Issuance of licences to aviation personnel
How to get online service (on the portal “electronic licensing” www.elicense.kz)
- Click the "Request online" button on this page, after that the portal of "electronic licensing" will be opened in a new window.
- Log in or register on the "electronic licensing" portal.
- In the service info sheet read the package of documents and click the "Order online service" button, or select the necessary subtype of activity and the "Further" button.
- After specifying the necessary data, fill out the application and sign with your EDS.
- You can track the status of the submitted application in the Personal Account in the section "My applications". You can find out about obtaining the permit in the section "My approved documents", about receiving a notification - in the section "My notifications".
How to get the service in a «State-owned corporation «Government for citizens» NJSC (required documents):
To obtain a licence of flight crew members, the applicant shall submit the following documents:
- in respect of Private Pilot Licences (PPL) (aeroplane, helicopter, airship, powered-lift aircraft), Commercial Pilot Licences (CPL) (aeroplane, helicopter, airship, powered-lift aircraft), Multi-Crew Pilot Licences (MPL) (aeroplane), and Airline Transport Pilot Licences (ATPL) (aeroplane, helicopter, powered-lift aircraft)- an application;
- in respect of Ultra-Light Aircraft Pilot Licences (ULAPL) (powered hang glider, gyroplane, airship, powered-lift aircraft), Light Aircraft Pilot Licences (LAPL) (aeroplane, helicopter), Free Balloon Pilot Licences (FBPL), Glider Pilot Licences (GPL), and Flight Radio Operator Licences (FROL) — an application;
- in respect of the Flight Navigator Licence;
- in respect of the Flight Engineer (Flight Mechanic) Licence (FEL);
- copies of documents confirming completion of training at an Aviation Training Center, together with the licence confirming successful completion of the theoretical examinations;
- a copy of the proficiency check report for aeroplane pilots, or the flight check report for helicopter pilots, or a copy of the flight check report;
- a nomination (recommendation) for flight crew members, certified by the signature and seal (if any) of the civil aviation organization;
- a copy of the passport for foreign nationals;
- two photos (color, matte, 3.5 x 4.5 cm in size with a corner on the right side of a person looking at the photo);
- a copy of the relevant medical licence;
- a copy of a licence confirming undergoing of proficiency test in the English language used in radiotelephone communication (for members of the flight crew performing international flights);
- a copy of the document confirming completion of training in human capabilities, including the principles of threat and error management; a copy of the pilot logbook;
- a completed compliance sheet; confirmation of military registration; the original copy of flight crew member licence (in case of licence replacement);
- an electronic copy of the payment details confirming payment for the provision of the public service.
To obtain an external pilot licence, the applicant shall submit the following documents:
- an application;
- copies of documents on graduation from an aviation training center or an aviation educational institution;
- a nomination (recommendation) for aviation personnel, except for aircraft maintenance personnel, certified by the signature and seal (if any) of the organization; two photos (color, matte, 3.5 x 4.5 cm in size with a corner on the right side of a person looking at the photo);
- a copy of the relevant medical licence;
- a copy of the document confirming completion of training in human capabilities, including the principles of threat and error management; a copy of the passport for foreign nationals; the original copy of licence (in case of licence replacement).
To obtain a licence of an air traffic service dispatcher/an air station operator, the applicant shall submit the following documents:
- an application;
- a nomination (recommendation) for aviation personnel, except for aircraft maintenance personnel, certified by the signature and seal (if any) of the civil aviation organization; copies of documents confirming completion of training at an Aviation Training Center;
- a copy of the minutes of the qualification examination;
- two photos (color, matte, 3.5 x 4.5 cm in size with a corner on the right side of a person looking at the photo);
- a copy of the relevant medical licence (for an air traffic controller); a copy of the document confirming completion of training in human capabilities, including the principles of threat and error management;
- a copy of a licence confirming undergoing of proficiency test in the English language used in radiotelephone communication (for international flights management);
- a copy of the passport for foreign nationals; the original licence (in case of licence replacement);
- an electronic copy of the payment details confirming the payment for the provision of the public service.
To obtain a licence of aircraft maintenance personnel, the applicant shall submit the following documents:
- an application;
- a copy of the licence confirming successful completion of initial training at an Aviation Training Center, or a copy (copies) of the licence(s) confirming successful completion of the theoretical examinations under a modular program, provided that no more than 10 years have elapsed since the date of issue of such licence(s), if the applicant has not previously held this licence;
- a copy of the education document; a copy of the individual aircraft maintenance personnel logbook;
- a copy of the practical training assessment form for category A/B1/B2;
- two photos (color, matte, 3.5 x 4.5 cm in size with a corner on the right side of a person looking at the photo);
- a copy of the document confirming completion of training under the “Kazakhstani and International Aviation Legislation” program (corresponding to Module 10RK of the Standard Programs), in case a licence confirming successful completion of theoretical examinations under a modular program issued by a recognized foreign Aviation Training Center;
- a copy of the passport for foreign nationals;
- the original copy of licence and appendices thereto (Item XV) (in case of licence replacement);
- an electronic copy of the payment details confirming the payment for the provision of the public service.
To obtain a licence for light and ultra-light aircraft maintenance personnel, the applicant shall submit the following documents:
- an application;
- a copy of the licence confirming successful completion of initial training at an Aviation Training Center, or a copy (copies) of the licence(s) confirming successful completion of the theoretical examinations under a modular program, provided that no more than 10 years have elapsed since the date of issue of such licence(s), if the applicant has not previously held this licence;
- a copy of diploma on education;
- a copy of the individual aircraft maintenance personnel logbook;
- two photos (color, matte, 3.5 x 4.5 cm in size with a corner on the right side of a person looking at the photo);
- a copy of the document confirming completion of training under the “Kazakhstani and International Aviation Legislation” program (corresponding to Module 10RK of the Standard Programs), in case a licence confirming successful completion of theoretical examinations under a modular program issued by a recognized foreign Aviation Training Center;
- a copy of the passport for foreign nationals;
- a nomination (recommendation) and a decision of the standing qualification commission of non-profit organizations uniting aircraft operators (hereinafter - “non-profit organization”);
- an original copy of licence (in case of licence replacement);
To obtain a licence of a flight support officer or flight dispatcher, the applicant shall submit the following documents:
- an application;
- a copy of the document confirming completion of training at an Aviation Training Center;
- a nomination (recommendation) for other aviation personnel, except for aircraft maintenance personnel, containing objective data and certified by the signature and seal (if any) of the civil aviation organization;
- two photos (color, matte, 3.5 x 4.5 cm in size with a corner on the right side of a person looking at the photo);
- a copy of a document confirming the completion of training on human capabilities, including the principles of controlling threat factors and errors;
- a copy of the passport for foreign nationals; the original copy of licence (in case of licence replacement);
To extend the validity period of an aircraft maintenance personnel licence, the applicant shall submit the following documents:
- an application;
- an original copy of licence and appendix thereto (clause XV).
To extend the validity period of a licence for light and ultra-light aircraft maintenance personnel, the applicant shall submit the following documents:
- an application;
- a nomination (recommendation) and a decision of the standing qualification commission of the non-profit organization;
- an original copy of a licence.
To extend the validity period of a licence of the flight support officer or flight dispatcher, the applicant shall submit the following documents:
- an application drawn up in any form (indicating IIN, contact details (telephone number and postal address), as well as consent to the use of information constituting a legally protected secret contained in information systems;
- copies of documents confirming a recent completion of advanced training courses;
- a copy of a document confirming the completion of training on human capabilities, including the principles of controlling threat factors and errors;
- an original copy of a licence.
For the endorsement of qualification and special ratings in a flight crew member licence, the applicant shall submit the following documents:
- an application:

For the extension of the validity period of qualification and special ratings in a flight crew member licence, the applicant shall submit the following documents:
- an application:

- copies of documents confirming completion of the most recent instructor proficiency maintenance courses (if applicable);
- a copy of the relevant medical licence; a copy of the licence and appendices thereto (if any);
- an electronic copy of the payment details confirming the payment for the provision of the public service.
To extend the validity period of a special mark on the knowledge of the language used in radiotelephone communication in the licence of flight crew members, the applicant shall submit the following documents:
- an application drawn up in any form (indicating IIN, contact details (telephone number and postal address), as well as consent to the use of information constituting a legally protected secret contained in information systems;
- a copy of the licence confirming successful completion of the English language proficiency test for radiotelephony communications; a copy of the licence and appendices thereto (if any).
To extend the validity of qualification and special marks in an external pilot licence, the applicant shall submit the following documents:
- an application drawn up in any form (indicating IIN, contact details (telephone number and postal address), as well as consent to the use of information constituting a legally protected secret contained in information systems;
- a copy of the relevant medical licence;
- copies of documents confirming completion of the most recent refresher training or professional proficiency maintenance courses in the relevant specialty;
- a copy of the licence and appendices thereto (if any).
For the endorsement or extension of the validity period of qualification ratings in the licence of an air traffic service controller or an aviation station operator, the applicant shall submit the following documents:
- an application drawn up in any form (indicating IIN, contact details (telephone number and postal address), as well as consent to the use of information constituting a legally protected secret contained in information systems;
- a copy of the minutes of the qualification examination; a copy of the relevant medical licence (for an air traffic controller);
- copies of documents confirming completion of the most recent professional proficiency maintenance courses in the relevant specialty; a copy of the appendix to the licence;
- an electronic copy of the payment details confirming the payment for the provision of the public service.
For the endorsement and/or extension of the validity period of a special rating in the licence of an air traffic service controller or an aviation station operator, the applicant shall submit the following documents:
- an application drawn up in any form (indicating IIN, contact details (telephone number and postal address), as well as consent to the use of information constituting a legally protected secret contained in information systems;
- copies of documents confirming completion of the most recent refresher training or instructor proficiency maintenance courses, and a copy of the minutes of the qualification examination (when endorsing or extending the validity period of an instructor special rating);
- copies of documents confirming successful completion of the English language proficiency test for radiotelephony communications (when endorsing or extending the validity period of the special rating for language proficiency used in radiotelephony communications);
- a copy of the appendix to the licence;
- an electronic copy of the payment details confirming the payment for the provision of the public service.
For the endorsement of a qualification rating in the “Ratings” column of an aircraft maintenance personnel licence under category B1 or B2, the applicant shall submit the following documents:
- an application indicating the types of aircraft, engine, and the licence category;
- copies of documents on undergoing of practical and theoretical elements of the training course for the type of aircraft, and, if necessary, practical training records.
- It is allowed to submit a licence issued upon completion of practical on-the-job training, provided that such licence is approved by the authorized organization in respect of the maintenance and repair organization that conducted the training;
- the original copy of licence and appendices thereto (if necessary);
- an electronic copy of the payment details confirming the payment for the provision of the public service.
For the endorsement of a category C qualification rating in the “Ratings” column of an aircraft maintenance personnel licence, the applicant shall submit the following documents:
- an application indicating the types of aircraft, engine, and the licence category;
- copies of licences confirming the completion of training for the type of aircraft and passing exams after the theoretical part of training at level 3 (for the first entry of "C" category ), and for each subsequent entry in "C" category: licences proving training for the requested type of aircraft at level 1 (general introductory course with the aircraft).
- If an applicant for "C" category receives this qualification mark through "B1" or "B2" categories of the same type of aircraft and engine that are already included in the licence, the provision of a separate licence of theoretical training is not required;
- a copy of the individual aircraft maintenance personnel logbook;
- the original copy of licence and appendices thereto (if necessary);
- an electronic copy of the payment details confirming the payment for the provision of the public service.
For the endorsement of a full rating of subgroup 2a, 2b, or 2c within group 2 under Category B1 or B2 in the “Ratings” column of an aircraft maintenance personnel licence, the applicant shall submit the following documents:
- an application;
- in accordance with the list of core requirements for the provision of the public service, indicating the requested full subgroup rating within group 2 and the licence category;
- copies of documents on undergoing of practical and theoretical elements of the training course for the type of aircraft, and, if necessary, on-the-job training (OJT);
- a copy of the individual aircraft maintenance personnel logbook;
- the original copy of licence and appendices thereto (if necessary);
- an electronic copy of the payment details confirming the payment for the provision of the public service.
For the endorsement of a full subgroup 2a, 2b, or 2c rating within group 2 under category C in the “Ratings” column of an aircraft maintenance personnel licence, the applicant shall submit the following documents:
- an application indicating the requested subgroup within group 2 and the licence category;
- copies of licences confirming completion of aircraft type training and successful passing of the examinations following the theoretical phase of training at Level 3 for at least three aircraft types within the relevant subgroup;
- a copy of the individual aircraft maintenance personnel logbook;
- the original copy of licence and appendices thereto (if necessary);
- an electronic copy of the payment details confirming the payment for the provision of the public service.
For the endorsement of a full group 3 rating under category B1 or B2 in the “Ratings” column of an aircraft maintenance personnel licence, the applicant shall submit the following documents:
- an application indicating the requested full Group 3 rating and the licence category;
- copies of documents on undergoing of practical and theoretical elements of the training course for the type of aircraft, and, if necessary, on-the-job training (OJT);
- It is allowed to submit a licence issued upon completion of practical on-the-job training, provided that such licence is approved by the authorized organization in respect of the maintenance and repair organization that conducted the training;
- a copy of the individual aircraft maintenance personnel logbook;
- the original copy of licence and appendices thereto (if necessary);
- an electronic copy of the payment details confirming the payment for the provision of the public service.
For the endorsement of a full group 3 rating under category C in the “Ratings” column of an aircraft maintenance personnel licence, the applicant shall submit the following documents:
- an application indicating the requested full Group 3 rating and the licence category;
- copies of licences confirming completion of aircraft type training and successful passing of the examinations following the theoretical phase of training at level 3;
- a copy of the individual aircraft maintenance personnel logbook;
- the original copy of licence and appendices thereto (if necessary);
- an electronic copy of the payment details confirming the payment for the provision of the public service.
For the endorsement of qualification and special ratings in a Light and Ultra-Light Aircraft Maintenance Licence (LAML), the applicant shall submit the following documents to the non-profit organization:
- an application; copies of documents confirming completion of training at an Aviation Training Center for the relevant aircraft type or category;
- a copy of the individual aircraft maintenance personnel logbook confirming work experience; a copy of the proficiency check report for light and ultra-light aircraft maintenance personnel under category B3;
- a copy of the document on the completion of training under the program "Human capabilities, in relation to aircraft maintenance" (corresponding to the program of module 9 of Standard Programs).
Replacement of an aviation personnel certificate and/or its annex:
In the event of loss, theft, or damage of a licence, the applicant shall submit the documents in accordance with the established list for obtaining the relevant aviation personnel licence, along with an electronic copy of the payment details confirming payment for the provision of the public service.
In the event of a change of surname, name, or patronymic (if any), including a change in the format of the valid licence or other technical reasons, the applicant shall submit the following documents:
- an application;
- a copy of the passport for foreign nationals;
- two photos (color, matte, 3.5 x 4.5 cm in size with a corner on the right side of a person looking at the photo) or a digital photograph (3.5 × 4.5 cm, at least 413 × 531 pixels) in case of replacement with a licence in the form of a plastic card;
- an electronic copy of the specimen of the personal signature (in case of replacement with a licence in the form of a plastic card);
- an electronic copy of the payment details confirming the payment for the provision of the public service.
