As part of the "Amanat" roadmap for 2021-2025 titled "The Path to Change: A Decent Life for Everyone!", an increase in the scholarships is scheduled starting from September 1, 2023.

Thus, an increase by 20% will be made for bachelors (from KZT 36.660 to KZT 41.898, pedagogical sciences from KZT 58.800 to KZT 67.200). To implement the increase, the budget funds in the amount of KZT 39.4 billion were allocated.

An increase by 15% will be made for master`s degree students and doctoral students (from KZT 86.987 to KZT 97.024, for doctoral students from KZT 195.000 to KZT 217.500, respectively). To implement the increase, the budget funds in the amount of KZT 15.2 billion were allocated.

The work has been underway since 2020 and pursuant to the roadmap, the scholarships will be doubled by 2025.

In September 2023, it is planned to increase scholarships for university students as follows:

1) for students studying in educational institutions implementing educational programs of higher education, except for students majoring in pedagogical and healthcare sciences: from KZT 36660 to KZT 41898;

2) for students studying pedagogical sciences at educational organizations implementing higher education programs: from KZT 58800 to KZT 67200;

3) for students studying healthcare sciences at educational organizations implementing higher education programs: from KZT 58800 to KZT 67200;

4) for resident doctors: from KZT 61660 to KZT 75890;

5) for master`s degree students: from KZT 86987 to KZT 97024;

6) for master`s degree students studying at the "Nazarbayev University" autonomous educational organization: KZT 162500 (one hundred sixty-two thousand five hundred);

7) for doctoral students: from KZT 195.000 to KZT 217.500;

8) for doctoral students majoring in "Healthcare": from KZT 195.000 to KZT 217.500;

9) for resident doctors and master`s degree students majoring in "Healthcare" from KZT 100036 to KZT 111 579;

10) for master`s degree students of the Academy of Justice under the Supreme Court of the Republic of Kazakhstan sent to study by government agencies: according to an official salary at the last place of work, but not lower than the amount of the state scholarship established for master`s degree students studying under the state educational order;

11) for students studying in educational institutions implementing educational programs of technical and vocational education for working qualifications: from KZT 21787 to KZT 31422.

To ensure the increase implementation, a draft resolution of the Government of the Republic of Kazakhstan "On amendments to the Resolution of the Government of the Republic of Kazakhstan as of February 7, 2008 No. 116 "On approval of the Rules for assignment, payment and amount of state scholarships to students in educational institutions" has been developed. The project will allow increasing income for more than 133 thousand students. 

In the draft budget for 2024-2026, the amounts needed to increase the scholarships are stated to the full extent (in the amount of KZT 131.3 billion for 2026).
