Registration of citizens of the Republic of Kazakhstan permanently residing outside the Republic of Kazakhstan, and foreign nationals wishing to adopt orphaned children or children deprived of parental care who are citizens of the Republic of Kazakhstan

How to get the service at a government agency (required documents):

1. A petition from an adoption agency accredited by the Committee for the Protection of Children's Rights under the Ministry of Education of the Republic of Kazakhstan, submitted in accordance with the Code of the Republic of Kazakhstan "On Marriage (Matrimony) and the Family", using the form set out in Appendix 1.

For citizens of the Republic of Kazakhstan permanently residing in a country that has ratified the Convention on Legal Assistance and Legal Relations in Civil, Family and Criminal Matters, signed in Minsk on January 22, 1993, and for foreign nationals who are citizens of a country that has ratified the Convention, a petition issued by the competent authority of that country responsible for guardianship and trusteeship functions must be submitted.

2. A completed registration form, including a photograph, for citizens of the Republic of Kazakhstan permanently residing outside the Republic of Kazakhstan and foreign nationals wishing to adopt orphaned children or children deprived of parental care who are citizens of the Republic of Kazakhstan, using the form set out in Appendix 2.
3. A notarized statement, duly legalized or apostilled where applicable, confirming the applicant's undertaking, in the event of the adoption of an orphaned child or a child deprived of parental care who is a citizen of the Republic of Kazakhstan, to submit, through the adoption agency or service provider, to the Committee for the Protection of Children's Rights under the Ministry of Education of the Republic of Kazakhstan reports on the child's living conditions, education, upbringing, and state of health until the child reaches the age of eighteen, using the form set out in Appendix 3.
