Smart Outpatient ClinicWithin the framework of the project "Smart Outpatient Clinic" in the North-Kazakhstan region the routing was introduced, including information stands with indication of the location of the rooms with indication of the directions for fast movement of patients around the outpatient clinic, and also an interactive floor plan, which is launched at the smartphone after reading QR codes, which are located at each floor. The Reception Desk offers 4 alternative ways for patients to make an appointment with a health care professional:
1. to call the Call Center at the outpatient clinic,
2. use the e-government portal,
3. use a mobile application,
4. make an appointment to see a doctor using the self-recording terminal in the lobby of the clinic. The patient comes to the electronic terminal, enters his IIN, then chooses the right doctor, date and receives a coupon, where the full name of the specialist, day and exact time of reception is indicated. At this point, the physician's computer screen already showed the data about the patient who had registered for an appointment.
Introduction of elements of mobile health care (mHealth) and "remote consultations"Within the framework of "Smart City" concept in the field of health care the project "Installation of telemedical equipment complex in medical organizations of Kyzylorda region" was implemented. This allows online communication between doctors and patients in rural areas, allows doctors to conduct consultations without leaving, and eliminates the need for residents of districts and villages to go to the regional center. Thus, the project makes it possible to provide highly qualified and timely consultation to remote patients in district centers, as well as to save time of patients' visit to the doctor and reduce travel costs. Fifteen medical organizations of the Kyzylorda region have a complex of telemedical equipment, including 8 district, 1 city and 6 regional medical organizations. The project involves specialized health care facilities of the region, such as the regional perinatal center, regional infectious diseases hospital, regional anti-tuberculosis hospital, city hospital and the branch of the regional medical center in Baikonur. Implementation of the project allowed:
1. Provide 15 medical organizations with 100% telemedical equipment;
2. Reduce the average number of patient visits from 9 to 6;
3. To ensure the smooth and rapid exchange of medical information between health care providers.
A robot surgeonArtificial intelligence also becomes a means of protecting the health of its creator. The first robot surgeon appeared in the national healthcare system. Doctors at the hospital of the Medical Center of the Office of the President of the Republic of Kazakhstan perform surgery with minimal interference with the help of a robot surgeon. The Reference Center for Robotic Surgery was established and opened on the basis of the hospital of the Medical Center of the Administration of Affairs of the President of the Republic of Kazakhstan and provides all the opportunities for the implementation of a new direction in medicine in Kazakhstan – surgery with the help of a robot. This is the first such project in the post-Soviet space, created not only for the purpose of clinical trials and operations, but also for the training and professional development of doctors. Master classes in the center are planned to be held both for doctors of Kazakhstan and for foreign specialists. The robot surgeon can't replace a human surgeon. It's designed to help a specialist: Three-dimensional observation of the surgical field; multiple enlargement of the image of the operated organs; absolute elimination of hand shake; absence of large incisions and rapid recovery period of the patient; minimal risk of infection; absence of serious pain after surgery. Smart School (ACS + E-Canteen) and Smart KindergartenIn Petropavlovsk on the basis of the Shaymerdenov Public School the project "Smart School" was implemented in the pilot mode. On the first stage of this project it is planned to introduce an access control management system by the end of the school year, which is specially designed for educational institutions and not only prevents the penetration of outsiders, but also by means of SMS-messages notifies parents of the time of arrival and departure of a child to school. At the next stages it is planned to introduce such components as voice notification systems, as well as equipping the school with information-interactive terminals and panels for displaying information about the course of the educational process, history of the gymnasium, schedule, etc. It is also planned to launch the E-Canteen module. This will allow students to pay for lunches electronically using special cards, which will include information about a student's preferences, as well as control over their meals. Pre-school education was not overlooked either. The Smart Kindergarten Project will allow you to keep electronic records of attendance, monitor the development of children, automate internal processes. This system has already been launched in a pilot mode in the "Altyn Besik"kindergarten. It is planned to implement the project in 14 public pre-school institutions of the city. E-services
Online tax paymentThe State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan in cooperation with the e-Gov Payment Gateway launched a mechanism for banks to transmit information on payment of tax and customs duties online, which allowed reducing the period of transmission of information on payments to information systems to several minutes. Online transmission of information is implemented in order to promptly confirm the paid tax and customs payments to the budget, to exclude the requirement to provide documents confirming the payment at the release of goods, timely and targeted multiple payments to the personal accounts of taxpayers and, accordingly, the timely provision of public services. Out of 31 banks, 25 banks are connected to the system: Kazpost JSC, Halyk Bank JSC, ExpoCredit JSC, Islamic Bank Al-Hilal JSC, Kassa Nova Bank JSC, Shinhan Bank JSC, Qazaq Banki JSC, ATF Bank JSC, VTB Bank JSC, RBK Bank JSC, Eximbank Kazakhstan JSC, ForteBank JSC, Eurasian Bank JSC, AltynBank JSC, Caspian Bank JSC, DB Bank of China in Kazakhstan JSC, Citibank Kazakhstan JSC, Commercial and Industrial Bank of China JSC in Almaty, Bank CenterCredit JSC, House Construction Savings Bank of Kazakhstan JSC, Nurbank JSC, Home Credit Bank JSC, Capital Bank Kazakhstan JSC, Tsesnabank JSC and AsiaCreditBank JSC. With a view to creating favorable conditions for taxpayers to fulfill their tax obligations and other mandatory payments to the budget in a timely manner, a mechanism for making payments to the budget through ATMs and other electronic devices was implemented jointly with second-tier banks, provided that there is a bank account. Besides, it is possible to pay taxes and other obligatory payments to the budget through the web-application "Taxpayer's office" (www.kgd.gov.kz), e-Government portal (www.egov.kz) through the automated system "Payment gateway of e-Government". Proactive public servicesThe proactive principle implies the provision of services by the state to citizens without their request, on the basis of information contained in information systems in the event of a certain life situation. Starting from 29 December 2017, Kazakhstan launched a proactive service for childbirth, which combines the procedures of birth registration of a child, placing him on the queue to kindergarten and assigning birth and child care allowances. The State's interaction with a citizen is carried out through the usual function of SMS messages. Since September 2018, this service has also been implemented in the Telegram application via EgovKzBot. Previously, the process of receiving birth services included visits to three institutions, as well as submitting applications, providing supporting documents and waiting in queues. The proactive service of child birth eliminates the need for citizens to visit Citizens Service Centers or government agencies, reducing the stages of receiving the service from three to one - the exchange of SMS messages. Introduction of the proactive service also made it possible to reduce the terms of service delivery by 2 working days, while the paper document flow was reduced by 300 thousand documents. Employment
“Enbek.kz” E-Labour ExchangeThe “Enbek.kz” E-Labour Exchange successfully operates as part of the digitalization of the social and labour field. As a result, the employment process has been halved and the procedure has become transparent. Currently, over 98 thousand of employers and over 486 thousand of job-seekers are registered on the exchange. In 2018, over 533 job-seekers found jobs via the e-Labour Exchange and 409 thousand from them found permanent positions. The employment process has been decreased twofold while the number of job-seekers who found a job increased by 18%. Estimated economic benefit of the performed measures in 2018 made up KZT 1.8 billion. In 2019, it is planned to implement the system to keep employee`s profile and register labour agreements, which will enable to decrease a number of paper-based documents and provide safety and availability of archival data. Eurasian Economic Commission has accepted Kazakhstani initiative to establish an e-Labour Exchange in Eurasian Economic Union countries. Postal services
Application of drones for KazPost JSC postal servicesIn 2017, “Adrome Automation” launched “drone postmen” in pilot mode to deliver post. Since 2018, the company has been cooperating with “KazPost” JSC to deliver post up to 2 kg by using drones. In the short term, the company plans to introduce a new drown with load capacity of 8 kg. Delivery is performed in 4 directions: Almaty region, South Kazakhstan region, Karaganda region and Zhambyl region. On a regular basis drones deliver correspondence from Uzynagash village to Besmoinak, Dereges, Talap and from Saryzhaz village to Komershi, Karasaz, Talas, Shalkode in Almaty region and from Molodezhnoye village to Dalnyee and Rodnokovskoye villages, from Ulytau village to Sarlyk village in Karaganda region and to many other villages. To date, the covered distance is 22.000 km. Over 1.700 kg of printed publications was transferred. Drone postmen enable decreasing the delivery time. For instance, to cover 250 km by car one needs 6 hours. Drone will spend 1.5 hours instead of 6 for the destination of 70 km. Agriculture
Smart farmsTo maintain a comprehensive approach to digitalization of agriculture and to ensure implementation of smart technologies by farmsteads, activities are carried out to digitalize North Kazakhstan fields. To date, smart technologies have been implemented in 37 farmsteads that grow crop products. In particular, application of e-maps for fields is a basis for “spot” agriculture. Today, 73.3% of arable land or 3.5 million hectares are digitalized. Innovative digitalization methods are also used in livestock breeding complexes of the region. Thus, 17 dairy farms operate with application of the system that records individual milk yield, gives the required portion of concentrated fodder and directs a cow to its group or yard for medical treatment. The systems are equipped with milking controllers, milk meters and electronic pulsators. They enable to perform monitoring and assessment of cows and groups of cows, which in its turn plays a pivotal role in achieving high milk productivity in a herd. The following projects were implemented: – chipping of animals. The project implemented in 5 farmsteads with the total livestock amounted to 4.0 thousand of cattle and 900 of horses (Taiynshinskiy district: “Plemzavod Alabaota” LLP: 3505 thousands of cattle; “Alzhan” farm household with 214 horses; Akzhar district: “Talpyn-Agro” with 600 horses; Mamlyutsk district: “Novomikhaylovskoye-2003” LLP with 462 units of cattle and 47 units of horses; Shal Akyn district: “Azassal” LLP with 29 units of horses); – automated registration of produced milk. The project was implemented in dairy farms of the region (“Zenchenko and Co”, “Taiynsha Astyk” LLP, “Nursen Agro” LLP, “Peterfeld Agro” LLP, “Yakor SK” LLP, “Beket”, “Leonov” farmstead, “Poltavskoye” LLP, “Redin” farmstead and “Nezhinka-Yerke” LLP with total livestock of 8.6 thousand cows); – e-shepherd or electric fence. The project implemented in 5 farmsteads of the region (“Shatilo and Co” (Zhambyl district), “Atameken Agro Shukurkol” (G.Musrepov district), “Atameken Agro Temeryazyevo” LLP and “Michurinskoye” LLP (Temeryazyevsk district), “Prekrasnoye” farmstead (Aiyrtau district) with total livestock of 3.8 thousand cattle). This year it is planned to implement projects on construction of 7 dairy farms with digitalization elements. Precision agriculture“Kaskelen” agro-park in Almaty region represents a scientific and demonstrational cluster for which innovative technologies in the field of precision agriculture, crop growing, seed growing and phytosanitary are applied as well as digital solutions and rational methods of management. The agro-park was established in consortium with 6 major scientific institutions located over the area of 1.630 hectares. The mission of “Kaskelen” agro-park is to boost the efficiency of the country`s agroindustrial sector by implementing technologies for precision agriculture, processes digitalization, big data processes as well as for environmentally sound methods of management and development of human capital. Implementation of precision agriculture elements on the territory of the agro-park enabled to accurately register and analyze meteorological data via sensors and detectors. For instance, John Deere S760 combine machine without operator (with empty cabin) harvests crops on the territory of “Kaskelen” agro-park fields. Specialized program connected to an electronic map operates a combine machine without human interference. Implementation of the elements of precision agriculture and innovative solutions on the territory of “Kaskelen” agro-park made it possible to boost production efficiency. For instance, expenses on traditional and innovative technologies for cultivation of spring wheat differ dramatically. Upon application of traditional technologies, profit amounts to KZT 85 thousand per hectare while upon application of innovative technologies, revenues hike to KZT 232.5 thousand per hectare. It should be noted that the government undertook the expenses for transfer, adaptation and approbation of the most effective solutions in agriculture. Efficiency measures checked on the fields of agro-parks and incorporated technologies will enable domestic business to considerably decrease expenses and boost productivity. Transport
Implementation of “Sergek” intellectual system of traffic controlIn September 2017, “Sergek” intellectual system for traffic control was implemented for the first time in the capital to tackle the most acute issue of the city, which is traffic violations that lead to accidents with lethal outcome. If at the start the system was used to identify traffic violations such as overspeeding, driving on bus lane or crossing stop line, in several months of its successful application it expanded its capabilities in providing general safety of the city. If a violation was detected, a report is formed automatically and is sent to a corresponding address. Policemen and their service cars are equipped with video recorders and GPS. Moreover, policemen have a capability to fill in an e-copy of a report on administrative violations. This will prevent corruption and enable to pay for fines on the spot. |
