How to get a service at a government agency and "Government for Citizens" Public Corporation(required documents):
Acceptance of documents is carried out based on an electronic queue at the Public Corporation branch located at the place of a service recipient registration.
Acceptance of applications and issuance of public service delivery results are performed via:
1) Public Corporation: in case of applying for assignment of a special welfare payment.
2) Service Provider: upon initial disability confirmation.
3) Mobile communication device.
- When applying for the public service delivery to the Public Corporation, an applicant (or his/her representative under a notarized power of attorney) submits an application in the form pursuant to Appendix 1, to the service provider: in the form pursuant to Appendix 2.
- A service recipient`s ID document (ID card, stateless individual certificate, residence permit of a foreigner) or an electronic document from the Digital Documents service (for identification)
- For residents of Baikonur: information confirming registration at a permanent place of residence in a locality within the border territory.
Information about an applicant`s ID documents confirming registration at the place of residence, a birth certificate of a child (children) or an extract from a birth certificate (for registrations made on the territory of the Republic of Kazakhstan after August 13, 2007), a marriage certificate (for registrations made on the territory of the Republic of Kazakhstan after June 1, 2008) as well as statement on disability issued by medical and social assessment entity are received from the relevant state information systems through the e-Gov Gateway.
Service providers get digital documents from the Digital Documents service through the implemented integration subject to the consent of a document owner provided via a phone number registered on the Portal by indicating a one-time password or sending a short text message as a response to the Portal notification.
The documents confirming the right to receive benefits are as follows
- For veterans of the Great Patriotic War: a certificate of a veteran of the Great Patriotic War.
- For Heroes of the Soviet Union, Socialist Labour, holders of the Order of Labor Glory of three classes: an award certificate.
- For individuals awarded the honorary title "Kazakstannyn Garyshker-Ushkyshy": a document confirming the assignment of the honorary title "Kazakstannyn Garyshker-Ushkyshy".
- For individuals awarded the title "Halyk Kaharmany": a document confirming the assignment of the title "Halyk Kaharmany".
- For individuals awarded the title "Kazakhstan Yenbek Yeri": a document confirming the assignment of the title "Kazakhstan Yenbek Yeri".
- For individuals equated to the participants of the Great Patriotic War in respect of benefits:
Based on the list of cities and periods of warfare in accordance with Annex 6 to the Rules and the list of states, territories and periods of warfare in accordance with Annex 8 to the Rules:
- military personnel, as well as those from commanding and enlisted personnel who worked at the internal affairs and state security bodies of the former Union of Soviet Socialist Republics, who served during the Great Patriotic War in cities defense of which was counted in the length of service until January 1, 1998 for the appointment of pensions on preferential terms established for military units of the field army: a certificate issued by a relevant agency of the former USSR according to the forms valid until January 1, 1992;
- civilian personnel of the Soviet Army, Navy, troops and internal affairs and state security bodies of the former USSR who held regular positions in military units, headquarters, institutions that were part of the active army during the Great Patriotic War, or who were in the corresponding periods in cities whose participation in the defense was counted until January 1, 1998 in the length of service for the appointment of pensions on preferential terms established for military personnel of the field army: a certificate issued by a relevant agency of the former USSR according to the forms valid until January 1, 1992;
- individuals who during the Great Patriotic War were part of units, headquarters and institutions that belonged to the field army and navy as sons (pupils) of regiments and sailor boys: a certificate issued by a relevant agency of the former USSR according to the forms valid until January 1, 1992;
- individuals who took part in combat actions against Nazi Germany and its allies during the Second World War on the territory of foreign countries as part of partisan detachments, underground groups and other anti-fascist formations: a certificate issued by a relevant agency of the former USSR according to the forms valid until January 1, 1992;
- employees of special formations of the People's Commissariat of Railways, the People's Commissariat of Communications, the floating composition of fishing and transport vessels and the flight-lifting structure of aviation, the People's Commissariat of the Fishing Industry of the former USSR, the sea and River Fleet, the flight-lifting structure of the Main Sea Route, transferred during the Great Patriotic War to the position of military personnel and performed tasks in the interests of the active army and navy within the rear borders of the active fronts, operational zones of fleets, as well as crew members of the transport fleet ships interned at the beginning of the Great Patriotic War in ports of other states: a certificate issued by a relevant agency of the former USSR according to the forms valid until January 1, 1992;
- citizens who worked during the siege in Leningrad at enterprises, institutions and organizations of the city and were awarded the medal "For the Defense of Leningrad" and the sign "To a resident of besieged Leningrad": a certificate to the medal "For the Defense of Leningrad" or to the sign "To a resident of besieged Leningrad" or a certificate issued by a relevant agency of the former USSR according to the forms valid until January 1, 1992;
- former minor prisoners of concentration camps, ghettos and other places of forced detention created by the fascists and their allies during the Second World War: a certificate of a former minor prisoner, or an archival certificate of forced detention in concentration camps, ghettos and other places of forced detention created by the fascists and their allies during the Second World War or a certificate issued by a relevant agency of the former USSR according to the forms valid until January 1, 1992;
- individuals who took part in Chernobyl disaster mitigation effort (hereinafter: Chernobyl) in the period 1986 and 1987, other radiation disasters and accidents at civilian or military facilities, as well as those who participated directly in nuclear tests: a certificate of a participant in Chernobyl disaster mitigation effort or a document confirming participation in the Chernobyl disaster mitigation effort or other radiation disasters and accidents at civilian or military facilities, participation directly in nuclear tests or a certificate from a local military authority confirming participation in the elimination of radiation disasters and accidents at military facilities or for civilian purposes, participation directly in nuclear tests.
- For persons receiving benefits and equated to persons with disabilities due to injury, contusion, maim or illness received during the Great Patriotic War:
- military personnel who became disabled in the result of injury, contusion, maim received in the defense of the former USSR, while performing other duties of military service in other periods or as a result of illness associated with being at the front, as well as during military service in Afghanistan or other states in which military operations were conducted: a certificate of a disabled person from among military personnel (certificate of a disabled served at Soviet Army and having the right to benefits), a certificate of injury, contusion, maim, disability, a certificate of a local military administration body confirming the fact of participation in combat actions or a certificate issued by a relevant agency of the former USSR according to the forms valid until January 1, 1992;
- officers and other ranks of the state security bodies of the former USSR and internal affairs bodies who became disabled in the result of injury, contusion, maim received during performance of official duties, or in the result of illness associated with being at the front or performing official duties in the states where military operations were conducted: a certificate issued by a relevant agency of the former USSR according to the forms valid until January 1, 1992; a certificate of injury, contusion, injury, disability, a corresponding certificate from the internal affairs bodies, National Security Committee;
- workers and employees of relevant categories serving active military contingents in other countries and who have become disabled in the result of injury, contusion, maim or illness received during the combat actions: a certificate issued by a relevant agency of the former USSR according to the forms valid until January 1, 1992; a certificate of injury, contusion, maim, disability; a document confirming the relevant category and occurrence of disability when working for active military contingents of other countries;
- individuals from among the fighters and command staff of fighter battalions, platoons and detachments for the protection of the people, who operated in the period from January 1, 1944 to December 31, 1951 on the territory of the Ukrainian SSR, Belarus SSR, Lithuanian SSR, Latvian SSR, Estonian SSR, who became disabled in the result of injury, contusion or maim received in the line of duty in these battalions, platoons, detachments: a certificate issued by a relevant agency of the former USSR according to the forms valid until January 1, 1992; a certificate of injury, contusions, maim, disability; certificate of a local military authority confirming the fact of participation in combat actions;
- individuals who became disabled in the result of the Chernobyl disaster and other radiation disasters and accidents at civilian or military facilities, nuclear weapons testing and their children whose disability is genetically related to radiation exposure of one of the parents: a certificate issued by a relevant agency of the former USSR according to the forms valid until January 1, 1992; a certificate of a local body under an authorized government agency in the field of social protection of the population on disability due to the elimination of the Chernobyl accident or other radiation disasters and accidents at civilian or military facilities, nuclear weapons testing or statement issued by the Regional Expert Council on the establishment of causal links of the disease with radiation exposure.
- For veterans of military operations on the territory of other states:
Based on the list of periods of warfare on the territory of other states in accordance with Annex 7 and the list of states, territories and periods of warfare in accordance with Annex 8:
- participants in military operations on the territory of other states, namely: military personnel of the Soviet Army, Navy, State Security Committee, officers and enlisted personnel of the Ministry of Internal Affairs of the former USSR (including military specialists and advisers) who, in accordance with the decisions of the government bodies of the former USSR took part in military operations on the territory of other states; Conscripts who were called up for training camps and sent to Afghanistan during the period of military operations; Military personnel of automobile battalions sent to Afghanistan to deliver goods to this country during the period of hostilities; Military aircrew who flew combat missions to Afghanistan from the territory of the former USSR;
- workers and employees who served the Soviet military contingent in Afghanistan, who were wounded, concussed or maimed, or awarded orders and medals of the former USSR for participation in ensuring combat operations: a certificate issued by the relevant bodies of the former USSR in accordance with the forms valid on January 1, 1992;
- a certificate from a local military administration body confirming participation in military operations on the territory of other states or a military ID with a mark on participation in military operations on the territory of other states, a document confirming work on servicing the Soviet military contingent in Afghanistan and medical documents confirming injury, contusion, maim, certificates for orders and medals of the former USSR for participation in the provision of military operations;
- military servicemen of the Republic of Kazakhstan who performed tasks in accordance with interstate treaties and agreements to strengthen the protection of the border of the Commonwealth of Independent States in the Tajik-Afghan section: a certificate from a local military administration confirming participation in the protection of the border of the Commonwealth of Independent States in the Tajik-Afghan section;
- military servicemen of the Republic of Kazakhstan who participated as peacekeepers in the international peacekeeping operation in Iraq in the period from August 2003 to October 2008: a certificate from a local military authority confirming participation in the peacekeeping operation in Iraq;
- military personnel, as well as officers and enlisted personnel of the internal affairs and state security bodies of the former USSR who participated in the settlement of the interethnic conflict in Nagorno–Karabakh in the period from 1986 to 1991: a certificate from a local military administration confirming participation in the settlement of the interethnic conflict in Nagorno-Karabakh.
- For widows who have not re-married after soldiers died (gone missing) in the Great Patriotic War: a certificate or a death notice or a certificate from a local military administration body confirming death or a fact of missing, documents confirming family ties with a serviceman (marriage certificate, birth certificate of children).
- For a spouse of a deceased person with a disability due to injury, contusion, maim or disease received during the Great Patriotic War, or a person equated to persons with disabilities due to injury, contusion, maim or disease received during the Great Patriotic War, as well as a spouse of a deceased participant in the Great Patriotic War, partisan, underground worker, citizen awarded the medal "For the Defense of Leningrad" or the sign "To a resident of besieged Leningrad", recognized as persons with disabilities as a result of systemic disease, labour injury and other reasons (except illegal ones) who did not re-marry: marriage certificate, death certificate of a spouse, a document confirming the disability of a spouse.
- For families of:
- military personnel who died (gone missing) or died in the result of injury, contusion, maim, disease received during combat operations in Afghanistan or in other states in which combat operations were conducted: notification or death certificate of a deceased, certificate of a local military authority on the fact of death or disappearance of a serviceman, a document confirming kinship with a deceased (marriage certificate, birth certificate of children);
- military personnel who died during military service in peacetime: notification or death certificate of a deceased, certificate of a local military authority on the fact of death or gone missing of a serviceman during military service in peacetime, a document confirming kinship with a deceased (marriage certificate, birth certificate of children);
- employees of internal affairs bodies who died in the line of duty: a notice or death certificate of a deceased, a certificate from the internal affairs bodies or a document confirming the fact of death in the line of duty, a document confirming family ties with a deceased (marriage certificate, birth certificate of children);
- those who died during Chernobyl disaster mitigation effort and other radiation disasters and accidents at civilian or military facilities: a death certificate of a deceased, a document confirming that death occurred during Chernobyl disaster mitigation effort and other radiation disasters and accidents at civilian or military facilities, a document confirming family ties with a deceased (marriage certificate, birth certificate of children);
- individuals who died in the result of radiation sickness or deceased disabled persons, as well as citizens whose death is associated with the impact of the Chernobyl nuclear power plant disaster and other radiation disasters and accidents at civilian or military facilities and nuclear tests in accordance with the established procedure: a death certificate of a person died due to radiation sickness or a deceased disabled person, as well as a citizen whose death is in accordance with the established procedure associated with the impact of the Chernobyl nuclear power plant disaster and other radiation disasters and accidents at civilian or military facilities and nuclear tests, a document confirming that death occurred due to radiation exposure, a document confirming kinship with a deceased (marriage certificate, birth certificate of children).
- For individuals awarded orders and medals of the former Union of Soviet socialist republics in accordance with Annex 9 to the Rules for selfless labor and perfect military service in the rear during the great Patriotic war: a certificate issued by the relevant authorities of the former Soviet Union in the forms relevant for January 1, 1992 or a certificate for the award, archival reference, or employment history with a record of the fact of awarding.
- For individuals who worked (served) for at least 6 months from June 22, 1941 to May 9, 1945, and who were not awarded orders and medals of the former USSR for selfless work and impeccable military service in the rear during the Great Patriotic War: an employment record or other documents containing information about work from June 22, 1941 to May 9, 1945, a military ID card or a certificate containing information on the period of military service from June 22, 1941 to May 9, 1945.
Also, the following refers to the documents containing information on employment from June 22, 1941 to May 9, 1945:
- documents containing information about the periods of work issued from the place of work, as well as archival institutions;
- extracts from orders, personal accounts and payroll statements;
- membership cards or registration cards of members of the Communist party or trade unions;
- decisions made by commissions on recognition of work experience and on appointment of pensions, which carried out activities in accordance with previous legislation;
- court decisions;
- decisions made by special commissions;
- certificate of entitlement to benefits issued before 1998;
- certificates confirming the fact of studying at industrial specialized schools.
- For individuals from among the participants of Chernobyl disaster mitigation effort in 1988-1989, evacuated (independently left) from the exclusion zones and resettlement to the Republic of Kazakhstan, including children who were in an intrauterine state on the day of evacuation: a certificate of a participant in the liquidation of the Chernobyl disaster or a document confirming the fact of participation in the liquidation of the Chernobyl disaster, a birth certificate of children.
- For persons with disabilities of the first, second and third groups who have been assigned age pension payments or superannuation pension payments, except for those receiving an additional payment to age pension payments up to the amount of a monthly disability allowance, as well as persons with disabilities of the first, second and third groups, including children with disabilities from seven up to eighteen years of age of the first, second, third groups living in Baikonur, subject to receiving a disability pension in accordance with the legislation of the Russian Federation: a certificate of disability, a document confirming receipt of a disability pension in accordance with the legislation of the Russian Federation.
- For children with disabilities up to seven years old living in Baikonur, subject to receiving a disability pension in accordance with the legislation of the Russian Federation: a certificate of disability, a document confirming receipt of a disability pension in accordance with the legislation of the Russian Federation.
- For victims of political repressions; individuals who have suffered from political repressions, who have disabilities or are pensioners: a certificate of disability, pension certificates, certificates of a rehabilitated citizen or certificates of rehabilitation from the prosecutor's office, or internal affairs bodies, or national security, or a court decision on rehabilitation.
- For individuals who have been awarded pensions for special services to the Republic of Kazakhstan: a certificate of person receiving merit pension or an extract from the decision of the Commission for the Establishment of Pensions for Special Services to the Republic of Kazakhstan under the Cabinet of Ministers of the Republic of Kazakhstan on the assignment of pensions for special services to the Republic of Kazakhstan.
- a service recipient`s ID document (ID card, stateless individual certificate, residence permit of a foreigner or an electronic document from the digital documents service (for identification).
In case of applying for the assignment of benefits to a caregiver, individuals having kandas status are provided with:
- kandas ID card (for identification);
- a document confirming information about a bank account number set up at an authorized organization for the issuance of benefits (for identification);
- information about a legal capacity of an individual identified as a caregiver is verified based on an ID document through the "Individuals" State Database;
- information on the absence of registration at a mental health center.
For assignment of a welfare payment through a proactive service:
- A service recipient's consent to get a proactive service, as well as confirmation or provision of a bank account number via a service recipient's mobile device.
Public service delivery options:
1) Via a service provider (upon initial disability confirmation):
- assignment of a special welfare payment to persons with disabilities of the first, second and third groups who have been assigned age pension payments or pension payments for years of service, except for those receiving an additional payment to age pension payments up to the size of the state social disability benefit, as well as persons with disabilities of the first, second and third groups living in Baikonur, subject to receiving a disability pension in accordance with the legislation of the Russian Federation;
- assignment of a special welfare payment to children with disabilities up to seven years old living in Baikonur, subject to receiving a disability pension in accordance with the legislation of the Russian Federation;
- assignment of a special welfare payment to children with disabilities from seven to eighteen years of age of the first, second, third groups living in Baikonur, subject to receiving a disability pension in accordance with the legislation of the Russian Federation;
2) Via the Public Corporation:
- all subtypes;
3) Via a mobile device:
- assignment of a special welfare payment to persons awarded the "Halyk Kaharmany" title;
- assignment of a special welfare payment to persons awarded the "Kazakhstan Yenbek Yeri" title.
