Each citizen in Kazakhstan can get a free-of-charge medical assistance, i.e. statutory free-of-charge medical assistance (SFMA).

Statutory free-of-charge medical assistance is provided to citizens of the Republic of Kazakhstan, kandas, foreigners and stateless individuals permanently residing in the territory of the Republic of Kazakhstan at the expense of budget funds and includes preventive, diagnostic and therapeutic medical services that have the highest proven effectiveness, as well as pharmaceutical assistance.

Statutory free-of-charge medical assistance is funded through allocation of funds from the national and local budgets.

Statutory free-of-charge medical assistance includes:

Provision of specialized medical assistance, including remedial treatment and medical rehabilitation of patients with tuberculosis and those who had tuberculosis pursuant to the standard for medical assistance for tuberculosis patients approved by an authorized body, when providing in-patient medical assistance.

Provision of medical assistance for diseases that occur in emergency situations.

Forensic medical examination.

Statutory free-of-charge medical assistance delivered at the expense of a local budget, includes: Primary health care; consulting and diagnostic assistance provided by specialized out-patient organizations and by primary health care specialists for socially significant diseases, infectious diseases and diseases that pose a danger to others, according to the list approved by an authorized body, chronic diseases subject to dynamic monitoring.

Provision of emergency care.

In-patient care, including rehabilitation for adults and children at the local level, including emergency care.

Provision of elective care for socially significant diseases, infectious diseases and diseases that pose a danger to others, according to the list approved by an authorized body, chronic diseases that are subject to dynamic monitoring by specialists of primary health care.
