Providing subsidies for part of the remuneration rate under the National Project for the Development of Entrepreneurship for 2021-2025
How to get public services through the portal for loans within the framework of the national project for the development of entrepreneurship for 2021-2025 (Program) and the Mechanism of lending and financial leasing of priority projects "Economy of simple things" (Mechanism):
- Log in to the portal and click on the button “Order online service’.
- Fill out an electronic application form.
- Fill out an electronic form of consent forms.
- Secure an electronic copy (scanned copy) of a letter from the Bank/Leasing Company with a positive decision on the possibility of granting a loan /financial leasing contract of an entrepreneur on conditions that allow participation in the Program/Mechanism.
- Secure an electronic copy (scanned copy) of the business plan for the implementation of the entrepreneur's project or an expert opinion on the project (technical and economic opinion / economic opinion of the corresponding employee of the bank / leasing company, in the absence of these documents, other documents that reveal the essence of the project).
- Secure an electronic copy (scanned copy) of shipping documents confirming the movement of goods from the territory of one state - a member of the Customs Union to the territory of another state - a member of the Customs Union (if any).
- Document on state registration (re-registration) of a legal entity (a copy certified by the signature of the entrepreneur and the seal (if any), notification of the registration of an individual entrepreneur.
- Sign an application by EDS (electronic digital signature).
- Go to the status page through the entry in the «Service receipt history».
- In the personal account to get acquainted with the results of the consideration of the application.
- Download and print documents from the portal with the results of the service rendering.
Information on a small and medium-sized entrepreneurship entity, including on the certificate of state registration of a legal entity/individual entrepreneur, category of entrepreneurship entity, the absence of debt on obligatory payments to the budget are determined automatically by means of appropriate state information systems through the gateway «e-goverment».
When submitting a request through the portal from a legal entity, a mandatory approval of the head and all founders of the legal entity is required, if the founder of the legal entity is another legal entity, then the approval of the head of the legal entity that is founder is required.
The approval form is sent to all participants and the head to the personal account on the electronic digital signature of the legal entity, drawn up for the participant or head,
How to get the service in "Damu" EDF JSC (required documents):

document on state registration (re-registration) of a legal entity (a copy certified by the signature of the service recipient and the seal (if any), notification of registration of an individual entrepreneur (from the relevant information systems through the "electronic government" gateway);

business plan of the service recipient's project, containing:

terms of ensuring participation in the implementation of the project of own funds (money, movable / immovable property) and / or property of third parties under loans / financial leasing agreements over 180 (one hundred and eighty) million tenge within the second direction of the Program (while such participation of property is provided for level not less than 10% of the total cost of the project);

stages of maintaining / increasing the average annual number of jobs based on tax return data, including data on mandatory pension contributions and (or) social contributions, or an increase in the volume of the wage fund, or upon achieving income growth (sales income: the cost of goods sold, works services from the main activity) or an increase in the volume of taxes paid (corporate income tax / individual income tax) by 10% after 2 (two) financial years from the date the service provider makes a decision on subsidizing (the requirement of this paragraph applies to cases of filing an application for participation in within the second direction of the Program);
by Mechanism:

the condition for maintaining / increasing the average annual number of jobs based on tax return data, including data on mandatory pension contributions and (or) social contributions, or achieving income growth (sales income: the cost of goods, works, services sold from core activities) by 10 % after 3 (three) financial years from the date of the decision of the working body / service provider on subsidizing loans issued 100% for investment purposes;
- the condition for maintaining/increasing the average annual number of jobs based on tax return data, including data on mandatory pension contributions and (or) social contributions or tax payments or production volume (in monetary terms) or achieving income growth (income from sales: the cost of goods, works, services sold from the main activity) by 10% after 2 (two) financial years from the date of the decision of the working body/service provider on subsidizing credit funds, issued for investment purposes and replenishment of working capital in the amount of no more than 50 % within the framework of one borrower's project (enterprises that are not exempt from paying taxes provide an increase in tax payments according to the requirements of the Mechanism);
- the condition for maintaining/increasing the average annual number of jobs based on tax declaration data, including data on mandatory pension contributions and (or) social contributions or tax payments, or increasing production (in monetary terms) or achieving income growth (income from sales: the cost of goods, works, services sold from the main activity) by 10 % based on the results of 1 (one) year from the date of the decision of the working body/service provider on subsidizing credit funds issued for the purpose of 100% replenishment of working capital (enterprise, those who are not exempt from paying taxes, provide an increase in tax payments according to the requirements of the Mechanism);
3. copies of shipping documents confirming the movement of goods from the territory of one member state of the Eurasian Economic Union to the territory of another member state of the Eurasian Economic Union (if available);
4. documents confirming the availability of the appropriate level of foreign exchange earnings for the last reporting period (in case of submitting an application for participation in the third direction of the Program).

Extract from the minutes of the meeting of the authorized body of the service provider or a notification with a reasoned response about the refusal to provide public services.
