Issuance, restoration or extension in the territory of the Republic of Kazakhstan to foreigners and stateless persons of visas for the right to leave the Republic of Kazakhstan and to enter the Republic of Kazakhstan

The following is also provided for issuance of “C3” visa category (to perform labour activities):

1. A request from an inviting party.
2. Permit issued to an employer by local executive bodies entitling to attract foreign labour.

Foreigners and stateless individuals who do not need a permit for attraction of foreign labour pursuant to the Decree of Government of the Republic of Kazakhstan No.802 as of December 15, 2016 “On approval of the Rules for assignment of quota for attraction of foreign workforce to the Republic of Kazakhstan and its distribution between regions of the Republic of Kazakhstan and definition of individuals who do not need a permit from local executive bodies to attract foreign labour and revocation of certain decisions of Government of the Republic of Kazakhstan” should provide the following documents:

for kandas:

• copy and original copy (for verification) of kandas certificate in the form approved by an authorized agency in the field of population migration;  

for crew members of sea, river vessels, air transport, teaching staff of higher educational institutions, which in accordance with the Decree of the President of the Republic of Kazakhstan as of July 5, 2001 No. 648 “On assigning a special status to higher educational institutions” has been assigned a special status, as well as for teachers with higher education who train personnel for economic sectors working in higher educational institutions in the positions of managers with documents confirmed in the manner prescribed by the Order of the Minister of Education and Science of the Republic of Kazakhstan "On Approval of the Rules for the Recognition and Nostrification of Education Documents"  as of January 10, 2008 No.8 (registered in the Register of public registration of legal acts No.5135) (hereinafter: Rules for acknowledgment and nostrification of educational documents) :

• a copy of an employment agreement with a foreign employee; 

for individuals attracted by participants and bodies of “Astana” International Financial Center (hereinafter: IFC):

1. a copy of certificate certifying registration/accreditation of a legal entity pursuant to a law applicable by IFC;
2. a copy of an employment agreement with a foreign employee. 

for individuals working at national managing holdings on positions no less than heads of structural units having higher education and certifying documents under the procedure set forth by the Rules for acknowledgment and nostrification of educational documents:

3. an order of a national managing holding on assignment of a foreign employee as a head of structural unit in the Republic of Kazakhstan;

for individuals attracted as members of the board of directors to national managing holdings:

4. an extract from a meeting of the board of directors of a national managing holding;

for individuals working as heads of branches or representative offices of foreign legal entities:

5.  a founder`s decision or extract from a meeting of founders on assignment of a foreign employee as a head; 

for individuals working as heads of Kazakhstani legal entities with 100% foreign equity at authorized capital:

6. a founder`s decision or extract from a meeting of founders on assignment of a foreign employee as a head in the Republic of Kazakhstan;

for individuals working as deputy heads of Kazakhstani legal entities with 100% foreign equity at authorized capital:

​7. a copy of order on assignment to the position of deputy head. 

1. "A5" – on the basis of the request of the inviting party and written confirmation of the authorized body of the Republic of Kazakhstan for investments or on the basis of the request of the AIFC Administration. The visa is extended for a period of up to 5 years.
2. "B2" – on the basis of the request of the inviting party, which previously issued an invitation for obtaining a primary visa, indicating the purpose of stay in the Republic of Kazakhstan. The visa is extended for up to 30 days.
3. "B7" – based on the request of the inviting party that previously issued the invitation, as well as the Central Executive bodies of the Republic of Kazakhstan, participants and bodies of the AIFC or Astana Hub. The visa can be extended for up to 90 days.
4. "B8" – on the basis of an application after submitting documents for obtaining a permanent residence permit in the Republic of Kazakhstan. The visa is extended for up to 30 days.
5. "B21" – on the basis of a written request from the body conducting the preliminary investigation, or the court where the criminal case is being considered – for the period necessary for the completion of the preliminary investigation, or a court hearing. The visa validity period is extended for a maximum of 180 days.
6. "C1" - based on the applicant's request for a period not exceeding 1 year.
7. "C2" – on the basis of a written request from the inviting party for the period specified By the law on migration in the presence of the following documents:

• confirmation from the inviting person of financial means for the maintenance of each family member per month in an amount not less than the minimum wage established by the law of the Republic of Kazakhstan on the Republican budget;
• confirmation from the inviting person housing on the territory of the Republic of Kazakhstan, the area of which complies with the minimum standards for each member of the family in accordance with the Law of the Republic of Kazakhstan of 16 April 1997 "On housing relations";
• health insurance for family members of the inviting person;
• notarized copies of documents confirming family relationship with the inviting person is represented by authorized state bodies of the Republic of Kazakhstan or a foreign state;

8. "C3" – at the request of inviting party, which previously issued an invitation for a primary visa and the permission to the labor immigrant, if such a permit is required in accordance with the legislation of the Republic of Kazakhstan.

When performing labor activity in another region of the Republic of Kazakhstan, the inviting party presents an order on secondment of a labor immigrant (or a contract or contract).
The C3 visa is extended for the period of validity of the permit, but no more than 3 years (for participants and bodies of the AIFC, employees of Astana Hub participants or employees of Astana Hub-no more than 5 years);

9. "C4" – on the basis of an application and an employment contract concluded with a legal entity – a resident of the Republic of Kazakhstan in the specialty specified in the certificate of compliance with the qualification. The visa is extended for the duration of the employment contract, but not more than 3 years.
10. "C5" – on the basis of a written request from local Executive bodies of the capital, cities of Republican significance and regions of the Republic of Kazakhstan and their districts. The visa can be extended for up to 2 years.
11. "C7" – on the basis of a written request of a religious Association registered in the territory of the Republic of Kazakhstan, agreed with the Department of the authorized body that regulates religious activities. The visa can be extended for up to 180 days.
12. "C9" – on the basis of the request of the authorized body for education or an educational institution registered in the Republic of Kazakhstan. The visa can be extended for up to 1 year.
13. "C12" on the basis of an application with the certificate issued by the medical organizations of the documents confirming the necessity of constant care for foreign patient under treatment in medical institutions of the Republic of Kazakhstan, or confirming the need for constant care for close relatives – citizens of the Republic of Kazakhstan, or foreigners and persons without citizenship, permanently residing on the territory of the Republic of Kazakhstan, or the instructions of MIA of RK. The visa is extended for the period required for treatment, but not more than 1 year.​

• Members of foreign official delegations and their accompanying persons arriving in the Republic of Kazakhstan.
• Arriving in the Republic of Kazakhstan at the invitation of the Administration of the President of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan, the Parliament of the Republic of Kazakhstan, the Constitutional Council of the Republic of Kazakhstan, the Supreme Court of the Republic of Kazakhstan, the Central Election Commission of the Republic of Kazakhstan, the Office of the Prime Minister of the Republic of Kazakhstan, government bodies, akimats of regions, cities of republican significance and the capital.
• Foreigners traveling to the Republic of Kazakhstan with humanitarian aid, coordinated with the interested state bodies of the Republic of Kazakhstan.
• Ethnic Kazakhs.
• Children under 16 on the basis of the principle of reciprocity.
• Former citizens of the Republic of Kazakhstan who permanently reside abroad and go to the Republic of Kazakhstan for the funeral of close relatives.
• Foreign investors.

State duty is also not charged when issuing re-visas to replace primary visas that contain errors made by the service provider.
