Subsidization of part of the expenses incurred by agricultural producers for investment projects focused on the adoption of water-efficient irrigation technologies

How to get the service at the government agency (required documents):

1. Copies of the acceptance certificate for commissioning of the investment project facility (in the case of creation of new infrastructure or expansion of infrastructure for water intake and supply for irrigation purposes) or the commissioning act approved by Order No. 234 of the Minister for Investments and Development of the Republic of Kazakhstan as of April 24, 2017 (registered in the Register of State Registration of Regulatory Legal Acts under No. 15141), as well as in accordance with paragraph 2 of Article 73 of the Law of the Republic of Kazakhstan “On Architectural, Urban Planning and Construction Activities in the Republic of Kazakhstan”;
2. Copies of the equipment commissioning act executed between the purchaser and the supplier (in the case of equipment acquisition);
3. Copies of sales and purchase agreements, electronic and/or paper invoices (except for goods acquired under financial leasing) for goods, works and services acquired, confirming investment expenditures related to the creation of new or expansion of existing water intake and supply infrastructure, along with documents confirming payment;
4. Copies of design and estimate documentation with a positive expert review statement, in accordance with Article 60 and Chapter 9-1 of the Law on Architectural, Urban Planning and Construction Activities, for project passports under which subsidization is provided based on the approved design and estimate documentation;
5. Copies of equipment acceptance and transfer certificates;
6. Copies of credit and/or leasing agreements, duly certified by the relevant financial institution, where investment expenditures are carried out using funds attracted from financial institutions;
7. Copies of the VAT registration certificate (for agricultural producers registered as VAT payers);
8. In the case of direct (primary) water abstraction from surface or groundwater bodies, after completion and commissioning of the facility, the agricultural producer shall ensure the availability of a permit for special water use and the sealing of water metering devices installed on structures or equipment used for water intake or discharge.

When receiving irrigation water supply services, the agricultural producer shall provide a water use agreement with the water-supplying organization in accordance with the applicable regulations.

In addition, in the case of developing non-irrigated lands for irrigation, the investor shall ensure the conversion of agricultural lands from one category to another (from non-irrigated to irrigated) in accordance with Article 98 of the Land Code of the Republic of Kazakhstan.

9. A certificate issued by the financial institution maintaining the current account of the investor (service recipient), specifying the account details for the transfer of investment subsidies in cases where the investor (service recipient) utilizes their own funds;
10. A certificate from the financial institution indicating the account details of the financial institution for the transfer of investment subsidies to repay the principal debt of the investor (service recipient).
