Accreditation of subjects of scientific and (or) technical activities
How to get the service in «State-owned corporation «Government for citizens» NJSC or state body (required documents):
To obtain the accreditation certificate, service recipients (individuals) shall submit electronic copies of the following documents:
- A diploma confirming the award of an academic degree (Candidate of Sciences or Doctor of Sciences), the degree of Doctor of Philosophy (PhD) or Doctor by specialization and/or a certificate (diploma) confirming the conferment of the academic title of Associate Professor (Docent) or Professor;
- One monograph and/or published academic articles over the past five years:
- for technical and natural sciences — one international patent or one article published in an international peer-reviewed scientific journal, except for articles classified as secret or marked “For Official Use Only”, with a non-zero impact factor according to the Journal Citation Reports of Clarivate Analytics, or in publications that have a CiteScore percentile of at least 35 in the Scopus database in at least one subject area;
- for the social sciences and humanities — one article published in journals with a non-zero impact factor according to the Journal Citation Reports of Clarivate Analytics, or indexed in the Web of Science Core Collection database (Arts and Humanities Citation Index, Science Citation Index Expanded, Social Sciences Citation Index);
- as well as three articles published in scientific journals recommended by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan.
To obtain the accreditation certificate, service recipients (legal entities) shall submit electronic copies of the following documents:
- the charter of the organization;
- diplomas of research staff confirming the award of an academic degree (Candidate of Sciences or Doctor of Sciences), the degree of Doctor of Philosophy (PhD) or Doctor by specialization, and/or certificates (diplomas) confirming the conferment of the academic title of Associate Professor (Docent) or Professor;
- an employment contract or other supporting documents confirming that the accredited organization is indicated as the primary place of employment, and the order on the hiring of employees;
- a certificate of a certified or attested (accredited) laboratory and/or the organizational structure indicating the laboratory;
- the laboratory datasheet;
- a lease agreement for the laboratory (if the organization leases the laboratory for research activities);
- an explanatory note (in free form, if the scientific activities carried out do not require a laboratory);
- working design, technological and technical documentation; and/or a mock-up sample, a detailed mock-up (model) of the object; and/or results of testing of a laboratory prototype of the technology (object), a full-scale fully functional prototype, or an actual device; and/or a test report; and/or developed software; and/or a demonstration of an industrial prototype (if available, depending on the technology readiness level);
- agreements for the implementation of scientific and scientific-technical projects and programs;
- reports on research activities and/or certificates of completed work;
- patents for inventions, industrial designs, utility models, and plant varieties; copyright certificates; international patents (Eurasian patents, patents issued under the Patent Cooperation Treaty) and license agreements;
- published scientific articles; published materials from conferences, forums, congresses, symposia, and conventions; monographs, textbooks, teaching aids, and methodological documents.
If the period of activity of the entity does not exceed five years, electronic copies of the supporting documents shall be submitted for the entire period of its activity.
For the re-issuance of the accreditation certificate, service recipients shall submit the following documents to the service provider:
Service recipients (individuals):
- an application;
- an electronic copy of the document confirming the change of the service recipient’s surname, name, and patronymic (if any) (certificate/statement).
Service recipients (legal entities):
- an application;
- an electronic copy of the decision confirming the change of the service recipient’s name (resolution/order/minutes).
For the issuance of a duplicate, service recipients (individuals and legal entities) shall submit:
- an application.
- Information retrieved from the relevant state digital systems via the e-Government Gateway:
- about an identity document;
- on state registration (re-registration) of legal entity;
- a diploma of higher education;
- a Master’s degree diploma;
- certificate of accreditation.
Result of the service delivery
Certificate of accreditation, or a reasoned response to the refusal.
