Issuance of a permit for the transit of specific goods

How to get online service (on the portal “electronic licensing” www.elicense.kz)

1. Click the "Request online" button on this page, after that the portal of "electronic licensing" will be opened in a new window.
2. Log in or register on the "electronic licensing" portal.
3. In the service info sheet read the package of documents and click the "Order online service" button, or select the necessary subtype of activity and the "Further" button.
4. After specifying the necessary data, fill out the application and sign with your EDS.
5. You can track the status of the submitted application in the Personal Account in the section "My applications". You can find out about obtaining the permit in the section "My approved documents", about receiving a notification - in the section "My notifications".

How to get the service in a «State-owned corporation «Government for citizens» NJSC (required documents):

1. Application. This statement is also presented in electronic format in word or excel.
2. An identity document and a document confirming the authority of the representative (for identification).
3. A document confirming the state registration (re-registration) of a legal entity - for a foreign legal entity.
4. A document certifying the identity of an individual, a document confirming the right to engage in entrepreneurial activity - for a foreign individual.
5. A document issued by the authorized body for export control of the exporting country, on the availability of a permit for the export of products.
6. A contract for the supply of products between the participants of a foreign trade transaction (seller, shipper, buyer, consignee, intermediary) indicating the nomenclature and volume of products in physical and monetary terms with appendices and (or) additions to it.
7. The contract of insurance of civil liability of the service recipient in accordance with the Law of the Republic of Kazakhstan "On Insurance Activities" (hereinafter - the Legislation of the Republic of Kazakhstan on insurance activities).
8. A letter from the service recipient confirming the guarantee on his part of reimbursement of expenses related to checking the actual conditions of transportation, as well as with probable temporary storage, return transportation, examination and other necessary actions of executive bodies in case of detection of violations of the current regulatory legal acts of the Republic of Kazakhstan, including the conditions of validity of the permit of the competent authorities of the Republic of Kazakhstan on nuclear and radiation safety, as well as expenses, related to the need to bring the identified deviations in accordance with the requirements of the legislation of the Republic of Kazakhstan and /or return the cargo to the state of export (indicating the number and date of the contract).
9. A letter from the consignor of the products (addressed to the service provider) confirming his unconditional consent to accept the products transported in transit back if the transfer of the cargo to the consignee turns out to be impossible for reasons beyond his control (indicating the number and date of the contract).
10. Information about the route of the movement, the border points of entry and exit, the type of transport in the implementation of the declared transit carriage.

Documents specified in the sub-paragraphs 3), 4), 5), 6) and 7) of this paragraph, are submitted in originals or notarized copies. Documents drawn up in foreign languages are submitted with a notarized translation into the state language of the Republic of Kazakhstan or Russian.

How to get the service in the state body (required documents):

1. Application.
2. A notarized copy of the document issued by the authorized body for export control of the exporting country on the availability of a permit for the export of products.
3. A notarized copy of the contract for the supply of products between the participants of a foreign trade transaction (seller, shipper, buyer, consignee, intermediary) indicating the nomenclature and volume of products in physical and monetary terms with appendices and (or) additions to it.
4. A letter from the consignor of the products (addressed to the service provider) confirming his unconditional consent to accept the goods transported in transit back in case the transfer of the goods to the consignee turns out to be impossible for reasons beyond his control (indicating the number and date of the contract).
5. Information about the route of movement, border points of entry and exit, type of transport in the implementation of the declared transit carriage.
6. Information about the route of the movement, indicating the number of military guards, data on their weapons and ammunition (brand (type), caliber, quantity) for each imported unit of weapons - when escorting the transit of military (dual) products by a military guard.

Documents drawn up in foreign languages are submitted with a notarized translation into the state language of the Republic of Kazakhstan or Russian.
In the absence of a contract specified in subparagraph 3) of this paragraph, documents justifying the need to supply products are submitted.
The absence of the document specified in subparagraph 2) of this paragraph, which is not provided for by the legislation of the country, an explanation letter is submitted.
