Information on selection of military servicemen – cadets to military educational institutions of foreign countries

Selection

Selection of military servicemen for training in foreign institutions that implement postgraduate education programs is performed by the National University of Defense name after the First President of the Republic of Kazakhstan – Yelbasy pursuant to the international treaties of the Republic of Kazakhstan and contracts as well as invitations to study under the procedure established by the Rules for admission for training in military educational institutions subordinate to the Ministry of Defense of the Republic of Kazakhstan that implement educational programs of the relevant level approved by the Order of Minister of Defense of the Republic of Kazakhstan as of January 22, 2016 No. 35 (registered in the Register of Public Registration of Legal Acts under No. 13268).     

Selection for training in the foreign universities implementing higher education educational programs is carried out from among the military personnel enrolled in the first year of higher military educational institutions subordinate to the Ministry of Defense of the Republic of Kazakhstan (hereinafter: University of the Ministry of Defense of the Republic of Kazakhstan) for the purpose of further study in foreign universities on the basis of a request submitted to the head of University of the Ministry of Defense of the Republic of Kazakhstan until August 15 of an enrollment year.

Enrollment of citizens to universities under the Ministry of Defense of the Republic of Kazakhstan for purpose of further study under the higher education program in foreign universities is carried out pursuant to the order of the Minister of Defense of the Republic of Kazakhstan as of January 22, 2016 No. 35 "On approval of the Rules for enrollment to military educational institutions subordinate to the Ministry of Defense of the Republic of Kazakhstan implementing educational programs of the appropriate level" (registered in the Register of State Registration of Regulatory Legal Acts under No. 13268). The major subjects of UNT for admission to medical/ musical and translation specialties are as follows: biology, chemistry for medical specialties, a creative exam for musical specialties, and a foreign language for translation.

The list of foreign universities for which selection is carried out, as well as information on the requirements, conditions and selection procedure is published in local military administration bodies until May 1 of enrollment year.

A request should contain a military rank, surname, name and patronymic (if any), year and month of birth, name of a foreign university and specialty to which a candidate wishes to enroll.

A request should be submitted along with an autobiography (written in one`s own hand),
3 photos (without a headdress, 4.5 x 6 cm).

A serviceman, who does not agree with the results of selection stage, submits a written statement (in any form) to a chairman of the commission within one working day.

The commission's decision regarding an application drawn up as a protocol is made within one working day from the date of an application receipt.

The commission's decision on the selection for study or refusal indicating the personal data of military personnel is submitted to a structural unit of the Ministry of Defense of the Republic of Kazakhstan in charge of military education.

Military personnel familiarize with the commission's decision in writing.

Selection procedure

Selection of military personnel to foreign universities implementing higher military educational programs who meet the requirements of both professional selection and foreign universities is carried out in three stages:

1) during the first stage the lists of military personnel are formed based on the received documents specified in Clause 3 of the Rules;

2) during the second stage testing is carried out in the language of instruction in which a serviceman will be trained at a foreign educational organization. Testing in the language of instruction is carried out to determine the level of proficiency. The test questions are compiled based on the basic secondary education program and consist of 30 questions, where 1 question equals 1 point. The threshold level is 10 points.

Psychophysiological and polygraphological research is conducted with military personnel selected for the specialties of the military intelligence bodies of the Ministry of Defense of the Republic of Kazakhstan.

3) during the third stage a competitive selection is carried out. The competitive selection is carried out by the selection commission and includes drawing up of rating of applicants from the maximum to the minimum rating score.

Military personnel who were not recommended based on the results of testing are considered to fail the stage.

The rating is generated by summing up the results of testing in the language of instruction and the UNT results.

Military personnel placed from the first number to the number corresponding to the number of allocated places in the rating according to the recruitment plan and who have overcome the threshold level of the second selection stage are sent for training.

Undergoing of each stage of the competition is allowed once only. An applicant who has not passed the previous stage is not allowed to the next stage.

In cases when a foreign university requests higher medical requirements for physical fitness, prior to August 25 of enrollment year, military personnel are subject to referral for an unscheduled inpatient (outpatient) medical examination in accordance with the Rules for military medical examination in the Armed Forces of the Republic of Kazakhstan approved by the Order of the Minister of Defense of the Republic of Kazakhstan as of July 2, 2015 No. 373 (registered in the Register of State Registration of Regulatory Legal Acts under No. 11846).

If enrollment requirements to a foreign university differ from enrollment requirements specified in the Rules, selection is carried out in accordance with international treaties of the Republic of Kazakhstan as well as invitations to study.

A receiving party conducts a selection, interviewing and/or exams with applicants to check their compliance with the requirements. The results of an interview and/or exams are crucial for enrollment.

The selected military personnel are sent to foreign universities based on the order of the Minister of Defense of the Republic of Kazakhstan.

The Personnel Department of the University under the Ministry of Defense of the Republic of Kazakhstan makes an entry on the direction for further study at a foreign university with reference to the order of the Minister of Defense of the Republic of Kazakhstan in the contract on military service concluded upon admission to the University of the Ministry of Defense of the Republic of Kazakhstan with a serviceman selected for training at a foreign university. The entry made is provided to a serviceman for familiarization and should be signed by him/her and is attached to a personal file.

Military personnel selected to continue their studies in foreign universities are included into the lists of personnel of the University under the Ministry of Defense of the Republic of Kazakhstan from which they entered foreign universities and are provided with the required types of allowances in accordance with international treaties of the Republic of Kazakhstan as well as invitations to study.
