Recovery of pecuniary losses caused to small/medium businesses as the result of floods in 2024
How to submit an appeal via the e-Otinish portal:
- Log in on the portal and click "Request Online" button.
- Submit an appeal to the government agencies.
- Fill-in the form.
- Sign an appeal using DS issued by the National Certification Authority of the Republic of Kazakhstan (NCA RK) and send it to a government agency.

Recovery for pecuniary losses is provided for lost or damaged property of small/medium businesses, except for insured property, payments for which are made by insurance companies.
The following types of property are subject to recovery:
Goods and materials, fixed assets (except for real estate) - based on information from the state revenue authorities depending on the average monthly amount of turnover or income of a business entity.
Immovable property (buildings and structures) - according to the provided statement of damage, design estimates and cost estimates.
Movable property - according to the estimates for restoration repair; property evaluation report, taking into account movable property wear and tear on the day of damage.
- Payments will be made out of the state budget and extra-budgetary funds in the regions.
- The provisions do not cover recovery of pecuniary losses caused to subjects of large business and agroindustrial complex entities.
- The decision on recovery is made by the regional commission established by decision of local executive bodies.
- If a small/medium business entity does not agree with the amount of recovery, then the amount of damage is determined through the legal expertise.
The deadline for submitting applications is November 30, 2024.

To get the recovery, property owners need to submit an application for recovery for pecuniary losses and supporting documents.
If a property owner cannot apply in person, his/her interests may be represented by a trusted person according to the civil legislation.
