
The procedure and conditions for subsidies in the field of crop production are regulated by the Rules for subsidizing an increase in crop yields and quality of crop production.
The process of crop production subsidizing is fully automated and is carried out through the subsidizing information system on the Qoldau.kz web-portal.
Subsidies for seed production
Purchase of agricultural seeds is subsidized through partial cost recovery to develop seed production and increase the availability of seeds for elite seed farms, seed farms and agricultural producers (agricultural cooperatives):
- elite seed farms for actually purchased original seeds of zoned and promising varieties (70%);
- seed farms, agricultural producers (agricultural cooperatives) for actually purchased elite seeds (70%);
- agricultural producers (agricultural cooperatives) for actually purchased seeds of the first reproduction and (or) cotton seeds of the second reproduction (50%);
- expenses of agricultural producers (agricultural cooperatives) for actually purchased seeds of first-generation hybrids (50%);
- agricultural producers (agricultural cooperatives) for actually purchased elite seedlings (50%).
The subsidies are calculated in accordance with clauses 49, 50, 51, 52 and 53 of the Rules. Subsidy rates are set in Appendix 15 of the Rules.
Acceptance of applications for subsidies is carried out at the location of the land plot from February 1 to December 1 of the corresponding year, while the application (transfer application) is submitted for seeds purchased in the current year or in the 4th (fourth) quarter of the previous year.
Service delivery term is 3 working days.
Conditions for subsidies obtainment are indicated in clause 48 of the Rules.
Subsidies for parent perennial plantations of fruit and berry crops and grapes
In order to support domestic plantations, parent perennial plantations of fruit and berry crops and grapes are subsidized by partial (50%) reimbursement of the expenses on producing planting material.
The subsidies are calculated in accordance with clause 28 of the Rules. The subsidies rate for the production of planting material for fruit and berry crops and grapes is set in Appendix 7 of the Rules.
Applications are accepted at the location of the land plot from February 1 to December 1 of the corresponding year.
Service delivery term is 3 working days.
Conditions for subsidies obtainment are indicated in clause 27 of the Rules.
Subsidies for development of priority crops production
Subsidizing the development of the priority crops production is carried out at the expense and within the funds provided in the local budget for the corresponding financial year.
In accordance with the Rules, subsidies are annually allocated to agricultural producers or agricultural cooperatives:
for partial reimbursement of the expenses for production of grain maize and sugar beet incurred in the current year;
for sugar beets for partial reimbursement of expenses for products delivered in December of the previous year;
for grain maize, rice and cotton for partial reimbursement of expenses for products sold (delivered) in the fourth quarter of 2019.
Subsidies are paid per ton of products delivered for processing to a processing plant or transferred for processing to own processing plant.
Applications are accepted at the location of the land plot from February 1 to December 20 of the corresponding year.
To obtain subsidies for 1 ton of products, agricultural producers (agricultural cooperatives) beside an application should indicate information regarding the availability of the following:
agreements with a processing plant on the delivery of agricultural products and a cotton procurement organization on the sale of agricultural products;
documents confirming transfer of agricultural products between an agricultural producer (agricultural cooperative) and a processing plant or an agricultural producer (agricultural cooperative) and a cotton procurement organization and (or) payment documents confirming the expenses incurred (at the time of application submission) by a processing plant;
when processing agricultural products in own processing facilities: a document confirming the transfer of agricultural products between the structural divisions of the processing facility, signed by the heads.
Subsidies are calculated based on the confirmed volumes of agricultural products sold (handed over) and subsidy standards approved by the local executive body.

Conditions for subsidies obtainment are indicated in clause 17 of the Rules.
Subsidies for fertilizers
Subsidizing the cost of mineral fertilizers is carried out at the expense and within the funds provided for in the local budget for the corresponding financial year.
Subsidies are paid to agricultural producers or agricultural cooperatives to reimburse the expenses for purchased fertilizers (except for organic fertilizers).
Acceptance of applications (transfer applications) is carried out at the location of the land plot from February 1 to December 1 of the corresponding year, while the application (transfer application) is submitted from the date of purchase of fertilizers within twelve months.
Subsidies are calculated on the basis of the types and volumes of fertilizers declared by the agricultural producer (taking into account the application rates for the sown area indicated in the applications) and the lists of subsidized fertilizers and subsidy rates approved by local executive bodies. Subsidy rates are set annually at half of the minimum market value for fertilizers, regardless of the country of origin.
In accordance with the Rules, agricultural producers have the opportunity to apply for fertilizer subsidies both at full cost (100%) and at a reduced cost (50%).
When purchasing fertilizers from a domestic producer at a reduced cost on the basis of a sale and purchase agreement, agricultural producers can submit a transferable application for payment of the subsidies due to the domestic producer. Domestic producers ship mineral fertilizers after receiving a transfer application (50% of the cost) to the electronic register of applications for subsidies on the Qoldau.kz web-portal.

Subsidies for the cost of pesticides, bioagents (entomophages) intended for treatment against harmful and highly dangerous organisms amount of which exceed the economic threshold of harmfulness and quarantine objects
Subsidizing the cost of pesticides, bioagents (entomophages) intended for treatment against harmful and especially dangerous organisms with population above the economic threshold of harmfulness and quarantine objects (hereinafter: subsidizing the cost of pesticides, bioagents (entomophages) is carried out at the expense and within the funds provided in the local budget for the respective financial year.
Subsidies are paid to agricultural producers or agricultural cooperatives to reimburse the expenses for purchased pesticides, bioagents (entomophages).
Acceptance of applications (transferable applications) is carried out at the location of the land plot from April 1 to December 1 of the corresponding year, while the application (transferable application) is submitted from the moment of purchase of pesticides, bioagents (entomophages) within twelve months.
Subsidies are calculated based on the types and volumes of pesticides, bioagents (entomophages) declared by an agricultural producer (taking into account the application regulations specified in the List of pesticides or consumption rates of the bioagent (entomophage) per 1 hectare (gram/hectare, pieces/hectare), (taking into account scientifically defined application norms posted on the web-portal). The subsidies rate per 1 liter (kilogram) of a pesticide (except for a biological product) is set in absolute terms (tenge) depending on their composition and concentration of active substances. The subsidies rate per 1 liter (kilogram) for a pesticide (with the exception of a biological product) having an analogue in composition and concentration of an active substance is no more than half of the minimum cost of a pesticide or an analogue of the substance is no more than half of the minimum cost of the corresponding pesticide (excluding the biological product).
The subsidies rate per 1 gram (piece, liter, kilogram) of purchased biological products, bioagents (entomophages) is set in absolute terms (tenge) no more than 40 (forty) percent (inclusive) of the minimum cost of the corresponding biological product, bioagent (entomophage).
In accordance with the Rules, agricultural producers have the opportunity to apply for subsidizing of costs of pesticides, bioagents (entomophages) both at full cost (100%) and at a reduced cost (50%).
When purchasing a pesticide, bioagent (entomophage) at a reduced cost from a manufacturer of pesticides, bioagents (entomophages) on the basis of a sale and purchase agreement, agricultural producers (agricultural cooperatives) can submit a transferable application for payment of the subsidies due to the manufacturer.
In this case, subsidies are paid to the manufacturer of pesticides, bioagents (entomophages), provided that the manufacturer of pesticides, bioagents (entomophages) adds information on actually sold pesticides, bioagents (entomophages) to the tramsfer application no later than thirty calendar days.

Subsidies for the cost of water supply services
The procedure and conditions for subsidizing the cost of water supply services are regulated by the Order of the Minister of Agriculture of the Republic of Kazakhstan as of June 30, 2015 No. 6-3 / 597 "On approval of the Rules for subsidizing the cost of water supply services to agricultural producers" (hereinafter: Rules).
The process of subsidizing the cost of water supply services is fully automated and carried out through the subsidizing information system on the Qoldau.kz web-portal.
The recipients of the subsidy are agricultural producers who purchased irrigation water supply services from the water provider and incurred the expenses of paying for them.
The volumes of water supplied to agricultural producers (service recipients) are determined at the point of delivery.
The amount of subsidies allocated for one cubic meter of supplied water is set differentially, in the form of tariffs percentage. The amount of a subsidy per 1 m3 of irrigation water purchased is 50% of the tariff with VAT for rice systems.
For other agricultural enterprises, subsidies per 1 m3 of supplied water are set differentially in the form of tariffs percentage regardless of irrigation methods and amount to:

The amount of subsidy is calculated based on the difference between the tariff approved in accordance with the Law on Natural Monopolies by the territorial department of the Natural Monopolies Regulation Committee under the Ministry of National Economy of the Republic of Kazakhstan and the minimum (non-subsidized) cost of water supply services (0.40 (zero point forty) tenge per m3) is the subsidized part of the tariff.
The amount of subsidy for 1 (one) m3 of purchased irrigation water is calculated according to the following formula:
S = (T-Smin)*%, in accordance with the approved tariffs,
where:
1) S – amount of subsidies in tenge per m3 of irrigation water purchased;
2) T – approved tariff (including VAT) tenge per m3.
If a water supplier is a VAT payer and is registered in accordance with the procedure established by law;
3) Smin – minimum (not subsidized) cost of the irrigation water supply service (0.40 (zero point forty) tenge per m3).
With no minimum (non-subsidized) cost for rice systems.
Acceptance of applications for subsidies is carried out at the location of the land plot from July 1 to October 31 of the corresponding year, while the application (transfer application) is submitted for water purchased in the current year or in the 4th (fourth) quarter of the previous year.
