How to get housing under the state program "Nurly Zher" Printable version

Implementation of the single housing policy is stipulated within the framework of the “Nurly Zher” state program for housing and communal development.  

A graded system of housing affordability depends on income. Those on the waiting list, in the category of “socially vulnerable groups of the population” with income of up to one subsistence minimum per family member are provided with rental housing without a purchase option.

The constructed rental housing will be provided for long-term rent without a purchase option to socially vulnerable groups of the population who are listed in the akimats in order of priority. The list of such categories of individuals is given in Article 68 of the Law of the Republic of Kazakhstan "On Housing Relations".

In order to get into the waiting list for housing, one needs to contact akimat to register as being in need. One can obtain the service online and familiarize oneself with the list of required documents on the Portal by following the link.

Moreover, within the framework of the Year of Youth, working youth in the cities of Astana, Almaty and Shymkent will be provided with rental housing each year within 3 years.

The program "Baqytty otbasy" will be available to those on the waiting list in the categories "large families, single-parent families and families with disabled children". Major requirements for participation in the program:

  1. citizenship of the Republic of Kazakhstan;
  2. availability of income from labor and (or) entrepreneurial activity (excluding pension contributions, individual income tax and other mandatory contributions) for the last 6 (six) months, not exceeding twice the minimum subsistence level for each family member approved by the law on the republican budget for the corresponding fiscal year;
  3. expiration of 3 years from the date of divorce (for single-parent families);
  4. solvency confirmation;
  5. confirmation by a local executive body of registration of an individual in need of housing and status in need of housing under the specified categories of participants in accordance with the Law of the Republic of Kazakhstan "On Housing Relations".

Within the framework of the program, those on the waiting list are provided with concessional loans for the purchase of housing in the primary (including credit housing of a local executive body) and secondary markets at 2% per annum with an initial payment of 10% of the cost of housing for a loan term of up to 20 years. The maximum loan amount for the purchase of housing in the cities of Astana, Almaty and their suburban areas, Shymkent, Aktau, Atyrau is no more than KZT 15 million, while in other regions it is no more than KZT 10 million.

Individuals with income up to 3.1 of minimum subsistence level can apply for credit housing of local executive bodies and housing of private developers under the programs: "5-20-25", "5-10-20" (military personnel, state employees, civil servants). Major requirements for participation in the program:

  1. citizenship of the Republic of Kazakhstan;
  2. availability of income from labor and (or) entrepreneurial activity (excluding pension contributions, individual income tax and other mandatory contributions) for the last 6 (six) months, not exceeding 3.1-fold of the minimum subsistence level for each family member approved by the law on the republican budget for the corresponding fiscal year;
  3. solvency confirmation;
  4. confirmation of registration of an individual in need of housing and status in need of housing in accordance with the Law of the Republic of Kazakhstan "On Housing Relations".

In order to purchase credit housing from local executive bodies, participants of the "5-20-25" program are provided with a loan at 5% per annum interest rate, with an initial payment of 20% of the cost of housing for a loan term of up to 25 years.

The cost of construction (acquisition) and implementation of 1 square meter of housing in final finishing is up to KZT 240 thousand in Almaty; up to KZT 220 thousand in Astana and its suburban area; up to KZT 200 thousand in Shymkent and the suburban area of Almaty; up to KZT 180 thousand in Aktobe, Atyrau, Aktau, Turkestan and Karaganda region; up to KZT 160 thousand in other regions; up to KZT 120 thousand  under the pilot projects for the construction of individual houses.

Also, for the purchase of primary housing (housing of private developers, including housing projects guaranteed by a subsidiary of Baiterek JSC, credit housing of local executive bodies), participants of the 5-10-20 program are provided with a loan at 5% annual interest rates, with an initial payment of 10% of the cost of housing, loan term up to 20 years. The maximum loan amount when purchasing a housing from private developers in the cities of Astana, Almaty and their suburban areas is no more than KZT 18 million; in  Atyrau, Aktau, Aktobe, Shymkent, Turkestan and Karaganda region it is no more than KZT 15 million; in other regions it is no more than KZT 12 million.

In order to purchase a credit housing, one needs to apply to akimat for registration as being in need and open a deposit in Housing Construction Savings Bank. One can obtain the service online and familiarize with the list of required documents on the Portal by following the link.

To open an account in ZhilStroySberBank, one needs to have a national ID and contact a bank manager.

Thus, the “7-20-25” program is available for citizens with income over 3.1 minimum subsistence level.

Anyone can be a participant of the "7-20-25" program, without any restrictions on the sequence.

Those who have income over 5 minimum subsistence level will be able to use the existing market products (“Baspana-Hit” by the National Bank, “Orda” by Kazakhstan Mortgage Company, “Svoy Dom” by ZhilStroySberBank) to purchase primary and secondary housing.
