How to get the service online

1. Log in on the portal and click the Request Online button.
2. ll out the application and sign it by EDS (electronic digital signature) or by SMS-password (be sure to have registration in the mobile citizens database).
3. In personal account (in the History of Services section), read the notice of processing your application, which will be received within the specified time.

How to receive a service in the «State-owned corporation «Government for citizens» NJSC (required documents):

To obtain a certificate of recognition of a document on education, the following documents are submitted:

1. Identity document and (or) in the form of an electronic document through the digital document service (for personal identification) of the owner or an authorized representative on the basis of a notarized power of attorney.
2. Application for recognition of educational documents in the form according to Appendix 1.
3. A copy of a legalized or apostilled educational document and annex to it with a notarized translation (if the document is completely in a foreign language), including a translation of the seal.

When issuing a document on education in a country-participant of an international treaty (agreement) on legal assistance, providing for the abolition of legalization and (or) apostillization of documents on education, an electronic / paper notarized copy of the document on education and its annexes and a notarized translation (in if the document is completely in a foreign language), including translation of the seal stamp.

Certification of the translation of documents into the Kazakh or Russian language specified in this paragraph is carried out by a notary in the territory of the Republic of Kazakhstan or by the diplomatic service of the Republic of Kazakhstan in the country in which the document was issued.

In cases of implementation of restrictive measures by the relevant state bodies, introduction of a state of emergency, emergencies of a social, natural and man-made character in a certain territory, the service recipient submits an electronic / paper copy of the education document and annexes to it, along with their notarized translations (if document completely in a foreign language), including translation of stamps of seals.

4. For non-residents of the Republic of Kazakhstan - a copy of the identity document of the holder of the education document (with translation into Kazakh or Russian).
5. Payment information (not required in case of repeated contact in the absence of a response to the request).
6. If the holder of a certificate of education was trained in the direction of the Ministry of Defense of the Republic of Kazakhstan, the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, attach a copy of the order, or an extract from the order to be sent to the appropriate OHPE.

To obtain a certificate of recognition of diplomas of academic degrees, degrees of Doctor of Philosophy (PhD), doctor in the profile, the following documents are submitted:

In the event that the service recipient belongs to the category of persons specified in subparagraphs 1), 2), 5) and 6) of paragraph 23 of the Rules, in order to obtain a certificate of recognition of a document of an academic degree, Doctor of Philosophy (PhD), a doctor in the profile, a habilitated doctor, the service recipient directs the service provider through the State Corporation or through the portal:

1. Application in the form according to Appendix 1.
2. Identity document and (or) in the form of an electronic document through the digital document service (for personal identification) of the owner or an authorized representative on the basis of a notarized power of attorney.
3. A notarized electronic copy / copy of an apostilled or legalized diploma on awarding a degree, confirming the fact of the defense of a thesis in the country of defense, and a notarized translation of the diploma on awarding a degree into Kazakh or Russian (if the document is completely in a foreign language).
4. A notarized electronic copy / copy of the attachment to the degree award document (transcript) or information on the amount of academic disciplines and practices passed and / or a copy of the certificate of passing the candidate exams (if any).

If the service recipient belongs to the category of persons specified in subparagraph 3) of paragraph 23 of the Rules, then in order to obtain a certificate of recognition of a document of a scientific degree, doctor of philosophy (PhD), a doctor by profile, the service recipient sends to the service provider through the State Corporation or through the portal:

1. Application in the form according to Appendix 1.
2. Identity document and (or) in the form of an electronic document through the digital document service (for personal identification) of the owner or an authorized representative on the basis of a notarized power of attorney.
3. A notarized electronic copy / copy of an apostilled or legalized diploma on awarding a degree, confirming the fact of the defense of a thesis in the country of defense, and a notarized translation of the diploma on awarding a degree into Kazakh or Russian (if the document is completely in a foreign language).
4. A notarized electronic copy / copy of the attachment to the degree award document (transcript) or information on the amount of academic disciplines and practices passed and / or a copy of the certificate of passing the candidate exams (if any).
5. Electronic copy / copy of the document confirming the invitation of the OHPE of a foreign citizen.
6. An electronic copy / copy confirming labor activity in accordance with the labor legislation of the Republic of Kazakhstan, certified at the place of work.

If the service recipient belongs to the category of persons specified in subparagraph 4) of paragraph 23 of the Rules, then in order to obtain a certificate of recognition of a document of an academic degree, Doctor of Philosophy (PhD), a doctor by profile, the service recipient sends to the service provider through the State Corporation or through the portal:

1. Application in the form according to Appendix 1.
2. Identity document and (or) in the form of an electronic document through the digital document service (for personal identification) of the owner or an authorized representative on the basis of a notarized power of attorney.
3. A notarized electronic copy / copy of an apostilled or legalized diploma on awarding a degree, confirming the fact of the defense of a thesis in the country of defense, and a notarized translation of the diploma on awarding a degree into Kazakh or Russian (if the document is completely in a foreign language).
4. A notarized electronic copy / copy of the attachment to the degree award document (transcript) or information on the amount of academic disciplines and practices passed and / or a copy of the certificate of passing the candidate exams (if any).

In the event that the service recipient does not belong to the category of persons specified in clause 23 of the Rules, then in order to obtain a certificate of recognition of a document of an academic degree, Doctor of Philosophy (PhD), a doctor by profile, the service recipient sends to the service provider through the State Corporation or through the portal:

1. Application in the form according to Appendix 1.
2. Identity document and (or) in the form of an electronic document through the digital document service (for personal identification) of the owner or an authorized representative on the basis of a notarized power of attorney.
3. A notarized electronic copy / copy of an apostilled or legalized diploma on awarding a degree, confirming the fact of the defense of a thesis in the country of defense, and a notarized translation of the diploma on awarding a degree in Kazakh or Russian (if the document is completely in a foreign language).
4. A notarized electronic copy / copy of the attachment to the degree award document (transcript) or information on the amount of academic disciplines and practices passed and / or a copy of the certificate of passing the candidate exams (if any).
5. Thesis in electronic form (CD-ROM). The dissertation in a foreign language is accompanied by a notarized translation of the author's abstract or extended annotation (at least 40 (forty) thousand printed characters) in Kazakh or Russian. The annotation reflects the output, goals, objectives of the study, the relevance of the selected topic, the main scientific provisions, conclusions and recommendations.
6. Certificate of the Joint Stock Company "National Center for State Scientific and Technical Expertise" (hereinafter - NCSTE) (in any form) and a certificate of the authorized body of the country or OHPE (in any form, if any), in which the thesis is defended, to check the thesis for plagiarism.
