Conducting sanitary & epidemiologic expertise Printable version

Sanitary-epidemiological expertise is a set of organoleptic, sanitary-hygienic, microbiological, virological, parasitological, sanitary-chemical, immunobiological, molecular-genetic, toxicological, radiological, radiometric, dosimetric measurements, measurements of electromagnetic fields and physical factors, other studies and tests, as well as project expertise aimed at assessing the compliance of projects, products, objects of business and (or) other activities with regulatory legal acts in the field of sanitary-epidemiological welfare of the population.  

Sanitary and epidemiological expertise is carried out by government agencies and organizations in the field of sanitary and epidemiological service within their competence based on decrees or instructions issued by officials of the sanitary and epidemiological service, customs authorities as well as applications of individuals or legal entities, with the exception of sanitary and epidemiological expertise of projects.

Sanitary and epidemiological expertise is carried out to determine the capability of utilizing expired food products, which are stored in the state material reserve.

Sanitary and epidemiological expertise of projects is an expertise carried out within a comprehensive non-departmental expertise of projects (feasibility studies and design estimates) intended for the construction of new facilities or their reconstruction (expansion, technical re-equipment, modernization) or major overhaul of existing facilities.

Sanitary and epidemiological expertise of projects for the construction of epidemically significant facilities, as well as urban planning projects, is carried out by experts certified under the procedure established by the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities.

Sanitary and epidemiological expertise, in particular sanitary and epidemiological laboratory tests are carried out by state organizations in the field of sanitary and epidemiological welfare of the population.

Sanitary and epidemiological expertise of construction projects is carried out:

  1. for projects (feasibility studies and design estimates with the establishment of the size of the estimated (preliminary) sanitary protection zone) intended for the construction of epidemically significant facilities by state or accredited expert organizations;
  2. for urban planning projects subject to approval by the Government of the Republic of Kazakhstan or local representative bodies of regions, cities of republican significance and the capital.

With the exception of construction projects, sanitary and epidemiological expertise of projects is carried out by government agencies in the field of sanitary and epidemiological welfare of the population, structural units of other government agencies in the field of sanitary and epidemiological welfare of the population for:

  1. industrial and civil facilities;
  2. draft regulatory documents on maximum permissible emissions and maximum admissible discharges of harmful substances and physical factors into the environment, sanitary protection zones, raw materials and products;
  3. products subject to state control and supervision in the field of sanitary and epidemiological welfare of the population, including the approval of expiry dates and storage conditions for food products;
  4. materials having chemical, biological, toxicological, radiological effect on soil, water reservoirs and atmospheric air.
