The conscription of citizens for active military service is carried out twice a year on the basis of Decree of the President of the Republic of Kazakhstan and resolution of the Government of the Republic of Kazakhstan.

Citizens between the ages of eighteen and twenty-seven years old, who do not have the right of deferment or exemption from conscription, in the amount necessary to recruit the Armed Forces, other troops and military formations of the Republic of Kazakhstan, are subject to the conscription for military service.

1. Within the framework of republican mobilization training measures conducted by central executive bodies, on the basis of order of the Minister of Defense of the Republic of Kazakhstan.
2. Within the framework of measures for mobilization preparation, preparation of territorial defense, carried out by local executive bodies of the regions, cities of republican significance, capital  city, on the basis of resolution of the governor’s office (akimat) of the region, a city of republican significance, capital city upon agreement with the General Staff of the Armed Forces of the Republic of Kazakhstan.

The conscription of citizens for military service for mobilization, during martial law and in wartime is carried out on the basis of Decree of the President of the Republic of Kazakhstan and in the manner established by the Law of the Republic of Kazakhstan "On military service and servicemen status” .

The servicemen and conscripts called up for military service upon mobilization, during martial law and in wartime, are fully settled up at the place of work (service), the salaries are paid for actually worked time, severance pay and compensation payments for unused leave for vacation. The citizens called up for mobilization, during martial law and in wartime have the right to occupy the living space. The state support (benefits, pensions) of the families of citizens called up for military service upon mobilization, in martial law and in wartime, is carried out in accordance with the legislation of the Republic of Kazakhstan.

Local executive bodies, organizations, during mobilization, martial law and in wartime, are obliged to ensure timely notification and delivery of servicemen and conscripts to the draft boards or military units.
