The service has been launched in pilot mode on the e-Government portal.
How to get the service online
- Sign in on the Portal and click "Order Service Online" button.
- Sign an application using DS (digital signature) or an SMS password (registration in the Mobile Citizens Database is required).
- In your personal account (in the "History of Obtained Services") familiarize with a generated electronic document and notification on the service delivery status.

How to get the service at "Government for Citizens" Public Corporation (required documents):
- An applicant (or his/her representative based on a notarized power of attorney) submits an application.
- An ID document in accordance with Clause 1 of Article 6 of the Law of the Republic of Kazakhstan "On Identity Documents", or an electronic document from the Digital Documents service, or a kandas certificate for persons having a kandas status, or an electronic document from the Digital Documents service (for identification).
- For residents of Baikonur: a certificate from the Department for accounting and registration of citizens of the housing sector of Baikonur.
- Birth certificate(s) for a child (children), or an electronic document from the Digital Documents service (or a certificate containing information from vital record on birth) for identification.
- Documents or information confirming family relations with a deceased (recognized by the court as missing or declared dead), birth certificate for a child (children), certificate of registration of a child birth outside the Republic of Kazakhstan issued by authorized authorities of foreign states in the presence of consular legalization or a special stamp (apostille), marriage (divorce) certificate and certificate on adoption/ establishment of paternity (motherhood).
- Certificate from an organization of general secondary, technical, vocational, post-secondary, higher, postgraduate education certifying that family members aged eighteen to twenty-three are students or full-time students in accordance with Appendix 4 (updated annually).
If a child is studying in an educational institution outside the Republic of Kazakhstan, than a certificate from an educational organization should contain full name of an educational institution, full name of a student, date of birth, form of study (if any), course and period of study at a specified course, seal of an educational organization and signature of an authorized person.
If a student has an academic leave, it should be confirmed by a certificate from an educational organization.
- When establishing guardianship (custodianship), a document confirming the establishment of guardianship (custodianship) is submitted.
Submission of documents is not required if they can be obtained from state information systems, including from the Digital Documents service.
Upon submission of the specified documents to the Public Corporation, a tear-off slip is issued to an applicant certifying acceptance of documents.
Via the proactive service:
- To get a welfare payment in case of loss of breadwinner, an applicant needs to provide consent for obtainment of a proactive service, accept obligations and confirm/provide a bank account number using a mobile communication device.
However, provision of bank account number is not required if it can be received from a second-tier bank.
Service providers get digital documents from the Digital Documents service through the implemented integration subject to the consent of a document owner provided via a phone number registered on the Portal by indicating a one-time password or sending a short text message as a response to the Portal notification.
Result of the service delivery
Notification on assignment (refusal to assign) of welfare payment in case of loss of breadwinner.
Via the Portal: an electronic notification on assignment (refusal to assign) of welfare payment in case of loss of breadwinner certified by digital signature of a head of the Fund's branch. It is sent to an applicant's personal account on the Portal.
When provided through the proactive service: SMS notification sent to an applicant's phone number.
