User's instructions for using the module "Registration of a new user on the e-government Portal"

  1. Necessary conditions

To register on the e-government portal, the user must:

  • Internet access;
  • IIN/BIN;
  • EDS;
  • The current version of NCALayer.
  1. The process of "Registering a new user on the portal"

To register a new user on the portal, click on the "Register" button. To get acquainted with the text of the user agreement on the rights to use the e-Government web portal (Picture1).

After reviewing the agreement, you must select the type of registration:

  1. A natural person.
  2. Legal entity.

Put a tick in the line "The User confirms that he is familiar with all the clauses of this Agreement and unconditionally accepts them", the section is located at the bottom of the agreement, as shown in Picture 2:

Then click on the "Register with EDS" button. A registration window will appear. As shown in Picture 3. The user needs to enter: A new password, Password Confirmation, Email address. Next, you need to select an RSA certificate for registration.

After the certificate is selected, you need to enter the certificate password and click on the "Register" button, as shown in Picture 4.

If the registration was successful, you will see the following message:

"Congratulations, you have successfully registered on the web Portal of the "Electronic Government" of the Republic of Kazakhstan"

The user has full access to the portal resources, the registration period on the portal is not limited by time frames.

  1. An attempt to register on the web portal of the "electronic government" of a person registered with the Prosecutor General's Office of the Republic of Kazakhstan:

If the User was unable to register due to the message output:

"It is not possible to create an account using the entered IIN. For explanations, it is necessary to contact the department of documentation of the population in the PSC" (see Appendix 2), then the User should contact the PSC in the department of documentation of the population. An employee of the population documentation department should check it against the database, if a Citizen of the Republic of Kazakhstan provides documents stating that the statuses are not true, then an employee of the department should update the data of a Citizen of the Republic of Kazakhstan.

If the User was unable to register due to the message output:

"It is not possible to create an account using the entered IIN value. For explanations, it is necessary to contact the Department of the Committee on Legal Statistics and Special Accounts of the Prosecutor General's Office of the Republic of Kazakhstan http://www.pravstat.kz", then the User should contact the Management of the KPSIS of the State Enterprise of the Republic of Kazakhstan.

  1. Login to the e-government web portal via EDS:

In order to log in to the e-government web portal - www.egov.kz you need to choose the login method:

Login by two criteria: IIN/BIN and password; Login by EDS (Picture 5).

To log in using the IIN/BIN and password, you must enter the user's IIN/BIN, password and click on the "Log in" button.

There should be a counter of failed attempts on the Portal and after 10 (ten) failed attempts, the User should be blocked for 15 minutes. Detailed information on all failed attempts is recorded in the log. The message "Login with the login password for this IIN/BIN is temporarily blocked. You can log in to the Portal using an EDS, an EDS on a SIM card or a One-time password".

If an unregistered User wants to log in to the Portal, the message "Authorization error: incorrect login or password entered" is displayed.

To log in to the portal by EDS, click on the "Log in by EDS" button, then select the certificate, to do this, click on the "Select certificate" button, as shown in Picture 5.

Then specifies the path to the certificate, selects the certificate. After selecting the certificate, click on the "Log in" button to complete the login to the portal using the certificate, as shown in Picture 6.

  1. The process of "changing the password":

In order to change the password, you need to click on the "Forgot password" button on the authorization page on the portal. The password change process has two options, as shown in Picture 7:

  • Changing the password by EDS.
  • Password change by e-mail.

Password change by e-mail.

When "Changing the password by e-mail", you need to click on the "Change password by e-mail" button, then the user needs to select the type to which it belongs, as shown in Picture 8.

For individuals, it is mandatory to enter the following values: IIN, Document number, Date of issue, as shown in Picture 9.

For legal entities, you must enter: BIN, Registration number, as shown in Picture 10.

If the entered values match, a new password is generated, which is sent to the email address specified by the user during registration, as shown in Picture 11.

The message sent to the user's email address contains a new password, as shown in Picture 12.

Changing the password by EDS.

When "Changing the password by EDS", you need to click on the "Change password by EDS" button, then a form for selecting a certificate will be available to the user, as shown in Picture 13.

After selecting the certificate and signing the password change request, a password change form will be available, as shown in Picture 14.

The password change form contains the following fields: New password. Password confirmation.

To log in to the portal with a new password, it is necessary to enter the IIN/ BIN and the new password changed by logging in via EDS on the authorization page.
