Product labelling using identification means is applied in the Republic of Kazakhstan to ensure product traceability, combat illicit trade, and protect consumer rights.
Articles of clothing, clothing accessories and other products made of natural fur, as well as other fur products, are labelled within the framework of the unified goods labelling system of the member states of the Eurasian Economic Union.
Regulatory oversight is carried out in accordance with the Decision No. 116 of the Council of the Eurasian Economic Commission as of November 19, 2025.
What is goods labelling?
Goods labelling is the application of an identification means containing a unique code to a product or its packaging, which makes it possible to:
-
identify the goods;
-
track the movement of goods at all the stages of circulation;
-
obtain information about the goods in the labelling information system.
The identification means is generated in the form of a two-dimensional Data Matrix barcode containing unique information about the goods.
The labelling code may include:
-
global trade item number (GTIN);
-
individual product serial number;
-
code under the Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union (CN FEA EAEU);
-
other information provided for by the labelling rules.
Labelling information system
Information on labelled goods is transmitted to the Goods Labelling Information System, which ensures:
-
recording of goods placed on the market;
-
recording of transactions involving labelled goods;
-
exchange of information between the member states of the Eurasian Economic Union;
-
access for consumers and other interested parties to information about the goods.
Transition to the new labelling system
A phased transition to the new fur product labelling system is underway in Kazakhstan.
-
Until February 28, 2026, existing control (RFID) tags may continue to be used.
-
From March 1, 2026, new batches of fur products must be labelled only with identification means in the form of a Data Matrix code.
-
Goods labelled under the previous system before February 28, 2026 may remain in circulation during the transitional period.
-
From March 1, 2027, fur products without identification means in the form of a Data Matrix code may not be circulated within Kazakhstan.
Termination of previously adopted decisions
In connection with the adoption of Decision No. 116, the following shall cease to have effect:
-
from March 1, 2026 — Decision No. 70 of the Council of the Eurasian Economic Commission as of November 23, 2015;
-
from March 1, 2027 — Decision No. 86 of the Council of the Eurasian Economic Commission as of December 2, 2015 and Decision No. 77 of the Council of the Eurasian Economic Commission as of September 14, 2018.
Who is subject to mandatory labelling?
Labelling requirements apply to participants in the circulation of goods who:
-
manufacture fur products;
-
import goods into the territory of Kazakhstan;
-
sell fur products wholesale or retail.
The procedure for operation of the national labelling system in Kazakhstan is determined by the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.
Participants in the circulation of goods are required to ensure the application of identification means to goods and the submission of information on labelled goods to the labelling information system in
