTEES FOR OPERATING ENTREPRENEURS
Operating entrepreneur is an entrepreneur with the period of its state registration as an individual entrepreneur or entity more than 3 (three) years as on the moment of applying for a bank loan.
Maximum guarantee amount - up to 50% of loan amount.
Guarantee period - no more than the loan term.
Cost of guarantee - free of charge (no commission) for entrepreneurs;
Time of project review by the Fund - 5 working days;
Loan purpose: investments; purchase of new and/or modernization of fixed assets; working capital financing, refinancing.
Maximum loan amount - up to 180 million tenge.
INDIVIDUAL GUARANTEES FOR OPERATING ENTREPRENEURS
Maximum guarantee amount - no more than 50% of loan amount to 360 million tenge.
Guarantee period - no more than the loan term.
Time of project review by the Fund - 10 working days;
Loan purpose: investments; purchase of new and/or modernization of fixed assets; working capital financing, refinancing.
Public grants issue
To beginning private entrepreneurship entities, beginning entrepreneurs, women, disabled and individuals over the age of 50 (further - entrepreneurs) targeted loans are issued by way of a grant and as non-repayable in order to realize new business ideas within the priority sectors of economy.
Maximum amount of Grant per one Entrepreneur may not exceed 3 000 000 (three million) tenge.
The Grant proceedings are issued by the state through local executive boards (further - Coordinator) based on the results of carried out contests selecting entrepreneurs for the targeted loans award. Entrepreneurs (individual entrepreneur or entity founder (founders) taking a short term training for beginning entrepreneurs under the project "Business counsellor"/"Business Bastau" is the prerequisite for participating in such contest.
The contest commission reviewing the contest applications gives recommendations based on the following criteria of assessing entrepreneur's business-project:
- novelty of business ideas;
- competitive ability of business project (addressing market demand-marketing analysis);
- readiness of business project to be implemented (addressing the issue of organization of manufacture, available area for locating Entrepreneur, sales market, level of project readiness for manufacture launch);
Entrepreneur's co-financing of the business project implementation expenditures amounting to no less than 10% including with personal property, of the issued Grant amount is the obligatory condition for the business project.
Entrepreneurs shall use the grant proceedings for the following purposes:
- purchase of fixed assets and materials;
- purchase of intangible assets;
- purchase of technology;
- purchase of franchise rights;
- expenses related to research and implementation of new technologies.
The main conditions for providing state support under the fourth direction "Non-financial measures to support entrepreneurship" of the "Business roadmap 2025" rogram.
Main terms of providing the state support within the fourth direction "Non-financial measures of entrepreneurship support" of the program "Road map of business 2020":
1. Entrepreneurs servicing centres
The "Business relations" project is aimed at supporting projects in priority sectors of the economy by establishing business relations with foreign partners with the support of international and foreign organizations.
The project will consist of two stages:
The first stage will be carried out on the territory of Kazakhstan.
At this stage, professional development of executives and managers will be carried out by organizing business trainings aimed at teaching modern business methods, marketing, establishing business contacts with business partners, and others (hereinafter-Business training). During the training process, the Project Participants will develop business plans for the development of their enterprise under the guidance of foreign and domestic business coaches.
The second stage provides for participants of the Project thematic business training abroad, including for establishing business relations with foreign partners, and includes:
- internships at foreign companies of a similar profile;
- the establishment of business linkages for technology transfer and acquisition of equipment;
- mutual delivery of goods, works and services;
- franchise acquisitions;
- receiving grants from international and foreign organizations;
- establish joint ventures.
2. Project "Business contacts"
Project "Business contacts" is aimed at providing support to projects within the priority sectors of economy through formation of business contacts with foreign partners supported by international and foreign organizations.
The project will consist of two stages:
The first stage will be implemented at the territory of Kazakhstan.
At this stage the qualification of the managing employees and managers will be improved through organizing business trainings targeted at training in recent business doing methods, marketing, building business contacts with business partners and others (further - Business-training). During the training participants of the Project will develop business plans for development of their enterprises guided by the foreign and local business trainers.
The second stage provides the Project participants with a thematic business internship abroad for building business contacts with foreign partners as well, and includes:
- internship at the foreign enterprises of similar profile;
- building business contacts with regards to the issues of technology transfer and equipment purchase;
- mutual supply of goods, works and services;
- purchase of franchise;
- obtaining grants of international and foreign organizations;
- starting joint ventures.
3. Training top-management
Top and middle level management of small and medium business operating in the priority sectors of economy may participate in the Program.
Target - ensuring the best world practice of doing business for top management;
Targeted segment - SMB entities;
Executor - "Nazarbayev University Independent Education Organization'
The program of "Training top-management of small and medium business" will facilitate you in obtaining knowledge on the latest models of building and doing business, upgrading the level of qualification and professional management skills with the purpose of increasing competitive ability, survival capacity and stable growth.
4. Program "Business - Counsellor"
The project "Business - Counsellor" offers standardized package of services by Operator, covering:
- Short term training of individuals with entrepreneurship initiative and entrepreneurs in entrepreneurship basics;
- Providing standard package of documents required by the entrepreneur;
- Informational and analytical support and granting free access of entrepreneurs to the Operator business portal;
- Providing the results of marketing research in the priority sectors of economy.
While receiving the short term training the entrepreneurs will be provided with training materials on the basics of entrepreneurship, standard documents packages, including charter documents, typical business plans, feasibility studies, documents for obtaining loan, reports of marketing research with regards to industry as well as ideas reference books for small business.
5. Program "Top seniors"
Implementation of "Top seniors" component is targeted at involving highly qualified foreign specialists with successful work experience in the process of arranging business trainings at the fist stage of the Project as well as for consulting the Program Participants directly at the enterprises as to introducing new methods of management, manufacture technologies and equipment.
Terms of "Top seniors" component realization.
- The Program participants as well as small and medium business entities operating in the priority sectors of economy according to Appendix 1 to the Program may participate in the "Top seniors" component;
- Expenses related to engagement of the foreign experts under the "Top seniors" component will be covered by the republican budget funds, tied and untied grants;
- Expenses related to flight and payment for the foreign experts services will be covered by the republican budget funds;
- Transport and day allowance of the foreign experts and their accommodation at the territory of Kazakhstan will be paid by the entrepreneur at its own cost and expense;
- Organizing internship of the Project participants abroad, including visa support and accommodation, will be financed by means of tied and untied grants of the international and foreign organizations.
6. Service support of doing current business
As part of the fourth direction of the Program "Road map of business 2025" entrepreneurs are provided with the service support for doing their current business. The service support is provided free of charge to operating entrepreneurs in the form of specialized services and individual consultations. The service support is provided in the Entrepreneurs servicing centres in Astana, Almaty, Shymkent and Semei and in all regional centres of Kazakhstan as well based on the principle of "single counter". Residents of monotowns, small towns and district centres may receive such services applying to the Entrepreneurs servicing centres and also to the Regional and district Chambers of entrepreneurs of the Republic of Kazakhstan.
The National chamber of entrepreneurs "Atameken" is the operator of this Instrument, and the Fund "Damu"monitors the Instrument implementation.
Specialized services are provided to the entrepreneurs free of charge.
As part of realizing service support the entrepreneurs may receive the following types of services:
1. Services related to accounting and tax accounting as well as preparing statistics reporting, including consultation in the following issues:
- taxation and fiscal management;
- tax regulation and enterprise accounting activity regulating law;
- processing of original documents, charging taxes and other payments to budget;
- restoration of accounting;
- maintenance of accounting;
- works with 1C Buhgalteriya program.
- preparing and submitting fiscal and statistic reports;
- drawing additional reports on financial activity for third parties;
- submitting electronic statistics reports.
2. Customs procedure services, covering the following:
- consultation in the field of customs law and customs procedures;
- consultation in the regulations and procedures of declaring goods, defining and correcting the customs cost, filling in the customs declaration;
- consultation in tariff and non-tariff regulation with regards to certain goods;
- documentation maintenance of foreign economic activity;
- consultation in obtaining licenses, permits for foreign economic activity;
- consultation in declaring goods within the Customs Union;
- consultation services as to the terms of foreign trade contract.
3. Maintenance to entrepreneurs and individuals with entrepreneurship initiative applying with:
- the public authorities related to issues of obtaining licenses and permits;
- the second tier banks related to issues of receiving loans;
- the development institutions related to issues of receiving the state support measures.
4. Rendering legal services, including the following:
- consultation services in preparation of documents for registration, re-registration, liquidation of enterprise (entrepreneur);
- preparation of documents for registration, re-registration, liquidation of enterprise (entrepreneur);
- consultation in developing draft agreements;
- developing draft agreements;
- consultation in the field of civil and labour law;
- consultation in document management;
- audit of document management with recommendations issue;
- consultation in preparation of documents package for loan application, except for a business plan;
- preparation of documents package for loan application, except for a business plan;
- consultation in HR documentation record;
- audit of HR documentation with recommendations issue;
- consultation related to examination of documents as to their compliance with the requirements of the law of RK.
5. Marketing issues services, including:
- consultation in elaborating pricing policy;
- elaborating pricing policy for certain goods, works and services taking into account the market as well as analysis of the results and plans of public procurements, procurements of national companies and subsoil users regarding similar goods, works and services;
- consultation in development of business plan and preparation to review in second tier banks.

6. Consultations in the field of servicing information technologies, covering:
- development and support of the Internet resources;
- creating a business website for the enterprise (entrepreneur);
- creating and supporting business in the Internet;
- installing and supporting electronic reporting;
- installing and supporting 1C Buhgalteriya.
7. Services related to the state procurements, procurements of national companies and subsoil users, covering:
- preparing proposals for participating in the bid/tender;
- reviewing (auditing) participants' proposals for the bid/tender;
- connecting to the Internet source containing the structured information base on Kazakhstan procurements;
- reviewing (auditing) the documents of an enterprise/entrepreneur as to available opportunity for improvement to participate in public and other procurement bids;
- appealing as to actions/inactions of the tender authorities;
- calculation of local content;
- submitting analytical reports on capacity of the market of public and other procurements of Kazakhstan based on the annual plans of procurements.
8. Consultations in the field of public and private partnership (further - PPP) on:
- preparing a proposal of potential private partner within the call for selecting private partner;
- elaborating conception of the PPP project as part of selecting a private partner;
- preparing and entering PPP agreement;
- issues of PPP projects implementation.
